À l'initiative de la junte malienne qui en a fait l'annonce lundi soir, réaction hier de Paris : la France « considère cette décision injustifiée et conteste formellement toute violation du cadre juridique bilatéral qui serait imputable à la force Barkhane ». Le quotidien burkinabè Wakatsera parle de « dégradation inexorable des relations entre les deux pays en conflit » et tente d'analyser cette dernière décision de Bamako : « Cela ne fait plus l'ombre d'un doute que pour dresser la tente de Wagner, le colonel Assimi Goïta et ses ouailles sont prêts à tout. Pourtant, leurs nouveaux hôtes qu'ils ont longtemps habillés de la vareuse d'instructeurs de l'armée russe, partout où ils ont trainé leur bosse, ont été accusés des pires violences sur les populations civiles, ce qui, du reste, semble constituer leur marque de fabrique. Est-ce donc pour que ces crimes (…) se déroulent à huis-clos, sans le moindre témoin extérieur, que les autorités de la transition malienne sont engagées dans un nettoyage systématique au profit de Wagner ? » Guinée News s'interroge aussi sur les « incidences pratiques » de cette nouvelle rupture, notamment en raison des liens de Bamako avec Moscou. Pour le site guinéen, « le Mali est en train de perdre un allié de poids dans la lutte contre le terrorisme, un allié qui l'avait en 2013 sauvé d'une partition de son territoire. (…) En ce qui concerne la France, elle perd à travers sa rupture avec la junte au profit d'une puissance rivale, la Russie, un pays, le Mali, qui était jusque-là dans son pré carré, sa zone d'influence géopolitique en Afrique francophone. La France perd également la collaboration d'un pays important dans la lutte contre le terrorisme dans le Sahel. » Cette décision de Bamako « faciliterait l'offensive des groupes jihadistes » C'est ce qu'avance Mondafrique dans son enquête dans le cercle de Niono, au cœur de la région de Ségou. « Depuis un an, on se trouve dans une situation de guerre totale entre dozos et jihadistes, qui se traduit, parfois, par de véritables batailles rangées (…) Dans ce contexte très tendu, l'État semble impuissant. » est-il expliqué dans l'article. Mais pour Maliweb, « la sécurisation du pays avance », c'est plutôt « le volet des réformes politiques et institutionnelles qui fait du sur place ». Car si Paris entretient des relations compliquées avec la junte malienne, les choses pourraient s'améliorer avec un retour du pouvoir aux civils. Or « les autorités de la transition malienne ont, jusqu'à aujourd'hui, catégoriquement refusé que leur priorité soit concentrée à la préparation et à l'organisation des élections libres et transparentes pour achever cette période transitoire. Elles ont urbi et orbi assuré devoir "refonder l'État" ou au moins poser les bases de cette refondation avant d'organiser les élections devant mettre fin à cette transition. » Aujourd'hui cette restructuration n'est pas possible car « les caisses de l'Etat sont au rouge ». La question des relations entre Paris et Bamako a été évoquée hier devant le Conseil de sécurité de l'ONU, à la demande de la Russie. À la une aussi, la cherté de la vie Et ses conséquences en cette période de fin de ramadan célébré par les musulmans de plusieurs pays. Le média digital marocain Le 360 s'intéresse à la situation en Guinée. En banlieue de Conakry les commerçants sont inquiets : « Les gens veulent acheter mais ils n'ont pas d'argent. Ils viennent ici marchander longuement, mais au finish, ils ne peuvent rien prendre. » Car cette année la fin ramadan se fait « sur fond de galère pour les ménages » résume le site sans mâcher ses mots. On y suit une distribution de repas par des bénévoles, car l'Aïd est une période où la générosité doit s'exprimer ; c'est aussi « une tradition qui a pris racine en Afrique du Sud il y a près de 40 ans, au plus fort de l'apartheid, en offrant une assiette de nourriture aux familles les moins fortunées pour célébrer la fin du mois de jeûne ». Et la situation est de plus en plus compliquée car comme il est rappelé, « le coût du panier alimentaire moyen des ménages a augmenté de 8,2 % » en un an. Conséquence : des repas moins variés, « ce qui a un impact sur la santé des ménages et retarde le développement des enfants »

