The Second Nagorno-Karabakh War has had a lasting impact on the South Caucasus, leading to a massive geopolitical shift. Azerbaijan emerged victorious, taking control of large swathes of territory in 2020, and eventually what remained of Nagorno-Karabakh in September 2023. Nagorno-Karabakh's Armenian population was forced to flee the region into Armenia, which since the war, has been forced to reassess its traditional alliance with Russia and to turn West for assistance. This episode, we spoke to Marut Vanyan, a journalist from Nagorno-Karabakh, about the exodus of the region's Armenian population and the challenges they face in Armenia. We also spoke to Civilnet's editor-in-chief, Karen Harutyunyan, about how Armenia changed since the war and its partnership with Russia, to Bahruz Samadov, a PhD candidate at Charles University in Prague, about how the conflict has helped further legitimise President Ilham Aliyev's rule. Today’s episode of Black Diplomats is a primer on the war in Nagorno-Karabakh, a disputed region in the mountains between Armenia and Azerbaijan. Host Terrell J. Starr talks to Lika Zakaryan, a journalist who has spent her life in Nagorno-Karabakh, known as Artsakh to the locals. Over 90% of the population of Artsakh is ethnically Armenian, but due to political wrangling in the Soviet era it is considered a territory of Azerbaijan. Zakaryan could hear bombs going off in the background during our interview, and was interrupted near the end with news of a ceasefire planned for the next morning. With family and friends on the front lines, Zakaryan has chosen to tell human stories rather than political ones. Her powerful testimonials remind us all of the cost of violence, and the indifference of the people in power. The clashes that began on July 12, have now escalated to tank and drone strikes. Shortly after taking office, Prime Minister Nikol Pashinyan’s government initiated changes within the structure of Armenia’s government, which included reducing the number of ministries from 17 to 12. It was decided that the functions of the ministry of the diaspora will be incorporated directly into the office of the Prime Minister and a position for a High Commissioner of Diaspora Affairs was created. On June 4, for the first time, Armenia abstained from voting on a UN resolution that reaffirms the rights of Georgians displaced from South Ossetia and Abkhazia to return to their homes.
