Ron Paul, the former Texas congressman and multiple-time presidential candidate, recently appeared on Tucker Carlson's new show to discuss his lengthy career, his Libertarian-leaning views, and how they fit into the current political landscape. During the conversation, Paul made a startling revelation, pinpointing an exact date when he believes "there was a coup, and we lost our government." According to Paul, the pivotal moment occurred on November 22, 1963 – the day President John F. Kennedy was assassinated in Dallas, Texas. The 88-year-old former congressman expressed his belief that this event marked a significant turning point in American history, one that forever altered the course of the nation. "The date I saw it was concrete that there was a coup, and we lost our government was on November 22," Paul told Carlson, emphasizing the gravity of the situation. The assassination of President Kennedy has long been a topic of intense speculation and conspiracy theories, with many questioning the official narrative provided by the Warren Commission, which investigated the tragic event. Carlson, visibly intrigued by Paul's statement, commented on the fact that lawmakers rarely discuss the assassination, despite its profound impact on the nation. The cost of the Reserve Bank's buy-up of government bonds during its 2020-2021 quantitative easing (QE) programme has come into focus as interest rates have risen.Notably the balances of exchange settlement accounts held by banks and others with the Reserve Bank soared as the central bank bought government and local government bonds off banks in the secondary market, peaking at $56.4 billion last December after averaging about $7.5 billion in the decade up to 2020.Holders of the settlement accounts receive interest on their deposits at the Official Cash Rate (OCR), which has risen to 5.25% since the 0.25% Covid low.Treasury says its best estimate of the expected direct fiscal loss from the Reserve Bank's QE, its so-called Large Scale Asset Purchase (LSAP) programme, is about $10.5 billion. It notes this has been partially offset by the fiscal benefits of the LSAP through stabilising the NZ government bond market and providing economic stimulus at a time of heightened uncertainty in 2020.From a whole-of-government perspective Treasury says the LSAP withdrew fixed-rate government bonds from the market and replaced them with floating-rate settlement cash balances. This means the Crown has more floating rate liabilities, becoming more exposed than it would have been to rising interest costs.In the latest episode of interest.co.nz's Of Interest podcast Paul Tucker, former deputy governor of the Bank of England and now a research fellow at the Harvard Kennedy School, speaks about the impact of QE on the public finances. Tucker's also the author of a recent paper called Quantitative easing, monetary policy implementation and the public finances."This has turned out to be a bad thing in many countries specifically because of how low world interest rates were during 2020 and 2021. Although it was essential for governments to protect families and protect small firms from the ravages of Covid and economic lockdown during 2020 and 2021, they would actually have done better to finance that by borrowing in the markets because long-term interest rates were remarkably low for states with a good credit rating, which includes my own and includes yours," says Tucker."Instead they exposed themselves to the path of short-term central banking interest rates."Speaking to interest.co.nz on Thursday, BNZ Chief Financial Officer (CFO) Peter MacGillivray said BNZ currently has about $10 billion in its settlement account. And on Friday ANZ NZ CFO Amanda Owen said her bank's settlement account balance would be bigger than BNZ's.Asked whether receiving interest at the OCR would now be lucrative for settlement account holders Tucker says; "Broadly yes. It depends on whether they pass it on to their customers. The book develops an analysis of the history and future of the international order from the perspective of incentives-values compatibility, that is, the connection between self-enforcing equilibria and history-dependent legitimation principles. Using this framework, the book identifies vulnerabilities and design flaws in today's international monetary order, trade system, investment order, and international financial system. Democracies are facing a drawn-out contest with authoritarian states that is entangling much of public policy with global security issues. In Global Discord, Paul Tucker lays out principles for how democracies can approach relations with China and other illiberal states without sacrificing their deepest political values or recklessly risking their safety. Combining history, economics, and political and legal philosophy, Tucker offers a new account of international relations. Rejecting intellectual traditions going back to Hobbes, Kant and Grotius, and deploying instead ideas from David Hume, Bernard Williams and modern mechanism-design economists, Tucker describes a new kind of political realism that emphasizes power and interests without sidelining morality. Incentives must be aligned with values if institutions are to endure. The connecting tissue for a system of international cooperation, he argues, should be legitimacy, creating a world of concentric circles in which we cooperate more with those with whom we share the most and whom we fear the least. Avoiding wishful thinking about the security of our way of life, and drawing on three decades as a domestic and international policy maker, Tucker applies the book's principles to the international monetary order, including the role of the U.S. dollar, trade and investment regimes, and the global financial system. The event featured a discussion with the author, and a panel of three speakers: Richard Bellamy (Professor of Political Science at UCL), Jeff King (Professor of Law at UCL) and Juliet Samuel (Columnist at The Telegraph).
