Welcome to What Matters Now, a weekly podcast exploring key issues currently shaping Israel and the Jewish World, with host Amanda Borschel-Dan speaking with Einat Wilf, a former MK, author and CEO of the newly formed Oz party. Wilf describes the potential fall of the Iranian Islamic Republic's regime as a shift in the magnitude of the fall of the Soviet Union. We discuss the seismic ripple effects on Gaza and the Palestinian Authority. Wilf proposes that this moment is a window of opportunity for Israel to end the ideology of "Palestinianism" -- the end to the Jewish state -- that could quickly shut again. She talks through Israel's need to create firm civil borders of its control in the West Bank and to maintain military control of the remaining areas and have what she calls, "an active occupation." Ils seraient aujourd'hui entre 3 000 et 4 000. Au fil des mois et d'une guerre qui s'enlise, la Russie a accéléré le recrutement de combattants africains pour son invasion de l'Ukraine. Certains se retrouvent au front en connaissance de cause, d'autres par tromperie persuadés de quitter leur pays pour une place à l'université ou un emploi. Aujourd'hui, le voile se lève sur ce système de recrutement basé sur des agences de voyage et des opérateurs d'influence entre Moscou et le continent africain. En ce matin de début février, 200 personnes environ se retrouvent dans le jardin familial de Bibiana Wangari, à Mukurwe-Ini, dans le centre du Kenya, à un peu plus de 2h de route au nord de Nairobi. Ce sont des funérailles, mais la cérémonie se déroule sans corps et sans cercueil, constate Albane Thirouard, la correspondante de RFI. Des bougies ont été déposées sur une tombe symbolique en contrebas. Charles Waithaka, dit « Charlo », le fils de Bibiana, avait 30 ans. Parti en octobre en Russie, sa famille a perdu le contact vers Noël, et c'est sur Facebook que sa mère a appris son décès en Ukraine : « Je me suis réveillée un jour et la nouvelle était partout sur les réseaux sociaux. J'ai appris qu'il avait marché sur une mine. Avant de partir, il m'avait appelée pour me dire qu'il avait obtenu un emploi pour travailler en tant que mécanicien pour la construction d'un camp militaire. Une fois sur place, il m'a appelée pour me dire qu'il était en Russie. On a continué à parler, jusqu'au jour où il m'a dit qu'il allait être déployé sur le front. Il a pleuré, beaucoup pleuré. En tant que mère, ce n'était pas facile. Les présents lui rendent hommage. Un homme prend le micro, il vient de rentrer du front. « J'ai eu la chance de rentrer à la maison, témoigne Dancan. J'aurais pu finir comme ça. J'ai vu la mort de mes propres yeux. Je sais que ce n'est pas facile, vu comment la guerre se déroule là-bas : les gens meurent, et quand une personne meurt, le corps est juste laissé là, personne ne s'en occupe ». Dancan détaille son expérience : « J'ai l'impression d'avoir été trompé. Je suis allé là-bas, je pensais travailler comme chauffeur. Une fois arrivé, on m'a donné une formation militaire. Et même quand tu dis que tu ne veux pas faire ce travail et que tu veux rentrer chez toi, on te force à aller au front. Les Russes n'ont aucune humanité. Alors j'ai fait semblant d'être fou, on m'a envoyé à l'hôpital, et c'est comme ça que j'ai pu m'échapper. Mais je sais que beaucoup de Kényans sont encore là-bas. Ils cherchent des moyens d'en sortir et de rentrer chez eux mais ce n'est pas facile, c'est même très difficile. » Dancan affirme par ailleurs ne jamais avoir touché l'argent promis. « Il ne savait pas où il était exactement mais qu'il était au cœur de la guerre avec l'Ukraine » À plusieurs milliers de kilomètres de là, Mike – un nom d'emprunt – laisse un message vocal à RFI : « On est venu ici pour travailler, on nous avait dit que ce serait un travail dans la sécurité. Une fois arrivés en Russie, on s'est rendu compte que c'était un emploi militaire. Nous n'avions rien signé au Kenya, les recruteurs ont juste pris nos passeports pour arranger le visa et les billets d'avion. Ce n'est qu'une