It's been an eventful week in Goa after the State's Tourism Department filed a police complaint against a social media user who supposedly disseminated "false" statistics on the fall in rates of touristic activity in the southwestern coastal state. The X user cited a report by CEIC which claimed foreign tourist arrivals in Goa fell from 8.5 million in 2019 to 1.5 million in 2023, "thereby causing significant annoyance to local businesses and inducing fear or alarm within the local community.” While the Government of Goa vehemently disagrees with the statistic, this development has prompted an outpouring of discussion around the health and sustainability of the State's tourism sector, particularly in comparison to their Southeast Asian competitors. Join Anupam Manur and Kripa Koshy as they discuss factors that impede the growth of the tourism sector in Goa, what responsible tourism could look like in India and best practices that the State may be able to cherry pick from around the globe. “Exterior building maintenance is crucial for preventing mold from growing inside a building” - Jerry Parker, CEIC, CMRTwenty-five percent of people appear to be susceptible to mold toxicity - a surprisingly common cause of brain symptoms, including brain fog, fatigue, depression, anxiety, mood swings, OCD, panic, and psychosis. Many chronic physician health conditions can result as well. In my experience, mold toxicity is the most common cause of mast cell activation. Mold toxicity should also be considered when there are new-onset mental health issues in college students exposed to mold in their dorms or apartments.Jerry Parker is a Certified Indoor Environmental Consultant (CIEC) and Certified Microbial Remediator (CMR). O Presidente angolano iniciou nesta sexta-feira 3 dias de visita oficial à China, com na sua agenda uma renegociação da dívida de Luanda para com Pequim. De acordo com João Lourenço, essa dívida que ascende actualmente a cerca de 17 mil milhões de dólares, viu desde já alguns dos seus termos serem revistos no âmbito desta deslocação. Contraída depois do fim da guerra civil para financiar o vasto esforço de reconstrução de Angola, a dívida junto a China chegou a ser garantida com a produção de petróleo. Contudo, no ano passado, o executivo de João Lourenço que há muito preconizava novos termos para esta dívida, indicou que ela tinha deixado de ser condicionada pela produção de petróleo.Com a crise gerada pelo covid, Angola beneficiou também de uma moratória de dois anos no pagamento da sua dívida com a China, esta moratória tendo entretanto chegado ao fim.A deslocação oficial de João Lourenço decorre igualmente poucos meses depois de Angola assinar no final do ano passado uma série de acordos económicos com os Estados Unidos, nomeadamente no que tange ao corredor do Lobito sobre o qual Pequim se tinha posicionado. Isto não deixa de constituir um "irritante", sublinha o economista Alves da Rocha, director do Centro de