In Part Three of this special Stop the Killing x Watching Two Detectives crossover, Katherine Schweit is joined by retired NSW detectives Scott Rogan and Peter Hogan to examine the Bondi Beach mass shooting. This episode looks at the six-minute attack, the police response, the tactical realities of the scene, and the extraordinary bravery of civilians who intervened while others were still under fire. This is not a political discussion about the Israel-Palestine conflict. It is a factual look at one specific mass shooting incident, the motives and climate around it, and the lessons that may help prevent future attacks. What happens when three experienced investigators from opposite sides of the world sit down to examine how police respond to an active shooter? In this special crossover between Stop the Killing and Watching Two Detectives, former FBI Special Agent Katherine Schweit joins retired New South Wales detectives Peter Hogan and Scott Rogan for an expert examination of the lessons that have reshaped mass-shooting prevention, preparation and police response. Katherine was working on national security and counterterrorism cases when the murder of 20 children and six educators at Sandy Hook Elementary School changed the direction of her career. Following the shooting, she was appointed to the White House team tasked with developing a coordinated national response to mass shootings and became the architect of the FBI's Active Shooter Program. In Part One, Katherine explains how the devastating events at Sandy Hook helped accelerate a fundamental change in policing: moving away from the traditional strategy of “contain, negotiate and wait” towards the immediate deployment of officers to confront and stop an active threat. Peter and Scott reveal how those lessons travelled across the world and influenced Australian policing. They discuss the introduction of New South Wales Police's Active Armed Offender training, the impact of the 2014 Lindt Café siege and the confronting reality of preparing ordinary frontline officers to run towards attackers armed with military-style weapons. Together, they explore: Why active-shooter incidents can be over within minutes The extraordinary risks faced by the first officers entering the scene Why an active shooter and a mass shooting are not always the same thing Why workplaces—not schools—account for many active-shooter attacks in the United States The challenges of negotiating with attackers driven by extremist or ideological motives Why warning signs must be recognised and reported before violence begins How information shared by one student helped prevent a planned school shooting Why measuring the attacks that never happened is so important Katherine also shares the remarkable story of the message that reminded her why Stop the Killing must continue: a school vice principal who credited the podcast with helping her team recognise the warning signs and prevent a planned attack. This conversation lays the groundwork for the next part of the series, when Katherine, Peter and Scott turn their attention to the December 14, 2025 Bondi Beach terrorist attack, examining the actions of the attackers, civilians and responding officers through their combined FBI and Australian policing experience. The attack targeted a Hanukkah celebration and killed 15 people.  This is not simply a conversation about what happened. It is a conversation about what has been learned, what has changed—and what still needs to change to stop the next attack. Listen now to Part One of this special multi-part crossover. Before the team turns its attention to the Bondi Beach killings, they take a deeper look at the realities that sit behind conversations about firearms, mass violence and public safety. Katherine explains why she wrote Stop the Killing: A Simple Guide to the Second Amendment and why productive conversations about guns in the United States have become so difficult. With hundreds of millions of firearms already in circulation, she argues that prevention has to begin with the laws, risks and realities that currently exist—not the world people wish existed. The conversation also examines one of the most overlooked parts of America's firearms crisis: suicide. Katherine explains that the majority of firearm deaths in the United States are self-inflicted, raising difficult questions about access to weapons during moments of crisis and how firearms can turn a temporary period of distress into an irreversible outcome. Peter, Scott and Katherine discuss: Why active-shooter attacks and other forms of mass violence are not directly comparable How the weapon used can dramatically change the number of casualties The difference between bolt-action, semi-automatic and automatic firearms Why Australia's firearms restrictions mattered during the Bondi Beach attack How the elevated firing position at Bondi could have produced an even greater loss of life if different weapons had been available What the 2017 Las Vegas mass shooting demonstrates about firing speed, distance and crowd density Why statistics must be properly explained rather than used to support a predetermined argument The conversation then moves from mass-shooting prevention to another extraordinary investigation from Katherine's career. Katherine introduces her book Women Who Talk to the Dead, which follows Detroit detective Shannon Jones and FBI forensic specialist Leslie Larsen as they uncover a connection between missing-person investigations and unidentified murder victims buried in paupers' graves. What begins with one detective searching through decades-old paper files develops into the largest exhumation of murder victims ever undertaken by the FBI. Katherine reveals how a team of female detectives, prosecutors, forensic anthropologists and investigators volunteered their expertise and time to recover remains, obtain DNA and