Send us a textApril 2025 marks the 10th anniversary of the #BaltimoreUprising, a series of protests sparked by Freddie Gray's death in Baltimore Police custody in 2015.Baltimore has long reflected America's racial and political anxieties, making the Uprising a frequent subject of academic analysis. In this episode, Leaders of a Beautiful Struggle's Lawrence Grandpre and Dayvon Love critique two books: Beyond Black Lives Matter by Cedric Johnson and Invisible Weapons by Marcus Board Jr.While Johnson critiques BLM and Board affirms it, both argue that Baltimore's working-class grassroots were misled by neoliberalism, rendering their responses to Freddie Gray ineffective. This view overlooks successful grassroots political interventions by groups like LBS, which led protests during the Uprising and continues to advance community-driven agendas. By oversimplifying Black identity as manipulation by elites—whether through neoliberalism (Johnson) or patriarchy (Board)—both books fail to capture the political and ideological complexity of Baltimore's working-class Black communities. Today on Midday, guest host Emily Sullivan, a city government reporter for The Baltimore Banner, takes a deep dive into the Baltimore City budget – which is taking shape a little differently this year. For more than a century, the Baltimore City Council has had very limited power over the budget. The mayor would write it…and pass along a draft version to the council to officially vote through.The council members could make cuts to the budget, but could not reallocate the money. For example, when then-City Council President Brandon Scott led the council in cutting 22-million dollars from the Baltimore Police budget in summer 2020, he and his peers didn't have a say in where the money actually went. This budget season, that changes. Thanks to a charter amendment that voters overwhelmingly passed in November 2020, the council now has the power to move money around in Mayor Brandon Scott's $4.4 billion draft budget. Emily's first guest today is Adam Willis – a reporter at The Baltimore Banner who covers the intersection of money and politics at City Hall. WYPR's news partner at the Baltimore Banner reports this morning that Baltimore State's Attorney Ivan Bates has dropped the case against Keith Davis, who has already been tried four times for the murder of Kevin Jones in 2015.During his campaign for State's Attorney, Bates had indicated that he would drop the charges against Davis. He recused himself from the review process of the case, which took place after he took office early this month. Former State's Attorney Marilyn Mosby has long held that Davis is guilty of this crime, and she was planning on re-trying him in May of this year. In two of Davis' four trials, juries were not able to come to a unanimous verdict. In the other two trials in which juries did reach a guilty verdict, judges overturned those verdicts. The Banner is also reporting that yesterday, The Baltimore State's Attorney's Office declined to file criminal charges against two Baltimore Police officers who shot and killed Donnell Rochester. That shooting was the subject of several protests. An investigative report concluded that in February of last year, Rochester, an 18 year-old from Odenton, was driving in the direction of an officer when police opened fire. Prosecutors concluded that the shooting was lawful self-defense. This week, there were leadership shake-ups at two city agencies. Jason Mitchell, who came to Baltimore from Oakland, California, 20 months ago, announced that in April, he will resign his position as the Director of the Department of Public Works. And Donna Drew Sawyer, the CEO of the Baltimore Office of Promotion and Arts was forced out of her position after Mayor Brandon Scott demanded her resignation. 32 year-old Rey Rivera was living in Baltimore with his wife Allison. One day Rey received a phone call, said "Oh Shit" then ran of the house. His body was later discovered in a conference room of the high profile Belvedere, his death was ruled a suicide by the Baltimore Police, but things are not all that they seem.
A 17-year-old was found guilty of raping and killing an elderly woman in her home when he was only 14 years old. On Wednesday, June 29, Baltimore City State's Attorney Marilyn Mosby announced a jury found Tyrone Harvin guilty of first-degree murder, first-degree rape, and a dangerous weapon for the death of 83-year-old Dorothy Mae Neal. He faces a maximum sentence of life in prison plus three years. Mosby said there was "no winner in this case," which she called "unconscionable." Harvin was reportedly one of the youngest homicide defendants ever at just 14 years old. According to Baltimore Police, on Aug. 29, 2018, Neal's neighbor called police to conduct a welfare check because they had not seen her in several days. When officers made their way in her apartment, they found her unresponsive and "the victim of an apparent assault." Neal was taken to the University of Maryland Hospital for treatment, where she later died. WJZ-TV reports the two knew each other because Harvin helped Neal with chores. According to WBAL-TV, Harvin and Neal also lived next door to each other. Mosby said at the press conference, "Two people have lost their freedom in this case: one at the dawn of their life and one at the sunset of theirs." The Baltimore police department has found themselves in a bit of trouble thanks to body cameras. What did they do now? This is the forty-sixth episode of The LAVA Spurt, Baltimore Police Are On Crack. Twice in two weeks, the Baltimore public defender's office has released police body camera footage showing police officers planting drugs at scenes and then finding them. The first time the actual act of planting the drugs was caught on the camera because the officer clearly missed the briefing where he was told that the cameras were always on record but, when the record button was pushed, it kept the 30 second prior to the time the button was pushed. In that 30-second window, the officer planted drugs in a back alley and then walked out to the street with his cop buddies. He then pushed the button to start the recording and proceeds to go search for the drugs that he happens to find exactly where his camera showed him planting them. Imagine that shit. The second video shows officers allegedly placing drugs in a car. The officers searched the scene, they said, after they supposedly witnessed a drug deal. In the video, the officers are shown thoroughly searching a car — apparently finding nothing. The cameras are then turned off. But they turn on a bit later, showing an officer squatting by the car. After a while, the officer backs off. Then 30 seconds later, another cop searches the same spot the officer was squatting at, and — suddenly! — finds a bag of drugs. As of August 2nd, 41 cases have been dropped because the credibility of these involved officers is now in question. Apparently, over a hundred more are being reviewed, all of which are criminal cases that would have relied on testimony from the three officers that have been caught red-handed framing innocent citizens. The cases that have been dismissed involved drug-related felonies and weapons possession. One of the three officers has been suspended and the other two were placed on administrative duty.