Estudos e Investigação Científica (CEIC) da Universidade Católica de Angola.RFI: Em que fase estão as relações entre Angola e a China?Alves da Rocha: Vão permanecer alguns "irritantes" entre Angola e a China, que toda a gente sabe quais foram. Houve projectos que a China tinha já em conta a execução ser sua. O que não aconteceu. Os Estados Unidos agora entraram em força e muita gente julga que esta entrada dos Estados Unidos tem a ver com investimento americano em Angola, nomeadamente na questão das novas energias e no solar. Mas não é bem assim. O que os Estados Unidos estão a fazer são empréstimos a Angola, não são investimentos directos. O grosso tem a ver com linhas de crédito e com empréstimos que Angola vai ter que pagar, contando para isso que de facto estes projectos possam ser rentáveis e gerar algum valor agregado. Eu acho que de facto, a aposta de Angola em termos de cooperação internacional, até atendendo a que a actual Rosa-dos-ventos da geopolítica mundial não aponta para os Estados Unidos. Continuam a ser, evidentemente, da maior potência económica do mundo. A China, dentro de algum tempo, tirará esse lugar aos Estados Unidos, eu estou convencido, ainda que a dinâmica de crescimento da economia chinesa seja hoje menor do que foi no passado, o que é absolutamente natural. As economias não podem crescer durante 100 anos ou durante 50 anos a taxas de 10% ou 15%, ou 20%. Eu acho que, do ponto de vista político e do relacionamento internacional, aquilo que se está a passar no mundo e que muitos analistas políticos e cientistas políticos começam a recear uma guerra mundial, é que temos, de um lado potências nucleares -estou a falar da China e estou a falar da Rússia- e Angola foi se colocar ao lado dos Estados Unidos. Eu creio que foi uma má aposta, do meu ponto de vista. Eu não tenho todos os dados para fazer afirmações peremptórias, mas eu creio que o futuro económico do mundo não está nos Estados Unidos nem na Europa. O futuro económico do mundo está nos BRICS e os BRICS estão a arrastar algumas economias africanas a economias importantes. E, portanto, eu já tenho assinalado que, de há uns dez anos, 15 anos a esta parte, está-se a assistir a uma "desocidentalização" do desenvolvimento económico mundial. E esta ocidentalização vai crescer no futuro. A China tem, de facto, um modelo de desenvolvimento que tem permitido retirar da pobreza dezenas e dezenas de milhões de cidadãos chineses, criar uma classe média rica importante e disputar franjas do mercado internacional. Portanto, eu creio que este assunto também, julgo eu, deve fazer parte destas discussões entre João Lourenço e Xi Jinping. Mas confesso-lhe que, nas actuais condições de existirem alguns "irritantes" entre a China e Angola, não vai haver grandes hipóteses de aumentar o investimento directo chinês em Angola.RFI: Voltando um pouco atrás relativamente àquilo que mencionou, a renegociação da dívida de Angola para com a China, até que ponto é que ela de