finally return names to people who had been unidentified for decades. Peter also reflects on his own experience working alongside a forensic anthropologist during the painstaking exhumation of a murder victim—and why a line in a news report stating that investigators “exhumed the body and obtained DNA” can never capture the time, care and expertise that work truly requires. This episode is about the human realities hidden behind the statistics: the people lost to firearms, the investigators who carry the responsibility of finding answers and the extraordinary work required to give unidentified victims their names back. And after two episodes of expert discussion, the stage is now set. In Part Three, Katherine Schweit, Peter Hogan and Scott Rogan turn their combined FBI and New South Wales policing experience towards the Bondi Beach killings and examine the events of that tragic day. In this Stop the Killing update, Katherine Schweit revisits the Richneck Elementary School shooting in Newport News, Virginia — the case where a six-year-old student shot his teacher, Abigail Zwerner, in January 2023. This episode focuses on the latest legal development: the dismissal of criminal charges against former assistant principal Ebony Parker, who had been accused of felony child abuse and endangerment after warnings were allegedly raised before the shooting. Katherine explains what happened in court, why the judge dismissed the charges, and why this case continues to raise difficult questions about school shooting prevention, gun safety, child access to firearms, school accountability, and legal responsibility. Whitney takes us through the long road to recovery — multiple surgeries, months of physical and mental rehabilitation, and the determination it took to rebuild her life. But survival was only the beginning. Whitney shares how that experience became the catalyst for action — leading her to create Whitney Strong, an organisation focused on finding common ground to reduce gun violence through practical, data-driven solutions. This episode explores: The physical and mental recovery after surviving a mass shooting Turning trauma into purpose The creation and mission of Whitney Strong Community-based solutions to prevent gun violence The reality of pushing for change — and why persistence matters From hands-on safety training to advocating for targeted legislation, Whitney explains how small, practical actions can come together to save lives. Joining Katherine are: Michael Ginch, Manager, Investigations Forhad Razzaque, President Why many perpetrators have no obvious warning signs — and why that's increasing The uncomfortable truth: people close to offenders are often shocked by what happens  Why “being on the radar” can mean almost anything — from minor past incidents to vague concerns The legal reality: why law enforcement can't act without threshold evidence How free speech and civil liberties limit intervention — even when something feels wrong Why monitoring the internet is not as simple as it sounds (and why it's impossible to catch everything) The problem of false positives — and why context matters more than keywords One of the most striking takeaways from this episode:

In the aftermath of a shooting, we hear the same haunting phrase: “He was on the radar.” But what does that actually mean? In this episode of Stop the Killing, former FBI agent Katherine Schweit sits down with experts from Integras Intelligence to unpack the reality behind background checks, threat assessment, and the limits of what can — and can't — be known before tragedy strikes. Joining Katherine are: Michael Ginch, Manager, Investigations Forhad Razzaque, President Together, they take you inside the world most people never see — the one behind the headlines. What a background check actually is — and why it's not just a simple report The difference between public perception and real investigative capability Why not all information can legally be collected, shared, or acted upon The concept of “permissible purpose” — and how it limits investigations Why companies often run only basic checks (and what gets missed as a result) The tension between speed, cost, and depth when hiring or assessing risk How investigators assess potential threats using context — not just data As Katherine and her guests explain, background checks are not a crystal ball — they're a snapshot in time, shaped by legal boundaries, resources, and human judgement.  Just because someone was “on the radar”…doesn't mean there was enough evidence — or legal authority — to act. And that's where the real complexity begins. In Part 2, Katherine digs deeper into the question everyone asks after an attack:

But as I start pulling on that thread… the story begins to unravel. Thanks to Imron Corporation for hosting this live episode of Stop the Killing at SoFi Stadium in Los Angeles, recorded in January 2025. What do a vehicle attack in New Orleans…a car explosion in Las Vegas…and a targeted assassination in New York… all have in common? More than you think. In this special live episode — recorded on the field at SoFi Stadium in January 2025 — Sarah and Katherine break down three recent, high-profile cases and reveal the patterns that link them. Because while the headlines call them different things — terrorism, explosion, assassination — the reality is much simpler, and much more important: They are all acts of targeted violence. And if we understand the patterns, we have a chance to stop them. A vehicle used as a weapon.14 people killed. Dozens injured. How the attacker carried out reconnaissance beforehand Why temporary security gaps (like removed bollards) mattered The warning signs that were there before the attack How planning and opportunity collided in real time A shocking incident outside a Trump hotel just hours later. Why this was not what it first appeared to be The role of mental health and personal crisis How quickly speculation can spiral into misinformation The difference between targeted violence and self-directed harm A calculated, premeditated killing in broad daylight. 