Steven D. Grumbine was a conservative Republican who revered Ronald Reagan, George H. W. Bush, and George W. Bush. He was raised with the social belief that no one was deserving of a handout, that everyone must pull themselves up by their bootstraps. Steve’s mother and father had both finished their careers at Ma Bell, and Steve was on track to do the same, working with the company for 17 years. While working at Ma Bell, Steve continued his professional education, attaining master’s degrees in Technology Management (2007) and Business Administration (2008). In 2009, despite his many years within the company, Steve was laid off due to the global financial crisis. Steve, with all his advanced professional education and experience, found himself unemployed for 18 months, and no amount of bootstrap pulling could lift him out. He experienced firsthand the struggles of no longer having secure employment with benefits, while at the same time dealing with a costly divorce, massive child support, and lapsing ability to make mortgage payments. During this period of instability, Steve was introduced to Modern Monetary Theory (MMT), a new perspective that disabused him of the macroeconomic myths taught in his post-grad MBA program. He learned taxes do not fund spending at the federal level and the federal government can create as much currency as it needs up to the nation’s full productive capacity, which showed him how our government’s tolerance of unemployment was a national disgrace. Steve also learned why shameful austerity measures were allowed to continue: entrenched politicians in Congress controlled by big industry donors spreading macroeconomic lies and a public so brainwashed by those lies that they turn on one another instead of demanding more from their government. As the economic fall out of covid-19 starts to bite, attention is turning to how the state can support everyone - especially if the pandemic turns into a depression. Universal basic income, and a jobs guarantee are two of the potential mechanisms a country could deploy, both with different effects on people's health and wellbeing. Until the 1970's no government would permit the unemployment rate to exceed 2%. This statement is usually met with disbelief but it's true. The unemployment rate announced today has unexpectedly dropped from 7.5% to 6.8%. This seems like good news but a closer look shows that the drop is likely due to an increase in gig employment, which is basically a form of self employment, insecure, poorly paid and open to sham contracting and abuse. There was a time when a government would do everything it could to stop the unemployment rate from going above 2%. LIFE are one group which is calling for an end to mutual obligations, which is the requirement to undertake an activity, usually look for work, when in receipt of a Centrelink payment. Coinciding with the drop in payment rates at the end of September 2020 is the return of greater mutual obligation activities. Often the problem isn't that there isn't enough of something, it's that access to it is governed by the market rather than planning for need says Janet Burstall of "Living Incomes For Everyone". She was talking about housing but it applies to jobs too. There is lots of work to be done. The shortage is in paid jobs. Dr Victor Quirk from the Centre of Full Employment and Equity (CofFEE) once worked for the Commonwealth Employment Service and for the privatised version, the Job Network. He is now an academic at CofFEE at the University of Newcastle. His history of employment policies in Australia is fascinating and raises the question - why don't we have a lower unemployment rate? "Unemployment is not a mere blemish in a private enterprise economy. On the contrary, it is part of the essential mechanism of the system and has a definite function to fulfil. The first function of unemployment (which has always existed in open or disguised form) is that it maintains the authority of master over man. The master has normally been in a position to say: 'If you do not want the job, there are plenty of others who do." When a man can say, "If you do not want to employ me, there are plenty of others who will,' the situation is dramatically altered." Today we talked about Clay Aiken's meltdown in front of a crowd of thousands at Politicon this weekend. The Immaturity, oh the immaturity. We also spent a lot of time discussing Bernie Sanders' plan for a Universal Jobs Guarantee. It reminded us of this story from the great Economist Milton Friedman. Economist Milton Friedman was once traveling overseas and spotted a construction site in which the workers were using shovels instead of more modern equipment like bulldozers. When his host responded that the goal was to increase the number of jobs in the construction industry, Friedman replied, “Then instead of shovels, why don’t you give them spoons and create even more jobs?” Friedman hit the nail on the head. If your goal is more jobs in America, why not just get rid of all the tractors, combines, planters, and automobiles? Everyone will be guaranteed to have a job. Of course, that would be a terrible idea. The goal would be for those jobs to add value in society. The problem with added Federal jobs is that the money to pay those positions must first be taken from productive sides of the economy. Thus, the job you "create" using tax money must add more value than the productive use that money would have had in the hands of it's original owner. Under a Federal Jobs Guarantee, rather than distributing unemployment checks, the government would give a living-wage job to everyone that needs one. It’s a concept that’s been gaining popularity recently, and it’s often pitted against universal basic income. For the second episode in this two-part series exploring both ideas, expert Pavlina Tcherneva and Representative Ro Khanna join Nick and Paul to make the case for a Job Guarantee. Pavlina Tcherneva is an Associate Professor of Economics at Bard College and a Research Scholar at the Levy Economics Institute. Her research on the job guarantee has informed the proposals of several members of congress, and she has collaborated with governments around the world on designing and evaluating employment programs. Transcript of the Podcast Episode Welcome to Jonathan's Verdicts. I'm Jonathan Simeone. The title for this episode is: A Jobs Guarantee Makes Sense. The verdict for this episode is: guaranteeing every American who wants a job a job isn't radical. Some of the benefits of everyone who wants a job having one include: Fewer people getting government benefitsGovernment collecting more taxesMore projects getting doneMore Americans having the dignity that comes with work There are two factors that must also be considered: There are currently about seven million jobs in the American workforce that employers want filled that aren't filled.Only about 75 percent of the working-age population is working. So, we have millions of jobs unfilled. We have a crumbling infrastructure. Large areas lack broadband. Millions of Americans aren't working. Given those realities and the benefits that would come from a guaranteed jobs plan, how can you intelligently argue against a guaranteed jobs plan? During the Great Depression, President Roosevelt introduced a host of jobs programs. Those programs created new roads and parks, brought electricity to millions and did much to modernize America. All of that while providing millions of Americans decent jobs. After the Great Depression, the will for government-provided jobs through projects that invest in America disappeared. Over time, our infrastructure began crumbling, areas of our country fell further behind, and good working-class jobs became much harder to find. If America adopted a guaranteed jobs plan that promised a living wage and union protection, millions of working-class people would find the kind of work they want, our communities would revitalize and modernize, fewer people would need benefits, and America would be a much better place to live. Oh yeah, millions of Americans would choose these good government jobs over the low-wage, little to no benefit jobs offered by corporations. Oops, I think I answered my question. The idea of a guaranteed jobs plan is regularly criticized because corporations want to continue exploiting American workers. Thank you for listening to this episode of Jonathan's Verdicts. Basic income and jobs guarantee are often juxtaposed as two policies that are mutually exclusive, politically or policy-wise. Alyssa Battistoni, writing for In These Times, suggests that both are worth fighting for, and that the two policies could work in concert. Battistoni, a PhD student at Yale in Political Theory and editorial board member of Jacobin, spoke with Jim on how these two policies might work together.
