March 15, 2023 - The population of New Yorkers on Medicaid has been growing annually, adding to the fiscal strain of health care providers, who get less money to serve patients on Medicaid than patients with Medicare or commercial insurance. A mural recreating a painting by the late Bill Hammond is about to be added to Nelson's ambitious ArtWalk project. Rather than being painted onto the sides of buildings, the murals are printed onto aluminium then securely attached to the sides of buildings around the city. The paintings are selected from Nelson's Suter Art Gallery collection and local fundraising has paid for the murals. The Hammond work is the 23rd of 28 murals that will make up ArtWalk, with the organisers saying it's been a huge hit with the community. Prime mover Anne Rush talks to Lynn Freeman about the project. The artist Bill Hammond is being remembered as a man with a unique vision who will leave an enduring legacy. The Lyttelton-based painter who died on Saturday in Christchurch, at the age of 73 was considered one of the country's most influential contemporary painters, and noted for the environmental and socially aware themes in his work. How is vaccine rollout going in New York State? This week we heard important updates from Governor Andrew Cuomo about the vaccination effort happening now in the state, but a lot of details are still missing. While the Cuomo Administration says that some of those are still being worked out -- as the situation remains fluid -- there have been real questions raised about the state's ability to rollout the vaccine to an effective number of people by it's self-imposed guidance. Governor Cuomo has said repeatedly that the state should hit critical mass by late-summer or early-fall at latest. However, Bill Hammond of the Empire Center says that projection could be significantly off after what we've seen play out in recent weeks since vaccine distribution began. On September 1st, Bill Hammond of the Empire Center published a piece providing an update to a FOIL request connected to New York State's response to the coronavirus pandemic in nursing homes. Hammond and the Empire Center was seeking the data on the full-death toll associated with the pandemic in nursing homes. A FOIL request had been submitted in early-August. It sought a count of all nursing home residents who have died from COVID-19. It specifically sought the number who had died after being transferred to hospitals in their final days, which the department has been leaving out of its official tally. After several delays, and the calendar turning to a new year - the FOIL request remains unfulfilled. This week Governor Andrew Cuomo announced that parts of Rochester and Syracuse would enter Orange Zone designation. It's part of New York State's Coronavirus micro-cluster mitigation strategy. It means focusing economic restrictions -- like pausing non-essential business activity -- to specific zip codes. For example, reducing the number of people who can be seated at a restaurant table in a yellow zone, or pausing dine-in service altogether in orange zones. There are specific parameters for Yellow, Orange, and Red micro-cluster zones, which is effectively a balance between the economic consequences of shutting down non-essential businesses, and trying to preserve public health -- all in the midst of a global pandemic. But here's a question: Has it worked? Bill Hammond, Senior Fellow For Health Policy at the Empire Center, recently took a dive into the data. What he uncovered didn't surprise him, but for casual observers of the state's ongoing response to the Coronavirus Pandemic -- the recent surge of cases suggests the micro-cluster mitigation strategy isn't working as intended. The positivity rate inside the zones across New York State has declined, but the overall numbers in New York State are spiking. Hammond wrote, “In the six weeks since the cluster strategy was launched, New York's rate of new infections has increased by 244 percent, to almost 5,000 per day. The number of people hospitalized has nearly doubled, to more than 2,000.
