Kevin Falcon is the Official Opposition Leader for the BC Liberal Party, elected leader in February 2022. He was then elected as MLA for Vancouver-Quilchena on April 30, 2022. Prior to this, Falcon was elected MLA for Surrey-Cloverdale in 2001, a position he held until 2013. He was born and raised on the North Shore and he graduated from SFU and the Real Estate Program at UBC. When he was first elected, Falcon was one of the youngest MLAs to serve in cabinet. In his twelve years at the cabinet table, Falcon held a number of senior Cabinet roles including Deputy Premier, Minister of Finance, Minister of Transportation, Minister of Health and Minister of Deregulation. As Transportation Minister, he oversaw the completion of signature projects including the Canada Line, Sea to Sky Highway upgrades, Kicking Horse Canyon Bridge and the new Port Mann Bridge, to name a few. During his time as Health Minister, BC was recognized as a leader in wait time reduction along with shepherding a 35% decrease in prescription drug costs. After leaving politics, Falcon took on the role as Executive Vice President for Anthem Capital and served on the boards of several non-profits including Canuck Place, Lions Gate Hospital Foundation and the Street-to-home Foundation, an organization working to house the homeless on the Downtown Eastside. He lives in North Vancouver with wife Jessica and two daughters, Josephine and Rose, and cats, Lucky and Feather.

New in this update:Thursday COVID-19 updateThere has been one new case of COVID-19 confirmed in the Island Health region since yesterday, bringing our active case count to four. Province-wide there have been 82 new cases, and one death over the past 24 hours. BC's Provincial Health Officer, Dr. Bonnie Henry, says she's cautiously optimistic about where BC is heading."We are not seeing that exponential increase. We've been having a linear increase and it's kind of slowed down. We still have numbers that reflect the fact that there is ongoing transmission within the community that we need to be aware of and we need to be careful. It sneaks up on us and we can have explosive outbreaks if we're not on our guard."—Provincial Health Officer Dr. Bonnie Henry.Henry says she will present more detailed information next week about how the virus is currently being spread and who is spreading it.Visions for seniors' care released by Greens and NDPNew Democrats and BC Greens are offering their visions of what seniors' care homes should look like. Yesterday, NDP leader John Horgan promised $140 million dollars a year to create single bedrooms in public facilities owned by provincial health authorities. The NDP is also promising to continue paying workers the same higher wages and benefits after the pandemic ends. It says it will make private operators more accountable for the public dollars they receive” but offered no specifics on how it would do that. Today, the BC Green Party announced its goal is to eliminate private for-profit companies from the senior care sector. It would begin with more oversight with annual audits and inspections of private facilities. The Greens are promising better pay for care workers by designating them as Health Care Professionals and setting their wages through the Health Employers Association of BC. Green Leader Sonia Furstenau says her party has not attached a cost to its promises. She says that's because it has not had months to work on it. However, Furstenau believes goal setting is the first step."We see time and time again that the other parties are content to tinker around the edges of major problems. RCMP says thieves made off with between 300 and 500 feet of copper wire sometime between 1 and 6 a.m. on Wednesday. Police believe whoever took the wire had some knowledge of the wiring in the park. The city estimates it will cost $20,000 to replace and install the wiring. It has not said when that will happen.

The penalties for doing so include a fine of up to $20,000 dollars, 2 years in jail and a ban on voting or being an MLA for seven years. A conversation on What's App shows a Liberal campaign organizer, telling volunteers to "register as many voters as we can by ordering ballots in the mail." Earlier today, Liberal Leader Andrew Wilkinson pleaded ignorance about the details."Well I first heard about this about half an hour ago and I understand its been reported to Elections BC And of course, as this mail-in ballot phenomenon gets the attention of the public and the voters, there is going to be some confusion, but we have to be clear: it is the obligation of candidates to follow the law and we expect that of them and as this unfolds we'll see if Elections BC has a position, which we will, of course, respect."—BC Liberal Leader Andrew Wilkinson.In a statement, Elections BC says "we have no evidence to suggest that requests for vote-by-mail packages were actually made on a voter's behalf." Elections BC says it is "taking appropriate and ongoing steps to address this matter," but it offers no details about what ongoing steps it is taking.Virtual convocation for VIU grads todayOne of the valedictorians at Vancouver Island University's graduation ceremony says COVID-19 has brought some positive signs for the future. Seth Recalma delivered his pre-recorded speech at VIU's virtual convocation today. 1100 graduates marked their graduation with an hour-long live stream on the university's Facebook page. Recalma says COVID-19 actually pushed him to get his dream job at the Moose Hide Campaign."I think if anything it pushed me even harder to dig my heels in and tap into a few other jobs. The premier of a province doesn’t actually have the authority to call an election. Authority to dissolve the legislature and call an election resides with the Lieutenant Governor.Ordinarily, the Lieutenant Governor would call an election at the request of the premier. In unusual circumstances, such as those that currently exist in British Columbia, she will have a choice to make.The circumstances where a request for an election could be refused by the Lieutenant Governor were described by Sir Alan Frederick Lascelles, a private secretary to King George VI. They are referred to as the Lascelles Principles: 1) The existing Parliament was still vital, viable, and capable of doing its job;2) A General Election would be detrimental to the national economy;3) He could rely on finding another Prime Minister who could carry on his Government, for a reasonable period, with a working majority in the House of Commons. These principles were articulated in relation to the British Parliament but would be applicable to Canadian legislatures. The second principle has been restated as detrimental to the public interest, rather than just economic interest. There are two historic examples of a request for an election being refused by a Governor-General.In 1926, Canadian Prime Minister King asked then Governor-General Byng to dissolve parliament and call an election. The Governor-General refused and, instead, permitted the leader of the Conservative Party to form a government. In 1939, the Prime Minister of South Africa lost a vote to keep South Africa neutral in World War II. He asked the South African Governor-General to call an election. The Governor-General refused, the Prime Minister resigned, and the former minister of justice formed a government. South Africa joined the war against Germany. Currently, in British Columbia, the BC NDP and BC Liberal Party each have 41 seats. The Green Party has 2, there are 2 independents, and one former BC Liberal seat is now vacant.Because an election in the middle of the COVID-19 pandemic might be viewed as being contrary to the public interest, if there was an alternative coalition presented to the Lieutenant Governor, she would need to choose between this, and calling an election, should there be a request for an election by the current premier. Also discussed on the show is a case of a marriage annulment being granted on the basis that the husband was impotent and unable to consummate the marriage, despite numerous attempts. The husband unsuccessfully opposed the annulment and was also required to pay his former wife costs for the court case. Finally, on the show, the case of a woman who falsely claimed to have been residing with a man for more than two years in order to qualify as his common-law spouse for the purpose of inheriting his home is discussed. The deceased man’s only son, who was abandoned as a child, successfully demonstrated that the woman hadn’t been residing with his estranged father for two years and, in so doing, inherited the house.