10 days of surveillance before the attack The escape plan — and where it unraveled How digital footprints helped track the suspect The disturbing rise of online glorification after violent acts These incidents may look different — but the behaviour patterns are the same Targeted violence is almost always planned, not spontaneous The warning signs are there — but often missed or dismissed Prevention starts with recognising changes in behaviour The public plays a critical role, often without realising it Across all three cases, one theme stands out: Behavioural change. Sudden isolation Dropping off the radar Changes in routine, work, or communication Fixation on a person, place, or grievance These are the signals that matter — whether someone is heading toward harming others or themselves. Most active attacks are over in minutes The opportunity to stop them is before they begin Prevention is always a shared responsibility This is not about fear.It is about awareness. This episode was recorded live in January 2025 during the Imron Safety and Security Conference in Los Angeles, surrounded by experts, practitioners, and innovators working on real-world solutions. What if there was a legal tool designed to stop a mass shooting before it happens? In this episode of Stop the Killing, former FBI executive Katherine Schweit sits down with leading researchers studying gun violence prevention to explain Extreme Risk Protection Orders (ERPOs) — often referred to as Red Flag Laws. These laws allow courts to temporarily restrict firearm access for people who are considered a risk to themselves or others. But how do they actually work? And can they help prevent tragedies like school shootings? Our guests from the University of Michigan Institute for Firearm Injury Prevention and the National Center for School Safety break down the research, the misconceptions, and the real-world impact of these laws. The conversation also explores why school safety goes far beyond metal detectors and lockdown drills, and why evidence shows that prevention must involve families, schools, communities, and early intervention strategies. If you've ever wondered whether mass shootings can actually be prevented — and what role communities can play — this episode provides crucial insight. When a school shooting happens, the focus is usually on the gunman. But what happens when the parents are held responsible too? In this episode of Stop the Killing, former FBI executive Katherine Schweit examines the landmark conviction of a father following the Apalachee High School shooting in Georgia, where two students and two teachers were killed in September 2024. The case raises a question that is reshaping the legal landscape in the United States: Can parents be criminally liable for the actions of their children? Following a two-week trial and just two hours of jury deliberation, the father of the alleged teenage shooter was convicted on multiple charges including involuntary manslaughter and second-degree murder. In this episode, we unpack: Why prosecutors argued the father was criminally negligent How this case compares to the Oxford High School shooting parents' convictions The warning signs that appeared before the tragedy The legal concept of parental liability in school shootings What threat assessment teams can do to prevent violence Why prosecutors may increasingly charge parents in future cases This episode explores the difficult but urgent question: Where does responsibility begin — and where does it end — when a child commits an act of mass violence? Because the legal system may be entering a new era where parental decisions can carry criminal consequences. (Re-Release – Companion Episode) If you've listened to our recent update on Stop the Killing and want a clear, detailed reminder of what actually happened in Uvalde, this episode is for you. In this companion re-release, former FBI executive and use-of-force expert Katherine Schweit walks listeners through the full factual timeline of the Robb Elementary School shooting in Uvalde, Texas — drawing directly from the U.S. Department of Justice's extensive Critical Incident Review. Rather than headlines or speculation, this episode breaks down: What law enforcement knew — and when How an active shooter was repeatedly misclassified as a barricaded subject The complete 77-minute delay between first police entry and the shooter being stopped The absence of command and control, despite dozens of officers on scene Why training, leadership, and communication failures compounded minute by minute How misinformation spread among responders, families, and medical teams What the DOJ identified as systemic breakdowns, not individual hindsight errors This episode also explains — in plain language — the critical difference between: Active shooter response (immediate engagement to stop the killing), and Barricaded subject protocols (containment and negotiation) A distinction that mattered enormously — and tragically — in Uvalde. For listeners following the current conversation and updates, this episode provides the essential context needed to understand: Why Uvalde remains a case study in what must never happen again How failures in leadership and coordination can override training What lessons the DOJ says must be learned to prevent future loss of life This is not an opinion piece. It is a fact-driven reconstruction, based on hundreds of pages of official findings, and presented to ensure the truth is understood — not forgotten. Stop the Killing examines critical incidents involving deadly force through the lens of experience, evidence, and accountability. In this bonus episode of Stop the Killing, Sarah