If it's Facebook, or a television ad, the answer is clearly No.    Similarly, according to the new rules a real estate agent may not show a house to a customer without a written agreement that specifies how much the real estate agent will be paid.  Can a listing agent show a potential buyer his or her listing?  Sure.  Because that Buyer is not a customer.  If that Buyer becomes a customer, they need a written agreement.  It's an easy rule.