facto pesa sobre a economia angolana? Alves da Rocha: O impacto da dívida pública à China é o mesmo que o impacto da dívida pública de Angola ao FMI, da dívida pública de Angola à França, da dívida pública de Angola a Portugal. Portanto, eu acho que vocês aí no Ocidente têm um "parti pris" qualquer contra a China, a dívida pública externa de Angola face à China. Eu creio que estará no momento em 18, 19 mil milhões de dólares e já esteve nos 30 ou nos 40 mil milhões de dólares. Angola tem vindo a amortizar a sua dívida pública externa face à China. Portanto, não vale a pena estar a pisar demasiado nos efeitos que a dívida pública externa de Angola à China pode ter. Os efeitos são idênticos aos efeitos que Angola tem e está a sofrer de ter dívidas públicas, sobretudo públicas, perante a União Europeia, perante Portugal, perante a França, perante o Reino Unido, perante os Estados Unidos. é exactamente a mesma coisa. É um peso sobre o orçamento, como são as outras dívidas públicas. Como deve saber, a China, devido justamente aos problemas que surgiram com o covid, deu uma moratória de dois anos a Angola, no sentido de aliviar o peso do serviço da dívida pública à China sobre o Orçamento Geral do Estado. Porque se é uma dívida pública, é o orçamento que tem que a pagar. Deu essa moratória. A moratória acabou, como acabou relativamente ao FMI, relativamente ao Banco Mundial. Estas moratórias acabaram e, agora, Angola tem que por si só arranjar forma de pagar as dívidas, limpar todos esses aspectos que influenciam negativamente o crescimento económico, reorganizar as componentes que fazem parte do clima de negócios e a atracção do investimento privado estrangeiro. E é por aí onde a gente tem que ir. Temos planos de desenvolvimento económico, onde realmente o peso da dívida está perfeitamente contemplado e perfeitamente calculado. Mas devo dizer que já no Orçamento Geral do Estado deste ano, estas matérias foram objecto de reconfiguração. E devo dizer que aquilo que mais nos aflige não é a dívida pública externa perante a China, porque nós temos capacidade de a pagar. O que mais nos aflige neste momento é a falta de competitividade da economia angolana e a questão da diversificação da nossa economia e é o facto de dependermos ainda muito do que acontece no mercado internacional de petróleo. Continuamos a ter uma dependência doentia do comportamento do mercado petrolífero internacional. Claro que era melhor não ter dívida. Claro que há problemas relacionados com a forma como Angola aplicou os empréstimos da China. Recorrentemente vem à baila 'a qualidade das obras públicas', que 'no fundo, foram executadas por empresas chinesas'. Há obras públicas executadas pelos chineses, que são excelentes. Há obras públicas que são más. Mas isso também se passa com os brasileiros e também se passa com os portugueses. Portanto, neste momento e dado até o passado de relações políticas entre Angola e a China, eu creio que hão de se encontrar