A report from city staff is expected to be released May 14 on whether Toronto should adopt a new “bubble” bylaw that would help protect Jewish buildings from raucous, sometimes violent, anti-Israel and antisemitic protests. The bill would cover all vulnerable communities and faith-based groups, but Jews are the ones most often targeted by hate crimes. The decision marks one of two upcoming key tests for the city's mayor, Olivia Chow, as she tries to strengthen her relationship with the city's Jewish community. The other? The 2025 UJA Walk With Israel. At a recent gathering for Jewish leaders during Passover at Toronto City Hall, Chow said that “Jewish people must feel safe” in the city. She explained why it has taken the city a long time to study the feasibility of passing such a bubble bylaw, and told _The CJN Daily _ that it would help things at the local level if Prime Minister Mark Carney keeps his campaign promise to pass similar legislation at the federal level. Meanwhile, many people are wondering whether Chow will attend the UJA Walk With Israel on May 25. While the mayor has been invited, she did not attend in 2023 or 2024. Her office told _The CJN Daily _that Chow's schedule for May has not been finalized. On today's episode, we speak to Mayor Olivia Chow, and we hear from some Jewish leaders about what they are looking for from the mayor: City Councillor James Pasternak; CIJA's chair, Elan Pratzer; and Michael Gilmore, the executive director of Kehillat Shaarei Torah synagogue, which has been vandalized more than a half-dozen times. 'Bubble legislation' back on the ballot: Two Toronto councillors explain what's changed since May

On Dec. 17, Toronto's city council will consider a report on a new package of measures aimed at better protecting vulnerable community spaces—including schools, houses of worship, hospitals and community centres—that have become targeted by hateful demonstrations in the last year. And while the report doesn't specifically mention the Jewish community, the package does include $2.5 million to install protective traffic bollards and other street furniture to deter violent car-ramming attacks, which sources say was a specific request to help the downtown Miles Nadal Jewish Community Centre. Since Oct. 7, 2023, Toronto police have responded to nearly 2,000 demonstrations related to the Israel-Gaza war, with more than 160 people charged for more than 400 hate crimes. Many Jewish leaders have expressed frustration that the authorities and the City haven't done more to stop these protests, where participants routinely harass and intimidate Jewish residents, business owners and passersby in Jewish neighbourhoods and elsewhere. Back in May, city council was asked to approach the province to bring in this so-called bubble legislation, which would establish a no-go zone around vulnerable spaces, but 13 councillors, along with Mayor Olivia Chow, voted it down and instead, council adopted a motion to draw up an action framework, and that is what's coming back to council on Dec 17. So what's changed between May and today? On The CJN Daily, host Ellin Bessner is joined by councillors James Pasternak, who has been prodding city staff to move, and Josh Matlow, who voted against bubble legislation back in May—but will be on side this time, even though he still thinks the bylaw doesn't solve the bigger problem. Episode 12 is a mid-summer update on the safety and security of the Jewish community in Canada, and reveals 2 unreported incidents in Winnipeg. 4.00 Part 1 - The Winnipeg media isn't very fast to mention antisemitic violence and threats targeting Jews in Canada - and where a lot of these incidents are happening, their local media won't mention Jews are being targeted at all. Marty Gold enumerates a horrible week for Jews in our country. In Toronto, a school was torched one day, another school was arsoned the next, and then two synagogues on Wednesday had lawn signs supporting the hostages in Gaza destroyed. Toronto police hurriedly tried to quell any link to a hate crime in the second case, portraying it as mischief by a random homeless man. You'll hear about a neighbour's video that exposed the deliberate actions taken by the perp. All of the antisemitic attacks occurred within a 20 minute radius in Toronto. Here is a photo of the suspect, released after this episode was recorded: 11.20 - Dahlia Kurtz has taken a national profile as a leading defender of Jewish communities on social media, naming weak Islamist-enabling leaders by name. She stated: "We've gone from learning about Jewish history to living Jewish history. JEWS ARE UNDER ATTACK IN CANADA." Dahlia continued, "Olivia Chow, Doug Ford, and Justin Trudeau enable this. Political leaders do nothing. Police do nothing. Trudeau subsidized media doesn't report this." 13.50 - The Jews of Calgary held a Walk for Israel. In response, a pro-Hamas welcome wagon made their presence felt. The 'Free Palestine' operatives left unmistakably genocidal graffiti on the protective wall outside the Beth Tzedec and elsewhere nearby, including "the flood is coming" and inverted red triangle - hearkening to the Hamas attack of October 7. Leftists extremists uphold the right of Jew-haters in Canada to "protest" in this way. 16.15 - On Saturday, Montreal will see a pro-Hamas car rally during the day and then a "Night of Rage." These kinds of public intimidation are organized and promoted courtesy of Iranian funding, as the Hamas leader who met his fate in Tehran is portrayed as a peaceful ceasefire negotiator. People mourning the death of the leader of Hamas and participating in a support march are a threat to Canadians and non-citizens involved in such 'anti-Zionism not antisemitism' actions must be deported. 18.00- Two men faced charges of plotting a terror attack on Wednesday, as RCMP in Toronto alleged the father and son team were in league with ISIS. We compare the arrests in the east with the total inaction of Winnipeg police when evidence of similar threats, made on video, in person, or over the phone are provided to the cops. 24.00 Part 2- We have details of a Winnipeg home that had an Israeli flag vandalized on July 24- and then had something happen to the replacement flag. Listen for the twist in the story about the twice-victimized supporters of Zionism. 30.00- Marty Gold describes the way antisemitism in Winnipeg has evolved from the post-WW2 era to the present day. With the synagogue's shattered front glass windows still boarded up with plywood sheets and an emergency fundraiser underway to repair the damage, Toronto's century-old Pride of Israel congregation opened its doors to host a large community solidarity rally on the evening of July 31. More than a dozen federal, provincial and municipal politicians, as well as a senior Toronto police inspector, spoke to the crowd of 1,500 and pledged to work harder to stop the wave of antisemitic hate that began after Oct. 7, yet has intensified in recent weeks. Just in the past few days, there have been dozens of incidents of vandalism, graffiti and arson targeting Toronto-area institutions. So it was no surprise that tensions ran high at the solidarity rally, with organizers trying to prevent pro-Palestinian protesters from disturbing the event—while also keeping guests inside from being rude to the invited politicians… with varying degrees of success.