Le président Alassane Ouattara va s'exprimer aujourd'hui à Yamoussoukro. C'est le deuxième Congrès de l'histoire de la Côte d'Ivoire, nous rappelle Ivoiresoir. 30 000 personnes devraient y assister. Selon le site, « Alassane Ouattara est censé évoquer son bilan à la tête de la Côte d'Ivoire après 11 ans d'exercice de pouvoir. Selon les observateurs, il en profitera pour lancer le processus de modification de la Constitution ». Ivoiresoir précise : « Ouattara entend placer un verrou sur l'âge limite des candidats présidentiables pour mettre hors de course pour la présidentielle de 2025 les trois grands leaders actuels, les anciens chefs de l'État Laurent Gbagbo et Henri Konan Bédié et lui-même ». Des annonces qui pourraient aller plus loin Comme le rappelle le site burkinabè WakatSéra, « la Côte d'Ivoire est dans l'attente d'un Premier ministre, d'un nouveau gouvernement resserré et d'un vice-président ». Le nom du Premier ministre, dont le poste est vacant depuis presque deux ans, pourrait être révélé aujourd'hui. Et WakatSéra fait ses pronostics : « Il pourrait bien s'appeler Tiémoko Meyliet Koné, le gouverneur de la Banque centrale des Etats de l'Afrique de l'Ouest, Abdourahmane Cissé, le Secrétaire général de la présidence ou encore l'autre fidèle, Fidèle Sarassoro, le directeur de cabinet d'Alassane Ouattara. À moins que le chef de l'État ne ramène, déjouant toutes les prévisions des bookmakers politiques, Patrick Achi au poste ». « Un autre fauteuil qui attend occupant, depuis que Daniel Kablan Duncan l'a quitté, est bien celui de vice-président de la Côte d'Ivoire où certains y voient déjà l'ancien ministre des Affaires étrangères, Ally Coulibaly ». De nombreux doutes et toujours des interrogations : « au nom de la décrispation socio-politique, Alassane Ouattara fera certainement appel à son opposition. Mais laquelle ? ». Dans une tribune relayée sur le site Fratmat, la question de la réduction de l'équipe gouvernementale est abordée, les « débatteurs » y seraient favorables. Je cite : « Et là, tant pis pour les questions de représentation ou de respect de la géopolitique, qui voudraient que le futur gouvernement soit le reflet national de toutes les grandes régions et foyers culturels du pays. Ainsi que du poids sociologique du parti dans ces différentes localités. L'essentiel étant, de leur point de vue, que l'économie financière qui en résulterait permette d'agir davantage contre la cherté de la vie. Raisonnement peut-être étroit et simpliste ». Inondations en Afrique du Sud Elles ont fait au moins 443 morts sur la côte Est. L'état de catastrophe nationale a été déclaré par le président dans une allocution télévisée sur laquelle revient le site IOL, qui agrège les articles de médias indépendants. Il est question de « désastre humanitaire ». Sowetanlive analyse la situation et explique en partie pourquoi les conséquences de ces inondations sont si importantes : « un quart de la population urbaine d'Afrique du Sud vit dans des logements informels. Ceux-ci sont construits là où les gens trouvent des espaces libres à proximité de ressources économiques. Ils manquent d'équipements et d'infrastructures de base, notamment de routes et de systèmes d'évacuation des eaux pluviales. Leurs habitants sont donc particulièrement vulnérables aux effets du changement climatique et à l'évolution des conditions météorologiques, notamment aux inondations ». « Le changement climatique tue les Sud-Africains parce que nos politiciens ne s'en soucient pas », analyse pour sa part Timeslive. Naufrage d'un pétrolier au large de Gabès en Tunisie Jeune Afrique fait le point sur les événements. Le navire, qui date de 1977, aurait été estimé inapte à la navigation l'an dernier. Le « plan national d'urgence de prévention des pollutions marines » a été activé. La ministre de la Santé assure que « le gazole s'évapore », sans évoquer les effets désastreux d'une marée noire sur la faune et la flore, car comme le rappelle le site, « unique oasis maritime en Méditerranée, Gabès est aussi l'une des régions côtières dont l'équilibre environnemental est compromis par la pollution générée par la production de dérivés du phosphate ». « La réalité de ce qui s'est passé est encore loin d'être connue », assure le site d'information tunisien Webdo. Des opérations de pompage sont en cours, pour l'instant le pétrolier ne serait pas fissuré au niveau de la cale où se trouvent les 750 tonnes de gazole.