formas, se for esse o caso e seguramente é, porque a dívida pública externa à China é aquela que tem maior peso no cômputo global da dívida pública externa de Angola. E todo o alívio que for por aí conseguido naturalmente que é bem-vindo. RFI: Nas circunstâncias que mencionou com o "irritante" que aconteceu recentemente entre Angola e a China devido aos acordos concluídos com os Estados Unidos, julga que a China estará com disposição para facilitar precisamente uma negociação relativamente à dívida? Alves da Rocha: Naturalmente que não somos só nós, pessoas, os humanos, que nos irritamos com determinados acontecimentos. Ao nível da política também há "irritantes". E quem inventou este termo até foi, penso que ainda o actual presidente da Assembleia Nacional Portuguesa. Estas coisas acontecem. E repare que a China já mostrou que está de facto irritada com estes "irritantes". E uma forma de o manifestar foi o atraso da nomeação do embaixador da China em Angola que a China esteve, creio, que dois meses sem um representante diplomático em Angola. E trata-se, tanto quanto julgo saber, de projectos que envolviam empresas chinesas e que envolviam financiamentos chineses que já tinham sido acordados e a China foi pontapeada para fora. Ora, em política também há "irritantes". Agora, o que é que se pode passar com estes "irritantes" ? Não sei. Isso depende da habilidade diplomática de Angola, se é que essa é uma das suas pretensões. Ver de que maneira que o peso excessivo da dívida e do serviço da dívida pública externa chinesa tem na nossa manobra económica e na nossa manobra financeira. De que maneira é que a diplomacia angolana pode efectivamente ultrapassar estes "irritantes"? Não sei. Isso já são os diplomatas. Eu não sou diplomata. O que lhe posso dizer em definitivo e para finalização de conversa, é que estudos que nós temos vindo a fazer no meu Centro de Estudos sobre a presença chinesa em África, não apenas em Angola, e apesar dos vários defeitos e das várias críticas que são feitas aos empreendimentos que a China tem em Angola, eu devo dizer que muitos angolanos, empresários e investigadores, passaram a preferir a cooperação económica com a China, em vez da cooperação económica, por exemplo, com a União Europeia que, ela, já existe há muitos anos e que nunca deu nada. Portanto, é altura de África e os países africanos repensarem a geografia da cooperação económica internacional.

本文作者:贾铭7月11日“世界人口日”当天,联合国发布了最新一期《世界人口展望》报告。报告指出,到2022年11月15日,全球人口将突破80亿,2080年将冲上104亿的峰值,此后直到2100年都将稳定在该水平。报告还指出,2023年,印度将超越中国,成为世界人口第一大国。众所周知,中国经济过去四十几年的中高速增长,除了改革开放等制度因素外,最重要的则是拥有人口红利这一制造业全球分工的比较优势——大量廉价劳动力,奠定了中国的世界工厂地位,曾支撑了年均近10%的GDP增速。那么,在全球地缘政经紧张、产业链重构的当下,印度人口即将超过中国,对印度意味着什么?是否意味着印度将取代中国成为下一个世界工厂呢?人口:红利还是陷阱从劳动年龄人口的数据层面来看,印度毫无疑问正处于人口红利阶段。根据联合国的统计数据,2021年,印度人口已超过14亿。根据机构估算,印度人口中15-64岁的劳动年龄段人口的比例为67%,年龄中位数为28岁,每年有超过1200万年轻人进入劳动力市场。到2050年,印度将再增加1.83亿该年龄段的劳动力。这意味着,未来30年新增的全球劳动力中,22%都将来自印度。但是,数据口径的劳动年龄人口衡量的只是潜在的人口红利,并不一定代表真实的经济增长能力。