fois en Russie que nous avons signé des papiers mais tout était en russe donc nous ne comprenions pas. Nous les avons scannés avec nos téléphones et c'est là que nous avons compris que les documents que nous nous apprêtions à signer étaient des contrats dans l'armée. On attend. Ils vont nous emmener combattre. Mon ami et moi refusons d'y aller, nous cherchons à nous échapper. » Quelques jours plus tard, Mike prévient : il est parvenu à fuir et à quitter la Russie. Julius Kimani Kamanu est venu accompagné de son père pour évoquer le cas de son frère, âgé de 26 ans, parti en Russie il y a plusieurs mois. Sur le téléphone de Julius, il y a une photo : trois hommes armés posant en tenue de combat. « C'est la dernière photo qu'il nous a envoyée, le dernier jour où nous avons pu communiquer avec lui, souligne Julius Kimani Kamanu. Il y a mon frère, Peter Kimemia, un homme que je ne connais pas qui est sûrement russe, et l'ami avec qui mon frère est parti. Il nous a dit qu'il partait pour un emploi de chauffeur donc quand nous l'avons vu comme ça en tenue militaire, ça nous a choqués ». Peter Kimemia Kamanu est parti en Russie avec un visa de visiteur, avec un billet d'avion aller-retour, pour un séjour de quelques jours à peine. Lui aussi a été trompé, affirme Julius : « L'agent lui avait dit qu'il allait travailler comme chauffeur en Russie. Avant de partir, mon frère vendait des téléphones et des ordinateurs. On lui avait promis un meilleur emploi en Russie avec un bon salaire. Il est arrivé en Russie le 22 octobre 2025 et il nous a informés qu'il était dans un hôtel en attendant plus d'informations. Quelques jours plus tard, il nous a informés qu'il avait été emmené dans un camp militaire et qu'il allait y recevoir une formation, puisque le travail de chauffeur se ferait dans un camp militaire. Donc, il a commencé sa formation militaire qui a duré moins d'une semaine. Puis, un jour, il nous a appelés à minuit, il était terrorisé. Il nous a dit qu'il ne savait pas où il était exactement mais qu'il était au cœur de la guerre avec l'Ukraine. C'était notre dernière communication, le 18 novembre. » Julius affirme que le numéro de l'agent avec lequel son frère communiquait n'est plus joignable. La famille a écrit aux autorités kényanes pour obtenir des nouvelles mais la demande n'a pas abouti. Les estimations du nombre de Kényans partis en Russie ne cessent de gonfler ces dernières semaines. Mi-février, le gouvernement a haussé le ton. Le ministre des Affaires étrangères a promis de se rendre à Moscou pour « enrayer » ce phénomène, alors que son bras droit dénonçait auprès des médias « un schéma inacceptable consistant à attirer des gens et à les faire mourir ». La fille de l'ex-président Jacob Zuma est visée par une enquête judiciaire pour son rôle dans l'envoi de 17 combattants sud-africains. Elle a dû démissionner de son poste de députée. Elle est directement mise en cause par l'un d'entre eux, qui a répondu par écrit à notre correspondant à Johannesburg, Valentin Hugues, joignant photos et vidéo où on le voit en treillis dans la neige : « J'ai quitté l'Afrique du Sud, le 9 juillet 2025. Je suis venu en Russie parce que je n'avais pas de travail et que Duduzile Zuma [la fille de Jacob Zuma, NDLR], nous avait promis des emplois. Tout n'était que mensonges. Nous nous sommes retrouvés à nous entraîner à l'attaque, à utiliser des bombes et à creuser des abris, des toilettes, à manger de la nourriture avariée et périmée. Parfois, ils nous donnaient des coups de pied quand ils nous trouvaient en train de dormir et ils se moquaient que nous tombions malades. Il n'y avait pas de jours de repos. Ensuite, nous sommes partis vers le front et notre groupe a été séparé. Je ne sais pas où sont les autres. Nos familles et nos enfants nous manquent vraiment. C'est très douloureux : aidez-nous à rentrer chez nous, s'il vous plaît. » L'affaire fait grand bruit dans un pays membre des Brics où les partis russophiles MK ou EFF sont bien implantés au parlement. Au point que l'actuel chef de l'État, Cyril