Project 2025 has quickly become the most consequential—and controversial—blueprint for American governance in recent history. Conceived by the Heritage Foundation and launched with a sprawling 927-page policy manual in April 2023, Project 2025's core goal is to reshape the entire federal government according to staunch conservative priorities. It is, as Heritage Foundation president Kevin Roberts puts it, an effort to “dismantle the administrative state and restore presidential control over the executive branch.”Yet behind those words lies an ambitious checklist for the next presidential administration, presuming a Republican—most likely Donald Trump—takes office. Project 2025 is not just a collection of ideas. It is a detailed playbook, complete with executive orders, departmental reorganization timetables, and a so-called 180-day playbook, designed for rapid execution on “Day One.”At the heart of Project 2025 is an unprecedented push to centralize power in the Oval Office. The plan relies on the controversial unitary executive theory, which argues all executive branch employees should be directly answerable to the president. Kevin Roberts has been explicit: “All federal employees should answer to the president.” According to the project manual, entire agencies such as the Department of Justice, Consumer Financial Protection Bureau, and the Federal Trade Commission would lose their current independence and fall under direct White House control.One of the most sweeping reforms revolves around personnel. The blueprint resurrects the idea of “Schedule F”—a Trump-era category that would allow the president to reclassify tens of thousands of career civil servants as political appointees, instantly stripping them of protections from partisan firing. The National Federation of Federal Employees warns this would “give the president and his loyalists full control of the executive branch for personal and political gain,” hollowing out civil service checks that have traditionally protected against corruption and patronage.Concrete examples illustrate the scale of the changes envisioned. In foreign policy, the State Department chapter recommends that, before January 20, all leadership be dismissed and replaced with ideologically aligned “acting” appointees who bypass Senate confirmation entirely. Kiron Skinner, the former policy planning chief who wrote this section, has called for removing staff she considers too left-leaning, despite admitting she could not name a single time employees substantively obstructed White House policy.The playbook doesn't stop there. Project 2025 proposes slashing federal workforce numbers through forced attrition, with the White House directing agency heads to lay off or consolidate thousands of positions and eliminate entire offices deemed non-essential. For example, agencies like USAID and the CFPB are earmarked for dissolution, their functions either axed or merged into departments more closely monitored by the executive.Critics from organizations like the American Civil Liberties Union highlight how Project 2025 seeks to erode key civil liberties across a range of issues—abortion, LGBTQ rights, free speech, and the environment. The ACLU describes the initiative as “a roadmap for how to replace the rule of law with right-wing ideals.” Meanwhile, labor unions such as AFGE and NTEU have mounted lawsuits to block the executive orders targeting civil service protections, warning of the dangers of introducing broad political loyalty tests into government hiring and firing.Supporters claim these moves would eliminate bureaucratic inertia and bring swift, accountable leadership to Washington. Yet, legal scholars and former officials have called Project 2025 authoritarian, warning it undermines separation of powers and blurs the lines between partisanship and governance.With the November 2024 presidential election looming, Project 2025's fate comes down to political winds and court rulings. The Heritage Foundation and its partners have prepared a rapid-fire battery of executive orders, ready for signature if they get their candidate in office. Milestones to watch include ongoing legal challenges, Congressional resistance, and, above all, the outcome of the national vote.The scope and ambition of Project 2025 are nothing short of historic, representing both a culmination of decades-long conservative advocacy and an inflection point in debates over the very structure of American democracy. Every single one of us who considers ourselves part of the labor movement has some real deep, serious, and urgent soul searching to do this Labor Day. After already falling to historically low levels of union density, public and private-sector unions are facing an extinction-level event under the new Trump administration. That is not hyperbole; that is a fact. So the real question is: What the hell are workers, unions, and the labor movement doing to fight back?  