经济增长的本质是生产率提高和人均收入的增长,人口红利能否转化为真正的经济增长,还取决于是否有高质量的充分就业。但是,印度的劳动力市场却存在几个短期内很难解决的问题。例如——第一,劳动参与率低,且性别差异极大。根据CEIC和世界银行的数据,2020年,印度的劳动参与率为44.9%(2022年已经下降至40%),其中,男性劳动力参与率为76%,女性仅为20%。尤其需要注意的是,印度女性的劳动参与率低,并不全是因为就业岗位短缺,社会文化因素对女性就业的影响更大。与此相对应,2020年中国的劳动参与率为68.3%,其中,男性为76.8%,女性为59.8%。另据2021年《印度工作状况报告》显示,2017年至2021年期间,印度劳动年龄人口增加了1.155亿,但劳动力仅增长了770万,流入流出之下,劳动力实际还减少了1130万。所以,尽管印度有9.38亿劳动年龄人口,但实际的劳动参与率显著抑制了印度的人口红利。第二,失业率高,且年轻人的就业意愿低。根据Trading Economics的统计,2022年5月,印度的失业率为7.8%,同期中国的失业率为5.9%。印度经济监测中心(CMIE)最新的数据则显示,2022年,在9亿达到法定工作年龄的印度人口中,超过半数不愿工作,而符合就业条件的女性劳动人口中,仅有9%愿意就业或求职。这造成的后果则是,印度人口中女性占49%,但对该国经济产出的贡献却仅占比18%,只有全球平均水平的一半。印度政府目前已经试图解决女性就业问题,包括宣布计划将女性的最低结婚年龄提高到21岁。但我们要知道,在所有的改革中,改变社会文化期望可能是最困难的部分。第三,教育水平低,职业技能培训不足。根据世界银行和knoema(世界数据图谱分析平台)的统计,2018年,印度15岁及以上成人识字率仅为74.4%左右,其中,15~24岁青年的识字率为91.7%。联合国儿童基金会2019年的报告认为,到2030年,不具备就业所需的教育和技能的印度青年将达到47%。另联合国人口基金的报告显示,在2019~2020年,只有15%的印度劳动力接受了职业培训。而印度“全国抽样调查办公室”发布的定期劳动力调查报告也提供了佐证:2017~2018年,在接受过正规技术培训的15~29岁人群中,只有3%的劳动力拥有正式技能。而这一数字在中国、美国、英国、日本分别为24%、52%、68%和80%。持续的高位失业率、基础教育和职业教育投入不足,长远来看,会影响经济增长潜力。沉疴:独特的产业结构除了上述劳动力市场的几个原因,阻碍印度发挥人口红利优势的重要原因还有印度独特的产业结构。多数国家的经济发展史告诉我们,产业结构升级的一般规律是第一产业、第二产业和第三产业的顺次演化和递进。具体表现为:由第一产业占主导向第二、三产业占主导顺次转变,这个过程伴随着农业转移人口进入工业,驱动GDP的第一轮爆发式增长,随后服务业占比再不断上升,直到超过第二产业进入后工业化时代。但印度却是例外。独立以来,印度经济经历了两个发展阶段,其产业结构直接从第一产业过渡到第三产业,呈现出典型的“跨工业化”特征。这带来三个问题:第一,没有第二产业吸纳大量就业;第二,没有工业化基础支持的服务业发展前景受限;第三,贫富差距被进一步拉大。莫迪:左右摇摆的改革根据麦肯锡全球研究所2020年的一份报告,为适应年轻人口的暴增趋势,印度需要在2030年前创造至少9000万个新的非农就业岗位,而这将需要该国GDP每年实现8%~8.5%的增长。所以一个共识是:无论谁成为印度的执政者,面临的最大挑战都是要创造大量正式而长期的工作机会。而要解决就业问题,发展制造业是重中之重。印度总理莫迪从上台伊始就将就业问题放在首要地位,提出“印度制造”(Made in India)计划,他的目的是启动新一轮工业化进程,为农业转移人口提供大量就业机会,推动实际工资上涨,支撑内需持续扩张,而内需的扩张又能为工业化源源不断提供助力,从而形成国民经济的内生良性循环。莫迪的改革方向是对的,例如,废除旧钞、统一税制、出台《破产法》、提出数字印度倡议等等。但实际上在刺激制造业创造就业方面的进展却比较有限。笔者个人认为,莫迪的废钞和税改,是两件值得载入史册的改革。2016年11月,莫迪突然向印度全国宣布,为打击腐败、断绝恐怖组织的资金链和假币流通渠道,从当天午夜零时起,废除500卢比和1000卢比两种最大面额纸币的流通,同时发行新的500卢比和2000卢比面值的钞票。废钞对贪腐和阻止恐怖融资的打击效果其实十分有限,并且造成了印度持续一年的经济秩序混乱,拖累了印度的经济增速。但长期来看,他间接帮助银行建立和完善了个人账户体系(印度仅有少数人拥有银行账户,超过90%的印度人使用现金消费),或许极大地便利了后来数字经济的发展。2017年7月,印度正式实施商品服务税(The Good and Services Tax,GST)。这是印度自1947年独立以来最大规模的税制改革,其主要内容是,用全国统一的商品服务税,取代此前印度中央政府与各邦地方政府分别征收的各类间接税。我们知道,印度在政治上是一个实体,但各邦在经济、文化等各方面的差异非常大。统一税制最大的好处是,有利于削弱地方财权,彻底改变印度分割、碎片化的财税格局,减少跨不同邦之间的贸易障碍,降低交易成本,建立更统一的国内市场,并提升印度企业竞争力。这是一件功德无量的事情。但莫迪改革存在的问题是左右摇摆、前后矛盾,不能一以贯之。作为一个将经济改革议程视作其主要政治承诺之一的政府,莫迪政府一方面体现出自由主义倾向。例如,不断优化营商环境,追求开放的市场、外来投资、私有部门增长和结构转型,提倡“最小国家”。另一方面,其经济政策执行过程又充斥着过多的政治考量和意识形态色彩。例如,一边追求优化营商环境、吸引和利用外资,另一边又鼓吹“自力更生”,提倡贸易保护、加征关税,动辄进行反倾销调查。近几年,中印之间的政治经贸关系也愈发微妙,中方企业和商品频繁遭受反倾销调查。比如,2020年,印度以国家安全为名,禁用了微信等具有中国背景的百余款手机应用。顺便说一下,7月5日,印度执法局突袭了vivo的48个经营场所,冻结vivo印度公司相关的119个银行账户,总额达46.5亿卢比(近3.86亿人民币)。7月13日,印度财政部发布声明,称印度税收情报局(DRI)调查发现,此前调查的OPPO逃避关税近439亿卢比(约合37亿人民币),已向OPPO印度公司发出通知,要求缴纳税款。vivo、OPPO,还有此前2月被查的华为、4月被查的小米,其实都涉及到一个核心叫“特许权使用费”,这涉及到印度的《外汇管理法》《所得税法》《反洗钱法》等规定,监管由来已久,一直伴随着争议,并非仅针对中国在印度设立的公司。无论如何,莫迪政府在宣称追求开放的同时,实质上加大了政策干预的力度。这些前后矛盾、模棱两可的政策,原因或许是很多学者分析的:莫迪政府在继承了历届政府对自由贸易一贯怀疑的背景下,还需要平衡印度教民族主义和工商阶层利益集团的要求。但实际上,我们认为,莫迪的这种矛盾和摇摆,只是实用主义(或者经济民族主义)的一种体现。正如莫迪在多个场合、不同文件和不同政策宣讲中阐述的一样,莫迪政府的所有政策目标,都是为了加强其国内产业(特别是制造业)的整体竞争力、出口能力和带动相关就业。