shares why she felt compelled to release this previously recorded Thanksgiving episode today — after waking to the devastating news of the Bondi Beach shooting in Australia. Early reports indicate two gunmen — a father and son — opened fire on a Jewish Hanukkah celebration. Amid the terror, a civilian, Ahmed Al Ahmed, intervened and wrestled the gun from one of the attackers, an extraordinary act of bravery that undoubtedly saved lives. His courage, and the countless other acts of heroism that day, deserve to be remembered alongside the victims of this horrific event. Following Sarah's reflection on Bondi Beach, Katherine Schweit walks listeners through the recent headlines across the United States — a stark reminder of the rise in everyday gun violence: shootings in parking lots, malls, tree-lighting ceremonies, restaurants, and road-rage encounters. These are not the mass-casualty attacks that dominate front-page news, but the far more frequent, unpredictable shootings that end lives and shatter families daily. Katherine breaks down: Why “every neighbourhood” is now potentially vulnerable How small disputes escalate into gunfire Why situational awareness is essential The dangers of anger and firearms in the same moment The toll of stress and the holiday season on suicide by firearm How we can all be part of the solution this holiday season This episode is a reminder that civilians can make a difference, heroes walk among us, and awareness — combined with empathy, grace, and responsible gun ownership — can save lives. To the victims and families affected in Bondi Beach, and to all impacted by gun violence everywhere: our hearts go out to you. Drawing on her decades inside the FBI, Katherine explains the investigative process step by step — from sniper tactics to forensic analysis, possible charges, and how law enforcement builds a timeline to uncover motive. She also connects this case to the broader patterns she saw while leading the FBI's response to mass shootings: political, ideological, or ego-driven violence that thrives in an atmosphere of hate. The Story of 200 Forgotten Murder Victims By Robert Riggs They were daughters. Mothers. Sisters. Strangers. Their lives ended violently—and their names were lost to time. For more than half a century, Detroit's forgotten dead lay buried beneath weeds and silence—unidentified murder victims dumped into paupers' graves, sometimes stacked in vaults three-deep, known only by numbers in crumbling cemetery logs. No names. No justice. No answers. This is the remarkable five-year journey of a team of relentless female investigators who pledged to identify more than 200 victims of Detroit's outstanding murder cases. Led by Detroit Police Detective Shannon Jones and FBI Special Agent Leslie Larsen, this group of dedicated women—detectives, agents, forensic anthropologists, and scientists—literally dug through the past to bring closure to families and justice to the murdered. In a rare bit of encouraging news, the FBI's 2024 report on active shooter incidents shows a 50% drop in cases — from 48 in 2023 to 24 in 2024. But is this a trend or an outlier? In this episode of the Policing Matters podcast, host Jim Dudley talks with two of the country's foremost experts on mass shootings and prevention: former FBI executive Katherine Schweit, author of “Stop the Killing” and host of “Stop the Killing” podcast and psychologist Dr. Peter Langman, author and threat assessment consultant. They break down what's behind the drop and what law enforcement and communities need to do to sustain progress. Schweit and Langman dig into key drivers behind the decline, including expanded civilian preparedness, stronger threat assessment protocols in schools, improved collaboration between law enforcement and behavioral health, and the use of AI technologies like ZeroEyes. They also weigh in on legislative factors such as red flag laws and gun purchase restrictions, while warning about new threats like increased use of IEDs and the normalization of political violence. However, investigators have now confirmed they are confident this was the act of a single offender. The people initially thought to be co-conspirators were, in fact, curious onlookers who happened to be near the devices. This clarification significantly changes the scope of the investigation but reinforces the importance of staying vigilant and informed about threats to public safety. We'll continue to bring you updates as more information becomes available.  Episode Description This bonus episode of Stop the Killing examines the tragic events of New Year's Day 2025, when a man drove a truck into a crowd on Bourbon Street in New Orleans, killing 15 people and injuring dozens more. This week, a Wisconsin school shooting provided a potential warning about what might come from the murder of UnitedHealthcare's CEO. That's not because the two shootings are directly connected but rather because the Wisconsin attack was influenced by the Columbine attack. And the CEO killing has many of the same hallmarks that could lead to it influencing future attacks as well. To examine how likely that is, we have former FBI agent and active shooter research pioneer Katherine Schweit back on the show. Schweit was part of the team that began tracking active shooter events in the wake of the Sandy Hook attack. She helped create the framework for responding to them for both law enforcement and civilians. She agreed there is reason to think the CEO killing could have a similar effect to that of Columbine. She said it's hard to know what might happen with future assassination attempts, but the messaging and viral nature of the CEO killing make copycats more likely. But she said she has seen progress in combatting active shooter incidents, with the number falling the past two years. And the same tactics could be used to reduce copycats as well.