Paul Tucker is a 33-year veteran of the Bank of England, where among other positions, he served as both a member and deputy governor of the Monetary Policy Committee. Currently, Paul is a research fellow at the Mossavar-Rahmani Center for Business and Government at Harvard. As a muscular China seeks to refashion trade and geopolitical organizations in its own image, the US and many of its allies face a key challenge: keeping Beijing on board with trade pacts and efforts to slow global warming without ceding ground on democratic freedoms. In this special episode of the Stephanomics podcast, host Stephanie Flanders talks economics and geopolitics with Paul Tucker, a former deputy governor of the Bank of England and author of the new book, Global Discord: Values and Power in a Fractured World Order. Years ago, world leaders could set their monetary, national security and human rights policies independently, but nowadays all of those things are interconnected and everything is more complicated. This new reality was evident when the Group of Seven leading economies, responding to the Kremlin's war on Ukraine, froze Russian currency reserves held in Western banks, Tucker says. Tucker predicts that developing nations will eventually topple the existing world order, shaping one in which the US, Europe and Japan no longer call all the shots. In this new iteration, international trade and diplomatic entities will have to be completely remade. But Tucker says that's still a few decades away, because while China is already a world power, India and a few other developing nations remain a ways off. For now, the US will enjoy a “lingering status quo” in global finance as issuer of the world's premier reserve currency, but global trade, cross-border investment and everything else will see more jostling for power, something between a “superpower struggle” and a “new Cold War.” Tucker sees China trying to influence global trade and politics much more in coming years, a real concern for the West since Beijing tends to prioritize Communist Party control over civil liberties. World leaders will need to walk a fine line when dealing with Beijing, he says, working with China on pressing global issues while distancing themselves on others. “I think the big thing is China is too powerful” for the US and its allies to tell it how to reorder its society, Tucker tells Flanders. They pull the regulatory and financial levers of our economic well-being, yet unlike democratically elected leaders, their power does not come directly from the people. Unelected Power [https://press.princeton.edu/titles/11240.html] lays out the principles needed to ensure that central bankers, technocrats, regulators, and other agents of the administrative state remain stewards of the common good and do not become overmighty citizens. Paul Tucker [https://ces.fas.harvard.edu/people/001970-paul-tucker] draws on a wealth of personal experience from his many years in domestic and international policymaking to tackle the big issues raised by unelected power, and enriches his discussion with examples from the United States, Britain, France, Germany, and the European Union. Blending economics, political theory, and public law, Tucker explores the necessary conditions for delegated but politically insulated power to be legitimate in the eyes of constitutional democracy and the rule of law. He explains why the solution must fit with how real-world government is structured, and why technocrats and their political overseers need incentives to make the system work as intended. Tucker explains how the regulatory state need not be a fourth branch of government free to steer by its own lights, and how central bankers can emulate the best of judicial self-restraint and become models of dispersed power. Like it or not, unelected power has become a hallmark of modern government. This critically important book shows how to harness it to the people's purposes. Sir Paul Tucker is chair of the Systemic Risk Council. He is a research fellow at the Harvard Kennedy School, and the author of Unelected Power, published in 2018 by Princeton University Press. Previously, he was Deputy Governor at the Bank of England, sitting on its monetary policy, financial stability, and prudential policy committees. Internationally, he was a member of the G20 Financial Stability Board, leading its work on too big to fail; a director of the Bank for International Settlements, and chair of its Committee for Payment and Settlement Systems. His other activities include being a director at Swiss Re, a senior fellow at the Harvard Center for European Studies, a Visiting Fellow of Nuffield College Oxford, and a Governor of the Ditchley Foundation.