所以,为了这一实用的目标,莫迪既可以奉行重商主义,也可以奉行保护主义,当然也可以在两者之间摇摆。可惜,莫迪经济改革以“印度制造”为核心,志在将印度打造为全球制造业中心,但是,印度对外货物贸易常年处于赤字状态,海外市场始终没有拓展开来,无法持续带动国内就业和消费。这与他左右摇摆的政策取向不无关系。回首:此时印度与彼时中国世界第一人口大国的“宝座”,对印度来说,风险与机遇并存。人口红利还是人口陷阱,关键在于,其能否保持生产率的持续提高和人均收入的增长,最直观的指标是能否保住中高速的经济增长,而这又要求印度高速发展第二产业、充实提高第三产业。印度面临很多问题,比如多元语言环境、劳动力素质低、人均收入停滞、贫富差距加大、基建设施薄弱、特殊产业结构、种姓制度的拖累、裙带资本主义的桎梏等等。但回望中国的崛起历史,起点并没有比印度好到哪儿去。1949年,全国5亿多人口中有超过4亿人口是文盲。1978年底,中国人口接近10亿,文盲人数将近2.4亿、文盲率达25%,青壮年中有30%-40%是文盲。尽管第一二三的产业结构比重符合经济演进规律,但二产中的重工业超前发展,制造业也谈不上发达。中国的国土面积是印度的三倍,没有种姓制度,但各地间的经济发展非常不平衡(到今天也是如此),文化差异也非常大。贫困问题、收入差距问题,至今也都广泛存在。但中印之间还有一个最大的不同,是两者已经处于不同的时代阶段。2001年,中国加入世贸组织。全球的产业链向中国转移既是大势所趋,又是众望所归。印度想要再发展制造业,除了国内的一系列问题需要克服、一系列制度改革措施要贯彻之外,还面临中国这个已经拥有完整产业链的庞然大物。除此之外,还要面临全球气候危机带来的绿色转型的额外约束。未来印度成为全球能源消耗最快的国家将是大概率事件。无论是否正确,中国都可以重复发达国家先污染再治理的老路,但面临全球碳减排的约束,印度已经失去了粗放发展高污染高能耗的机会。从长远来看,这对印度和全球都是好事儿,但无疑对印度提出了更高的要求。总结由于地缘政治、贸易冲突、疫情冲击、产业升级等原因,全球产业链正在加速重构。制造业的成本构成特征决定,产业链的全球转移,一定是成本驱动的。印度发展制造业存在诸多障碍,但它拥有廉价劳动力这一绝对优势——这就好比深山中埋藏有一座储量丰富的稀有矿藏。在正常年景,开采的难度很高、性价比很低,很多眼睛盯着,但没人动手。但必要的时候,总有人第一个动手,彼时或许便是一拥而上、逢山开路、遇水架桥,天堑变通途。中印作为全球最大的两个发展中国家,均需面临巨大的国内外挑战,这是两国未来二十年关注的焦点。印度能否复制中国的奇迹,或者创造自己的奇迹,只有时间能给我们答案。但有一点可以确定的是,印度已经拥有14亿人口,到2050年,印度人口或将达到16.68亿,仅凭人口数量,印度对全球的政治、经济影响也一定会越来越大。

As novas notas do Kwanza vão entrar em circulação a partir de 30 de Julho substituindo as antigas, tendo os mesmos valores faciais. Aliás a série de 2020 vai circular ao mesmo tempo que a actual “série de 2012”, isto até à sua substituição completa no mercado. José de Lima Massano, governador do Banco Nacional de Angola, disse que a introdução das novas notas do kwanza não trará motivos para pânico no mercado de bens e de serviços, acrescentando que as novas notas contêm elementos de segurança, de modernidade e de durabilidade. Para o economista Alves da Rocha, director do Centro de Estudos e Investigação Científica (CEIC) da Universidade Católica de Angola, são procedimentos normais e não haverá nenhum impacto nos mercados porque o valor facial das notas mantém-se igual. O economista adiantou ainda que 2020 será novamente um ano de recessão para Angola, mas isto é devido à dependência do país pelo petróleo e claro à pandemia de Covid-19 que não ajudou o país lusófono em termos económicos. Recorde-se que as novas notas do Kwanza vão entrar em circulação a partir de 30 de Julho. Um lançamento faseado com a nota de 200 kwanzas a ser a primeira introduzida no mercado.

The banking association’s managing director Bongiwe Kunene said on a conference call on Thursday that Non-performing loans could hit 10% in South Africa this year due to COVID-19 related economic troubles. She added that this may deplete banks’ capital buffers. According to the CEIC global economic data service, South Africa’s non-performing loans ratio stood at 4.3 % last month. South Africa was already in recession before the COVID-19 pandemic struck, and the fallout of mainstays like mining and tourism have ravaged an already fragile economy.
