The Gun Trace Task Force (GTTF) was meant to help the Baltimore Police Department fight violent crime. Instead, its officers terrorised innocent civilians. In 2017, a criminal investigation resulted in the successful prosecution of the officers, and they were convicted of extortion, fraud, racketeering, and robbery. In I Got A Monster, director Kevin Abrams tells the story of what happened, and how a crusading defence attorney named Ivan Bates helped bring the corrupt police officers to justice. In the documentary, Kevin also speaks to the GTTF's victims, giving a voice to people too often denied one. Kevin tells host Matthew Sherwood about the GTTF's Jekyll and Hyde leader. Wayne Jenkins was a tough but charismatic cop. Away from the spotlight, however, he was also utterly corrupt. They explore the question of how so many officers, who were also the subject of internal police investigations, managed to end up in the same unit. A recent HBO documentary entitled The Slow Hustle has brought renewed attention to the mysterious death of Baltimore homicide detective Sean Suiter in 2017. Police initially claimed Suiter was the victim of a lone assailant after his body was found in a West Baltimore alley with a gunshot wound to the head. But as details began to emerge regarding Suiter's involvement with some of Baltimore's most corrupt cops, the case took a turn that raised serious questions about what actually happened and if his death was part of a broader cover-up.Shortly after Suiter died, Police Accountability Report hosts Taya Graham and Stephen Janis produced a podcast series that looked behind the scenes and examined how Suiter's death told a more complex story about police corruption in Baltimore. Tom is joined again today by two of our favorite movie mavens: Ann Hornaday is film critic for the Washington Post and author of Talking Pictures: How to Watch Movies, now available in paperback; she joins us on our digital line. And joining us on Zoom is Jed Dietz, the founder and retired director of the Maryland Film Festival, which is about to begin its first IN-PERSON festival since 2019. On today's program, we're also joined by the MD Film Festival's Artistic Director Christy LeMaster,who helps usspotlight some of the many short films, docs and features being showcased this year. Ep. 28 Head of Public Affairs for the Baltimore, Chicago and Fairfax County VA police departments, Anthony Guglielmi talks about advocating for LE while being transparent with and educating the public on what it means to be a police officer. He reflects on the rewards and challenges of supporting police departments in two of the largest and most violent cities in the country. While with Baltimore PD from 2008 to 2013, Anthony helped the department communicate their strategy to reduce rampant gun violence through “targeted prosecution and putting the right people in jail for the right reason at the right times.” He also discusses BPD's Gun Trace Task Force (GTTF) and the resulting scandal which led to officers being charged with racketeering, robbery, extortion and fraud. Anthony talks about how this happened and what went wrong.  Before the GTTF scandal broke, Anthony was recruited by Chicago PD to manage the release of dash cam video of the killing of Laquan McDonald by Officer Jason Van Dyke, video that contradicted police statements. It was Anthony's job to help the department and the city rebuild public trust. Ultimately, Chicago PD become one of the first departments in the country to release body cam footage within days of an incident, a practice and a concept that was unheard of at the time.   After Chicago PD, Anthony joined the Fairfax County Police Department in Virginia outside Washington D.C. We revisit the January 6th insurrection and Fairfax County PD's mutual aid response. And we talk about Anthony's commitment to telling the real stories of LE. His teams have produced and distributed videos about the good work officers do. The exhibit, “SUBVERSIONS,” will be projected onto the windows of CulturalDC’s Source Theatre in the historic 14th and U Street Corridor in Northwest Washington, D.C. “As An Enemy” is a multichannel video installation showing the corruption of the Baltimore City Police Department. Curated in collaboration with Baltimore based writer Brandon Soderberg, “As An Enemy” offers a stark microcosm of corrupt police forces across the country. The exhibition creates space for the victims of police brutality by telling the unique story of Black men and women victimized by the Gun Trace Task Force (GTTF)—a plainclothes police squad, led by the diabolical Wayne Jenkins, established to maintain the racist legacy of “law and order” in Baltimore City, following the 2015 murder of Freddie Gray. In response to Gray’s murder—during which Baltimore Police officers broke his spine and crushed his throat—the city erupted in weeks of proper protest and righteous outrage. In response to that outrage from citizens, the GTTF terrorized Baltimoreans—stealing money and drugs, while causing violence, terror and death. They often targeted known drug dealers, knowing their cries of injustice would be ignored by the judicial system.

