Può essere interessante ricordare che, quando nel 2014 venne approvato il Job Act, il provvedimento passò anche grazie al fattivo impegno di due autorevoli esponenti della CGIL: e stiamo parlando dell'allora presidente della Commissione Lavoro della Camera, Cesare Damiano e della sottosegretaria al Lavoro,Teresa Bellanova che, in seguito, impareremo a conoscere anche come ministra dell'Agricoltura. In sostanza, si può, quindi, affermare che se il provvedimento in questione è stato soprattutto un prodotto targato PD (area bersaniana compresa), alla sua definizione hanno contribuito anche alcuni parlamentari di estrazione sindacale, lato Corso Italia 25. E forse non guasta neppure rammentare che quando fu Fausto Bertinotti a promuovere, nel 2003, un referendum per estendere la portata dell'art.18 anche alle imprese con meno di 15 dipendenti, gli allora predecessori di Elly Schlein – i vari Fassino, D'Alema & Co – non esortarono certamente i propri militanti a recarsi alle urne...Pertanto, almeno in quella circostanza, puntare sul mancato raggiungimento del quorum sembra non fosse poi tanto un bieco disegno reazionario, ma costituisse, invece, una legittima pratica democratica... Il fatto è che, entrati da alcuni anni (più o meno stabilmente) nella “stanza dei bottoni”, anche i nostalgici dell' Autunno Caldo si erano resi conto che certe regole – magari validissime negli Anni 70 – avevano però, gradualmente, fatto il loro tempo, perché guardavano ancora ad un mondo industriale che era ormai profondamente cambiato. Ed erano regole che, di fatto, alimentavano, tra gli imprenditori, forti ritrosie nell'assumere nuovo personale, nel timore di dover poi essere obbligati a farsi carico del mantenimento in pianta stabile di lavoratori che, per un motivo o per l'altro, fossero risultati inadeguati. Naturalmente, onde evitare che il licenziamento potesse degenerare in un capriccio del datore di lavoro, la norma voluta da Renzi interveniva, prevedendo la corresponsione fino a 36 mensilità, quale indennizzo dovuto al dipendente licenziato. E in effetti, a favore del Job Act, parlano anche i dati forniti recentemente dal Governatore della Banca d'Italia, Fabio Panetta, il quale, nella sua Relazione annuale, ha segnalato gli ottimi risultati che si sono registrati sul nostro mercato del lavoro negli ultimi anni. Contrariamente, infatti, a quanto sostengono Landini e gli altri promotori dei referendum, l'occupazione in Italia è continuata ad aumentare raggiungendo un picco storico, specialmente per quanto concerne i contratti a tempo indeterminato. E a Landini che racconta come a crescere sia stato, più che altro, il lavoro precario, Panetta, risponde testualmente (ed in modo abbastanza esaustivo) che “la crescita dell'occupazione è stata trainata dal lavoro dipendente a tempo indeterminato, a fronte di un calo di quello a termine, che risente maggiormente del ciclo economico.” In conclusione, ci viene da ironizzare pensando che oggi ad esaltare le qualità taumaturgiche dell'art.18 dello Statuto dei Lavoratori siano proprio i nipotini di quelle forze politiche che, a suo tempo, lo osteggiarono sia in Parlamento, che nelle piazze...Era il 1970 ed il ministro del Lavoro, artefice della storica riforma, fu il socialista Giacomo Brodolini. I Landini e le Schlein di allora, votando contro, mostrarono tutta la loro incapacità di percepire l'evoluzione dei tempi. Esattamente come i loro epigoni confermano di non percepirla neanche oggi. Nick Panetta is our guest this week. He is an avid section hiker on the Appalachian Trail, and a stickler for detail. He attempted a southbound thru-hike back in 2012, was woefully ill-prepared, and only made it part of the way through the 100 Mile Wilderness. Undeterred, perhaps even more determined, Nick went away and started to understand the requirements for extensive backpacking over a period of time. He shed plenty of excess weight in his gear, and now prepares methodically with spreadsheets to guide him along his way. Nick's is an instructive story on how to learn by one's mistakes and prepare for the trail as best you can to mitigate risks along the way.
