The selected candidates are Robert Jenrick, James Cleverly, Kemi Badenoch and Tom Tugendhat with Rishi Sunak as the leader. Tens of thousands of council homes sit empty as the waitlist grows. Rod Little told Heather du Plessis-Allan that today it was Tugendhat who seems to be one of the outsiders. Liddle states the general thinking is that this will come down to a final between Badenoch from the right and Jenrick from the centre left. He previously served as the Chair of the Foreign Affairs Select Committee from 2017 to 2022 and was first elected the MP for Tonbridge and Malling in 2015.Before being elected as an MP, Tom served on operations in Iraq and Afghanistan. He also worked for the Foreign Office, helping to set up the National Security Council of Afghanistan and the government in Helmand Province. On returning to the UK, Tom served as the military assistant and principal adviser to the Chief of the Defence Staff to the British Army, Lord Richards, and we talk about how he has inspired his leadership style in politics.Tom studied Theology at the University of Bristol, followed by a Master's degree in Islamic studies at Cambridge University, which included learning Arabic in Yemen.After graduating, Tom worked in Beirut as a journalist, and soon after established one of Lebanon's first public relations companies. On his return to the UK, Tom joined the Territorial Army. When the Iraq War broke out in 2003, he was mobilised as an Arabic-speaking intelligence officer to serve with the Royal Marines.In 2005, Tom was asked by the Foreign Office to travel to Afghanistan to establish the National Security Council. After two years in Afghanistan and a brief return to the UK, Tom was mobilised and served operationally for a further two years with the Royal Marines, for which he received an MBE, coming off his last patrol in July 2009.Tom went on to work on the Army Strategy Team helping to prepare for the Strategic Defence and Security Review. He later served as the Chief of the Defence Staff's military assistant and principal adviser. Recorded at the Battle of Ideas festival 2023 on Sunday 29 October at Church House, London. ORIGINAL INTRODUCTION Most people acknowledge that there is an issue with Britain's borders. The question is: who or what is to blame? For many, the European Convention on Human Rights (ECHR), and its courts in Strasbourg, has become the focus – either as the bulwark against anti-refugee sentiment, or the block on democratic process. With deportations being halted on the grounds of ‘human rights', one's view on membership of the ECHR has become shorthand for where you stand on the issue of refugees, asylum seekers and illegal migrants. Rows over the ECHR have been brewing for some time. In 2000, the Human Rights Act made the Convention an integral part of domestic law, that individuals could enforce in British courts. Since then, many, particularly on the Right, have questioned the wisdom of what they increasingly refer to as Labour's Human Rights Act. In recent years, the Conservative Party has been committed to reforming human rights by replacing the HRA with a British Bill of Rights. But no such legislation is forthcoming – and many have pointed out that, as long as Britain remains signed-up to the ECHR, a British Bill of Rights would be superfluous. Much like the European Union, the ECHR seems to have split the Tories. Some MPs hope to cut ties completely – nearly 70 Tory MPs, many from Red Wall seats, backed quitting the ECHR in a vote on a Private Member's Bill last year. Others – like Tom Tugendhat's Tory Reform Group – remain concerned about what a Brexit-style exit might do to the UK's international reputation. In the aftermath of the Second World War the European Convention on Human Rights was seen as a protection against the tyranny and oppression that some European nations had recently endured. Nowadays, those who support it stress the importance of human rights as setting a minimum standard which democracies should guarantee. Is the problem therefore simply one of European judicial overreach, or is it essentially about the very notion of ‘human rights' themselves? Are human rights and democratic, collective action doomed to forever be at loggerheads? With courts in Strasbourg and London ruling to impede government plans to stop small boats crossing the Channel, are human rights making popular government impossible? Or is the ECHR being scapegoated for inadequacies in our own backyard? A trois jours du couronnement, un homme, armé d'un couteau, est soupçonné de s'être approché des grilles du palais de Buckingham avant de jeter des cartouches de fusil présumées dans le parc a été arrêté mardi soir, a rapporté la police de Londres. En marge de ce couronnement qui réunira des millions de téléspectateurs , des millions de touristes, de journalistes, l'enjeu de la sécurisation de l'évènement est alors majeur. Ce matin, le ministre de la Sécurité Tom Tugendhat s'est exprimé. Nos services de renseignement et nos autres forces de sécurité sont parfaitement conscients des défis auxquels nous sommes confrontés et sont prêts à les relever, comme la police l'a fait hier avec brio”. Should Confucius Institutes be shut down? There are hundreds of these centres across six continents, funded by the Ministry of Education, with the stated goal of public education on and cultural promotion of China. They offer classes on language, history and culture of China, and some would say they help to plug a crucial shortage of Chinese language skills in host countries, especially across the West.  And yet, these have become deeply controversial. Criticism of the institutes range from their CCP-sanctioned curriculum which do not include sensitive topics, to allegations of espionage and erosion of academic independence with Confucius Institutes as the core. Sweden closed all of its CIs two years ago, and universities in countries including the US and Japan have also shut their centres down. This is a live debate in the UK right now. Last November, security minister Tom Tugendhat confirmed that the government would be seeking to ban Confucius Institutes in the UK, repeating a pledge that Rishi Sunak had made during the Tory leadership race. But is this the right decision? In this episode, Cindy is joined by Charles Parton, senior associate fellow at the thinktank RUSI, who worked in or around China as a diplomat for two decades. He is an expert on Chinese interference and espionage in the UK. What broader lessons should we draw? To discuss these questions, we are joined by Tom Tugendhat, Conservative MP for Tonbridge and Malling and Chairman of the Foreign Affairs Committee in the British parliament. According to Tugendhat: the end result is clear. The courage and commitment of the Ukrainian people means that Ukraine will not and cannot be a Russian satellite or a Russian colony again. Nonetheless, as he argues, America, Britain, and the rest of the NATO allies must continue to support Ukraine on the military and diplomatic fronts to ensure a successful outcome. Tugendhat and Kristol also consider lessons we might learn from the new geopolitical situation we face following the withdrawal from Afghanistan and Putin's invasion of Ukraine. On this front, Tugendhat presents a compelling case for strengthening the alliance of free states around the world for the sake of our own security and prosperity and for the security of the world at large.