Ramaphosa, a téléphoné à Vladimir Poutine pour obtenir leurs rapatriements il y a quelques jours. Des militaires ou anciens militaires sont notamment ciblés par le démarchage À Yaoundé, Richard Onanena a échangé avec l'un d'entre eux, un Camerounais qui s'est rendu à plusieurs reprises en Russie dans un cadre universitaire. Saluant les « convergences de valeurs » russo-africaines, il explique accompagner certains vers un recrutement dans l'armée : « Cette rémunération, elle est alléchante. Il y a une batterie de documents qui vous sont présentés. Vous avez la possibilité de lire ces documents, de les faire traduire, on ne peut pas vous enrôler de force dans l'armée. C'est un contrat où on vous dit combien vous serez payés, combien de temps vous devez servir, et quels sont les avantages que vous aurez et ainsi de suite. Si vous êtes d'accord vous signez, si vous n'êtes pas d'accord vous ne signez pas. Mais avant d'arriver à ce niveau, il y a déjà une présélection. On vérifie votre état et l'agent de recrutement décide si oui ou non vous êtes recruté, ce n'est pas automatique. Néanmoins, il est important de préciser qu'il y a des personnes, qui ne sont pas des Russes pour la plupart, qui vont se servir de la détresse de leurs frères africains, pour leur faire miroiter des choses qui parfois n'ont absolument rien à voir avec la vérité, et peut-être d'une manière ou d'une autre les convaincre, ou les contraindre. » Certaines recrues, en revanche, sont tout à fait conscientes de leur choix. Les militaires ou anciens militaires sont notamment ciblés par le démarchage. Les salaires promis sont par exemple dix fois supérieurs à ceux de l'armée camerounaise. Un militaire du BIR, bataillon d'intervention rapide, unité d'élite, explique comment il a vu certains de ses frères d'armes céder aux sirènes russes, à commencer par son cousin... Il évoque même des complicités au sein de la hiérarchie : « Il m'a dit que c'est un colonel qui a géré, c'est par le réseau de ce colonel qu'il a voyagé. Après deux semaines, je n'avais plus de ses nouvelles, son numéro ne passait plus, et jusqu'à maintenant, rien. Quand je suis entré en contact avec un autre collègue qui était là-bas, il m'a fait comprendre que les Camerounais qui étaient arrivés à cette époque, en mars-avril-mai 2024, étaient tous morts, parce que les attaques étaient très intenses. J'ai essayé d'en parler avec la famille, mais ils ne voulaient rien entendre, alors j'ai lancé un appel sur les réseaux sociaux, voir si je pouvais le retrouver. Un gars m'a répondu qu'il n'était plus en vie. Sa famille a honte de dire qu'il est mort, alors ils le cachent aux gens. » « Plein d'Africaines vantent le programme » Mais le front n'est pas la seule voie de recrutement pour de jeunes Africains. Via des influenceurs très suivis, la Russie promeut le programme « Alabuga start », qui s'adresse à des jeunes femmes étrangères de 18 à 22 ans. Selon ses promoteurs, ce sont des formations de qualité, tout inclus, il n'y a que des avantages. Mais dans cette zone économique spéciale du Tatarstan, on monte des drones pour bombarder l'Ukraine, comme l'ont documenté plusieurs enquêtes. Certaines pratiques peuvent être assimilées à de la traite d'êtres humains, ont mis en garde les Nations unies. Ce type de contenus attire l'attention, par exemple de Rebecca : « J'ai vu ça sur TikTok, je me suis inscrite. J'ai donné mon identité, copie de mon passeport. » Aide-soignante ivoirienne, elle a expliqué à Benoit Almeras, notre correspondant à Abidjan, avoir candidaté après avoir vu sur les réseaux « plein d'Africaines vanter le programme, le logement inclus, les avantages, la possibilité de rester en Russie ou de rentrer avec le certificat. Elles disent qu'elles sont bien à l'aise ». Des jeunes femmes comme Rebecca, il y en a des dizaines à Abidjan, attirées par la promesse d'une formation gratuite à l'étranger. La Russie prend le contre-pied de l'Europe où les démarches d'expatriation sont de plus en plus difficiles, et où le discours xénophobe s'impose.
