Tim Pawlenty grew up in a family of South St. Paul Democrats but embraced Republicanism as a teenager. He was a hard worker and excellent student in public schools and at the University of Minnesota and the University of Minnesota Law School. He was hired by a prestigious Minneapolis law firm before getting into politics. At age thirty-two, Pawlenty was a member of the state legislature, where he quickly rose to positions of authority. He served as House majority leader when Jesse Ventura was governor. He then succeeded Ventura as Minnesota governor in a close three-way race in 2002. In office (2003-2011), Pawlenty faced large budget deficits thanks to hard economic times and strong DFL opposition in the legislature. He also made a no-new-taxes pledge that restricted his flexibility. He did succeed in slowing the rate of government growth and presided over some legislation and initiatives that have proved enduring.

State lawmakers spent Tuesday talking about the proposed Sanford-Fairview Health merger. In a rare joint appearance Tuesday evening, former governors Tim Pawlenty and Mark Dayton with testify in a Senate committee against the merger. Fairview runs the University of Minnesota teaching hospitals and clinics, which is a snag in the merger deal. The University of Minnesota wants $300 million from the state to buy it's hospital back from Fairview and another $650 million to run it. In a letter sent to the University on Monday, Fairview's CEO said they'll sell the hospitals back to the university if it helps clear the way to Fairview's merger with Sanford Health of South Dakota. DFL Senator Melissa Wiklund is chair of the Senate Health and Human Services Committee who will hold the gavel in the Tuesday evening hearing. She joined MPR News host Cathy Wurzer to talk about the process. look within the Democratic primary for Governor suggests a very close race on Tuesday as voters are split among the top candidates. State Attorney General Lori Swanson is at 29% and Rep. Tim Walz is at 28%. Former state House Majority leader/Emily list endorsed Erin Murphy is statistical tied with the two at 19%, and 24% are undecided/other. On the Republican side, former Gov Tim Pawlenty has a slight advantage over Jeff Johnson for the nomination 43% to 34% with 23% undecided. (n=156, +/8%). Driving the Pawlenty vote are independent voters in the Republican primary breaking for Pawlenty 66% to 13%, while Republican affiliated vo ters are breaking slightly for Johnson, 39% to 38%. It appears at this time that whomever the Democrats and Republicans nominate, Democrats will start with a slight lead. In hypothetical ballot tests Swanson leads Pawlenty 44% to 36% (21% undecided) while Walz leads Pawlenty 44% to 33% (23% undecided). The race tightens if Johnson wins the GOP nomination; against Swanson he trails 37% to 32% (31% Swanson he trails 37% to 32% (31% undecided) and against Walz, Johnson trails 40% to 33%, with 27% undecided. President DJ Trump’s approval rating is lower in Minnesota than his national numbers with a 35% approval compared with his RCP average of 43%. Trump’s disapproval is about the same as his national numbers at 51%. Driving down Trump's popularity appears to be his recent tariffs, which 49% of Minnesotans think are bad for the state; 18% think the tariffs are good. Emerson University Poll

Today’s guest is a familiar name and face for everyone who follows U.S. politics. He is Tim Pawlenty, CEO of the Financial Services Roundtable. Tim was previously Governor of Minnesota and became well-known to most of us when he ran for the 2012 Republican presidential nomination. He’s been a prominent voice on public policy for many years. He was also a speaker on a panel I moderated last fall at Money 2020 on financial innovation and regulation. We decided to continue that conversation back in Washington at his office at the Roundtable, which is the trade association representing the largest U.S. banks and financial companies. Tim is one of the most thoughtful people we’ve had on the show, with perspective on all the issues and strong opinions, clearly expressed. He shared his predictions for how fintech will, and won’t, change banking, including its competitive structure, and including the likelihood of rising competition for the customer’s trust. He talks about the big tech companies competing with banks not in terms of whether it will happen -- he thinks that’s a given -- but rather when and how, and how that will ultimately be regulated. He has thoughts on the respective strengths and weaknesses of banks versus companies like Amazon or Apple. He thinks cybersecurity is the top challenge and talks about the foundational, structural difficulty of taking the internet -- which was designed to be open and distributed -- and trying to plug its security gaps with patches (he cites a Roundtable event where Steve Wozniak offered somewhat discouraging advice on this). Tim is an optimist that technology will make financial services vastly better for most people. He’s also an optimist about banks and fintechs finding synergies and increasingly partnering. He thinks a few -- a very few -- fintechs, will change the world. He’s less optimistic about U.S. financial regulators getting good at truly coordinating as technology changes finance. As he puts it, the regulatory structure is horizontal, not vertical. That will make it hard to develop the harmonized thinking, and actual standards, that could help the system move forward. Big banks will play an enormous role in shaping the digital transformation of finance. More than small banks, they have the resources to be innovation leaders. More than fintechs, they have both resources and also expertise in how to be regulated companies, which takes some learning. More than either, they’ll be going head-to-head with big tech entrants into finance. At the same time, more than any of these other players, big banks are hard to change, by virtue of sheer size and history and also the legacy of being, in some ways, creatures of regulation. They are often on the defense on regulatory and political and public concerns about banking. Tim Pawlenty says banking is the “plumbing” of the economy, and therefore needs to work. I would add that big banks are the main pipes. When they do innovation well, their many millions of customers will benefit -- most financial consumers today are served by these large institutions. If they do innovation badly, or if the regulatory process impedes the move to modernize them, the future will be a whole lot more complicated. As he says, the plumbing has to work. He previously served as Governor of the State of Minnesota (2003-2011), overseeing a $50 billion biennial budget, 30,000 employees and over 20 agencies and departments. As governor, he was also responsible for disaster preparedness and response, appointment of judges, and serving as Commander-In- Chief of Minnesota’s National Guard. His work as governor included promoting international business opportunities through trade missions to nine countries. He chaired the State Board of Investment, which addressed more than $60 billion in investments. His education, health care and energy initiatives were widely cited as among the most innovative in the nation. Mr. Pawlenty served as Chair of the National Governors Association (2007-2008), Chair of the Education Commission of the States (2008-2010), and Chair of the Midwest Governors Association (2006-2007). From 1986 to 2000, Mr. Pawlenty practiced law in the areas of criminal prosecution, civil litigation and appeals. He was also Vice President of Corporate Development for Wizmo, an early stage technology services company. He has been a board member of numerous companies. With Michelle Bachmann leaving Iowa as the winner and now among the top-tier candidates, I have to begin to wonder if the actual winner wasn’t Barack Obama? What is the purpose of the primary process, is it to pick the candidate who best represents the vocal, activist wing of the party, in this case the Tea Party and social conservatives (no, they are not the same thing) or is it to produce the best candidate to win in the general election? I’m clearly in the latter camp, and I don’t see Michelle Bachmann having any shot of getting to, let alone winning in a general election. Rick Perry is certainly a welcome addition to the race. I only know Perry at a headline level today, I look forward to learning a lot more about him in the coming days. The whole point is to defeat Barack Obama. It has to happen. To do that, in my opinion, Republicans need a candidate who can appeal to independents, conservative Democrats and the buyers remorse wing of America, which is growing by the day. I don’t see a Bachmann or Palin for that matter, having broad appeal that can defeat Obama in a general election. I’ve said for months, despite his complete ineptitude and failure, Obama STILL has a 75% chance of being re-elected. I once thought Pawlenty could be a very formidable general election candidate, but we’ll never know. It just isn’t the time for a thoughtful, plain, vanilla candidate. I worry that the GOP will pick a candidate that fires up the base at the expense of the moderates and independents. If they do that, we can look forward to another half decade of economic malaise.