These are the essential questions at the center of both of the interviews we are sharing in this special Labor Day episode, which were recorded at the Netroots conference in New Orleans, LA, in early August. In the first interview, Max speaks with Everett Kelley, national President of the American Federation of Government Employees, about the Trump administration's elimination of collective bargaining rights for federal unions. In the second interview, his first public interview since he was arrested by federal agents observing an ICE raid in Los Angeles in June, David Huerta, president of the Service Employees International Union – United Service Workers (West), speaks with Max about the status of his case and about the roles unions must play in the fight against fascism. On Aug. 1, the 9th US Circuit Court of Appeals overturned a court injunction halting President Trump's executive order eliminating collective bargaining rights for federal unions. The decision has cleared the way for the Trump administration to execute its total assault on federal unions and workers' rights. “Union contracts at the Department of Veterans Affairs, Environmental Protection Agency and the Department of Agriculture have since been terminated,” The Guardian reports. “An estimated 400,000 have been affected, about 2.6% of unionized workers in the US.” After already falling to historically low levels of union density, public and private-sector unions are facing an extinction-level event under the new Trump administration. An appeals court might be reconsidering its recent decision that sided with the Trump administration in orders to terminate federal union contracts. One of the judges on that appeals court panel has called for a vote to decide whether to re-hear arguments in a lawsuit against the White House's orders. The American Federation of Government Employees is suing the administration, arguing that Trump's directive to end collective bargaining retaliates against unions that have exercised their First Amendment rights. Attorneys for AFGE and the Trump administration have until Sept. 15 to submit arguments on whether or not the case should be re-heard. In this episode, Bill speaks with Sylvia Poggioli from Rome about the new Pope, Leo XIV, and what he might bring to the table. Poggioli is the legendary NPR Rome, Vatican and Senior European Correspondent. They talk about Pope Leo's inauguration mass, which was a big event with around 200,000 people attending. Leo XIV's homily focused on love, unity, and peace, similar to Pope Francis, but with a stronger push for unity within the Church.Leo XIV's background is pretty diverse, and he seems to understand the importance of both unity and diversity in the Church. He's getting praise from both conservative and progressive factions, which suggests he might be a skilled politician. His election was a bit unexpected, but it shows how the College of Cardinals has shifted under Pope Francis.One of the big issues Leo XIV might tackle is the Latin Mass, which has been a point of conflict. Sylvia thinks he might be more open to discussing this and finding a middle ground. Leo XIV is likely to follow Pope Francis' legacy, focusing on outreach and collaboration within the Church, as well as addressing global challenges like immigration and international conflicts.Overall, Leo XIV seems poised to unite diverse factions within the Church and tackle pressing global issues with compassion and collaboration. While Bill is on a research and writing sabbatical for the next 2 weeks we decided it's important to revisit the horrors we laid out in our Project 2025 podcast series, Trump's Project 2025: Up Close and Personal – and tie them to what's actually happened so far. The story in this chapter follows fictional Private Troy Marquis, who attends a tense early morning briefing at a military reserve base in Philadelphia. Troy is told that a radical group, Antifa, has invaded the city, prompting a second-term President Trump to invoke the Insurrection Act. US law currently prohibits the military from operating on US soil. However, the Insurrection Act of 1807 gives the president broad and sweeping authority to use the military to quell domestic violence or conspiracy that the president thinks is a domestic rebellion or insurrection. Donald Trump tried use the Insurrection Act against Black Lives Matter protests in his first administration and has threatened use the U.S. Military to shut down protests against him in a second term.As the soldiers in Troy Marquis company advance towards City Hall, tensions rise with the conflict between what the soldiers were told and what they see with their own eyes. In the midst of a peaceful protest against police violence, the situation escalates when one soldier purposely makes up a perceived threat, leading to gunfire. The chaos results in the deaths of dozens and many injuries, including their own soldiers. Overcome with horror and guilt, Troy grapples with the aftermath of their actions and the brutal reality of their mission.In a view from the other side, the fictional Julie Brown joins that protest in Philadelphia calling for justice after the police killing of two Black students. Despite her parents' concerns about the increasing hostility towards protesters, she feels compelled to stand up for her beliefs. The protest initially unfolds peacefully, filled with songs and chants, until military forces arrive with orders to disperse the demonstrators. As the military's authoritative tone becomes increasingly menacing, panic ensues when gunfire breaks out, resulting in casualties among the protesters. Julie is injured in the chaos and wakes up in the hospital, facing a representative of military intelligence who informs her that the protest group is being investigated for allegedly attacking the military.
