This time we delve into the world of asymmetric warfare, a term used to describe imbalances in conflict. From geopolitics to cutting-edge technology and even the growing divide between humans and machines, asymmetry is reshaping the battlefield of today and tomorrow. We are delighted to be joined on Zero Pressure by Paul Scharre. Paul is an author, scholar, and expert on defence technology, artificial intelligence, and future warfare. He currently serves as the Vice President and Director of Studies at the Center for a New American Security (CNAS). Paul is the author of the books - Four Battlegrounds: Power in the Age of Artificial Intellligence, and Army of None: Autonomous Weapons and the Future of War. In 2023 TIME Magazine named him as one of the 100 most influential people in AI.
In this episode of the Artificial Intelligence & Equality podcast, Senior Fellow Anja Kaspersen speaks with Center for a New American Security's Paul Scharre, war analyst, strategist, and author of Four Battlegrounds and Army of None. They discuss the evolving and persistent aspects of how we think about war, AI procurement as a strategic issue, and the governance of AI and autonomous features in weapon systems. In addition, they offer cautions about applying traditional notions of arms control, including analogies of arms race and deterrence, to the realm of these emerging technologies.
Paul Scharre, Executive Vice President and Director of Studies at Center for a New American Security, joins ACME General Corp to talk about his recent trip to Ukraine and his observations of and predictions for autonomous weapons and artificial intelligence. In addition to his work at CNAS, Paul is the award-winning author of Army of None: Autonomous Weapons and the Future of War and Four Battlegrounds: Power in the Age of Artificial Intelligence.
Right now, militaries around the globe are investing heavily in the use of AI weapons and drones. From Ukraine to Gaza, weapons systems with increasing levels of autonomy are being used to kill people and destroy infrastructure and the development of fully autonomous weapons shows little signs of slowing down. What does this mean for the future of warfare? What safeguards can we put up around these systems? And is this runaway trend toward autonomous warfare inevitable or will nations come together and choose a different path? In this episode, Tristan and Daniel sit down with Paul Scharre to try to answer some of these questions. Paul is a former Army Ranger, the author of two books on autonomous weapons and he helped the Department of Defense write a lot of its policy on the use of AI in weaponry. This week on the show, Fareed speaks with Shibley Telhami, Anwar Sadat professor for peace and development at the University of Maryland, about Netanyahu's plans for Rafah, and Chuck Schumer's calls for elections in Israel. Is the two-state solution to the Israeli-Palestinian conflict a mirage? Then, the U.S. House of representatives passed a bill this week that could lead to a bank on TikTok. Fareed hosts a spirited debate with Kori Schake, director of foreign and defense policy studies at the American Enterprise Institute, and former general counsel at the National Security Agency Glenn Gerstell. They discuss the security risks that the Chinese-owned app poses for its 170 million American users, and whether the ban could have first amendment implications. Next, Paul Scharre of the Center for a New American Security provides a chilling update on the future of fully autonomous weapons. Will machines soon make decisions on the battlefield without humans? Finally, Amy Wilentz, contributing editor at The Nation, joins the show to shed light on the chaos that is unfolding in Haiti, as gangs run rampant in the capital. Artificial Intelligence is changing warfare. Fully autonomous weapons that can make their own decisions about what to target or whom to kill are already in limited use today. But the pace of development of AI suggests that these so-called "Killer Robots" may become more and more common in future armed conflicts. Meanwhile, the speed at which new AI technology is coming online far exceeds the ability of the international community to come up with guardrails that might place controls on fully autonomous weapon systems. Guest Paul Scharre is the Executive Vice President and Director of Studies at the Center for a New American Security. He is the award-winning author of Four Battlegrounds: Power in the Age of Artificial Intelligence. We kick off by discussing what we mean by autonomous weapons before having a longer conversation about what the future holds for AI in warfare, nuclear security, and how to secure sensible regulations on autonomous weapons and military uses of AI. An award-winning defense expert tells the story of today's great power rivalry―the struggle to control artificial intelligence. A new industrial revolution has begun. Like mechanization or electricity before it, artificial intelligence will touch every aspect of our lives―and cause profound disruptions in the balance of global power, especially among the AI superpowers: China, the United States, and Europe. Autonomous weapons expert Paul Scharre takes readers inside the fierce competition to develop and implement this game-changing technology and dominate the future. Four Battlegrounds: Power in the Age of Artificial Intelligence (Norton, 2023) argues that four key elements define this struggle: data, computing power, talent, and institutions. Data is a vital resource like coal or oil, but it must be collected and refined. Advanced computer chips are the essence of computing power―control over chip supply chains grants leverage over rivals. Talent is about people: which country attracts the best researchers and most advanced technology companies? The fourth “battlefield” is maybe the most critical: the ultimate global leader in AI will have institutions that effectively incorporate AI into their economy, society, and especially their military. Scharre's account surges with futuristic technology. He explores the ways AI systems are already discovering new strategies via millions of war-game simulations, developing combat tactics better than any human, tracking billions of people using biometrics, and subtly controlling information with secret algorithms. He visits China's “National Team” of leading AI companies to show the chilling synergy between China's government, private sector, and surveillance state. He interviews Pentagon leadership and tours U.S. Defense Department offices in Silicon Valley, revealing deep tensions between the military and tech giants who control data, chips, and talent. Yet he concludes that those tensions, inherent to our democratic system, create resilience and resistance to autocracy in the face of overwhelmingly powerful technology. Engaging and direct, Four Battlegrounds offers a vivid picture of how AI is transforming warfare, global security, and the future of human freedom―and what it will take for democracies to remain at the forefront of the world order.