En América Latina y el Caribe se estima que cerca de 159 millones de niños han sido afectados por el cierre de las escuelas producto del COVID-19, lo que representa el 95 % de los alumnos inscritos del continente (UNICEF, 2020). Ellas y ellos se suman a las abrumadoras cifras que, a la fecha, indican que 1.500 billones de estudiantes en 191 países, y alrededor de 60 millones de docentes (GTTF, 2020) han sido afectados por el cierre preventivo de escuelas ante el COVID-19 (UNESCO, 2020). Como se ve, esto constituye una crisis inédita a nivel global y el desafío educativo colectivo de mayor escala y magnitud de la historia moderna. Quizás estos números sigan sin provocar mucho, más aún en estos tiempos acostumbrados a medir todo drama humano en cifras. Por eso, un ejercicio necesario es recordar que cada uno de estos datos tiene un rostro, cada número es un ser humano que sufre en su hogar, junto con su familia, las consecuencias del COVID-19. Estimaciones ya han alertado, por ejemplo, que entre 42 y 66 millones de niños/as podrían caer en la pobreza extrema como resultado de la crisis de este año (Naciones Unidas, 2020). Por otra parte, se espera que la desnutrición alcance a 368.5 millones de niños en 143 países que normalmente dependen de las comidas escolares (Naciones Unidas, 2020). Y por si eso fuera poco, se ha alertado que la inactividad física, el acceso restringido a espacios al aire libre, la escasez de espacios interiores abiertos y un mayor tiempo frente a las pantallas debilitará de manera general el sistema inmunológico (UNESCO 2020). Todo lo anterior afectará con mucha más fuerza a niñas y jóvenes mujeres. Por ejemplo, se exacerba la carga de trabajo no remunerada como dueñas de casa o cuidadoras de enfermos o personas de la tercera y cuarta edad. A esto se suma el aumento de violencia doméstica, abuso y explotación sexual dentro del hogar, donde las brechas de acceso tecnológico por género profundizarán las inequidades educativas, y post crisis aumentará el riesgo de embarazos adolescentes no deseados y se reducirá su autonomía económica (UNESCO, 2020).

Today we continue our series of Conversations with the Candidates with Baltimore City State’s Attorney, Marilyn Mosby. She is running for re-election in the Democratic primary that takes place on the 26th of this month. Early voting begins on Thursday. She is opposed by two other candidates, Ivan Bates and Thiru Vignarajah. The winner of the primary will run unopposed in the general election. Marilyn Mosby drew international attention when she indicted six Baltimore police officers in the police-custody death of Freddie Gray in 2015. None of those indictments resulted in a conviction, but Ms. Mosby points to a 95% conviction rate to date for her office overall. The State’s Attorney’s office prosecuted more than 41,000 cases last year. In addition to the violence that rocked Baltimore following the funeral of Freddie Gray, the city's police department has been in nearly constant turmoil since Marilyn Mosby was elected in 2014. There have been four police commissioners in the past 3 1/2 yrs. The city and the police department are under a consent decree with the Department of Justice. And eight members of the elite Gun Trace Task Force were convicted of running an extensive criminal enterprise. The leader of the GTTF was sentenced to 25 years in prison on Wednesday. Of the more than 2000 criminal cases associated with the convicted officers, the State's Attorney's office reports that 220 cases have already been dismissed. Ms. Mosby oversees a staff of 400 employees -- including more than 200 attorneys. Her annual salary is the highest of any Baltimore City official. She received a Presidential Scholarship from Tuskegee University where she graduated with a BA in Political Science. She holds a law degree from the Boston College Law School. She is 38 years old. She is married to 40th District Delegate Nick Mosby, and they live in Reservoir Hill with their two daughters.