1. As of right now, buzz suggests the Jaguars decision on who to select with that first overall pick will come down to pass rushers Aidan Hutchinson or Travon Walker. But there is a level of risk in selecting either one of them and a big reason why is this: it can be argued that either Evan Neal or Ikem Ekwonu are better than any of the Jaguars OT's right now and thus Jacksonville might be passing on a GOLDEN opportunity to better protect Trevor Lawrence. So, in your view, is it better for the Jags to upgrade the OT position or juice up the pass rush with either Hutchinson or Walker? 2. The Texans enter this draft with eleven total picks (including five in the top-80) and the worst overall roster in the NFL. Thus, they could literally go in any direction with their two first-round picks. But my educated guess is that Nick Caserio and Lovie Smith would ideally love to leave Day 1 of the draft with a new EDGE and OT. So here's a hypothetical: If the Texans go OT at 3 yet no EDGE they like is available at 13 (and vice versa), what would be the best direction at that pick (CB, WR, other)? 3. The Colts biggest moves this spring were shipping Carson Wentz off to Washington and then subsequently trading for Matt Ryan, who I personally believe is a huge upgrade over Wentz. Does the addition of Matt Ryan make the Colts co-favorites (if not favorites) to win the division this season? 4. When you look at this Titans roster, they need better OL talent (iOL and OT alike) and more WR/TE depth to help Ryan Tannehill return to his 2019/2020 form. Should the Titans highly consider trading back from 26 in order to give themselves a better shot of addressing those needs in the first two days of the draft? 5. Le journal en ligne WakatSéra publie un éditorial avec pour titre « La Pâque passe, les discriminations contre l'Afrique demeurent ». « Une discrimination séculaire qui persiste jusque dans des endroits inimaginables, malgré le poids de la religion qui, dit-on, est amour et partage », peut-on lire dans cet article qui passe en revue les dernières catastrophes sur le continent : les inondations meurtrières en Afrique du Sud, l'incendie du marché de Kaya au Burkina Faso ou encore la crainte d'une marée noire en Tunisie… Le site reprend les mots du directeur général de l'Organisation mondiale de la santé, Tedros Adhanom Ghebreyesus, pour qui le monde « ne traite pas de la même façon les crises affectant les Noirs et les Blancs », mettant ainsi en lumière le peu de solidarité internationale malgré les fêtes religieuses en ce mois d'avril. Un appel à la prise de responsabilités Le site Mourya, la voix du Niger, demande ainsi à ceux qui détiennent le pouvoir de ne pas se cacher derrière la religion mais de prendre leurs responsabilités. Voici ce que dit cet article de la rédaction : « Il urge pour les autorités de mettre fin à ces catastrophes dites naturelles en sévissant sans état d'âme, au détriment de calculs électoralistes, pour sécuriser et sauver des populations, qui, elles doivent, toujours éviter de se mettre dans l'œil du cyclone. Non, ces drames, ce n'est pas toujours la volonté de Dieu ! » Cette dernière phrase sert d'ailleurs de titre à l'article consacré à la situation en Afrique du Sud, où l'on compte désormais 443 morts dans le KwaZulu-Natal après les pluies diluviennes de ces derniers jours. Justement, ces pluies sont bien une conséquence de l'action humaine. Indirectement par le biais du dérèglement climatique, nous rappelle le Mail and Guardian, s'appuyant sur un rapport de 2018 de l'Organisation météorologique mondiale. « L'inaction hantera la planète entière pour les générations à venir. Il est évident que beaucoup choisiront d'ignorer le rapport, soutenu par des politiciens de droite, l'industrie du charbon, des industriels peu éclairés et des experts autoproclamés », est-il écrit dans cet article qui conclut, en référence à un texte de l'Apocalypse : « Beaucoup d'entre nous ignorent béatement que nous nous dirigeons vers un Armageddon climatique. Le temps ne joue pas en notre faveur ». Et les secouristes eux aussi se pressent en Afrique du Sud. Pour fournir de l'eau, de la nourriture mais aussi des couvertures aux rescapés des inondations. Le quotidien IOL illustre ainsi les opérations menées par plusieurs organisations, photos à l'appui. En République démocratique du Congo, le cœur n'est pas à la fête dans l'est du pays Comment célébrer Pâques « quand en plus on n'a pas à manger ? », interroge, dans un article de Actualité.cd, une mère de famille vivant dans un camp de déplacés de Rutshuru où l'armée et les rebelles du M23 se font face. L'insécurité demeure aussi ailleurs dans le pays. Ainsi, l'Ituri voisin du Nord-Kivu est lui aussi toujours sous état de siège. Une journaliste de BBC News s'est entretenue avec un adolescent de 14 ans qui a trouvé refuge dans un camp sur une colline isolée, où se trouvent plusieurs dizaines de milliers de personnes. Parmi elles, de nombreux orphelins. Lui aussi a fui seul, mais pour une fois l'histoire se termine bien puisqu'il a pu retrouver finalement sa famille dans ce camp. Un an après la mort d'Idriss Déby, le Tchad dans l'attente du dialogue Le quotidien Aujourd'hui au Faso s'interroge au sujet du dialogue inclusif qui se fait attendre : « Quel sera le mode opératoire ? Dans quelles régions se dérouleront ces cénacles ? pour combien de temps ? » À lire aussi pour un contexte plus général sur la situation au Tchad, cet article sur Tchadinfos avec l'ancien ministre de la Justice, Ahmat Mahamat Hassan. Il affirme que « le Tchad n'est pas encore un État de droit effectif » et que « la loi de la République est appliquée partiellement ». « Au Tchad, on arrive au pouvoir par la violence, on gère par la violence, on le conserve par la violence et on le perd aussi par la violence », écrit-il également dans son dernier ouvrage.
