Bio: Ambassador Elan Carr Elan Carr is the CEO of the Israeli American Council (IAC) and brings to this role his extensive experience as a senior U.S. diplomat, criminal prosecutor, military officer, and community leader. He is a passionate advocate for uniting the Israeli-American and Jewish-American community around our shared heritage and love for Israel. Elan has dedicated his career to service of country and community. In 2019, he was appointed the United States Special Envoy to Monitor and Combat Anti-Semitism, directing U.S. policy and programs aimed at combating Jew-hatred throughout the world. Before his federal appointment, Elan devoted over a decade to public safety as a Deputy District Attorney for Los Angeles County, prosecuting violent felonies and some of the region's most dangerous criminal street gangs. He also served for more than 20 years as an officer in the United States Army Reserve, and he led an anti-terrorism team in Iraq during his wartime deployment. While in Iraq, he was also able to connect to his Iraqi-Jewish heritage, when he helped preserve Jewish communal property and led Shabbat and holiday services in Saddam Hussein's former palace in Baghdad. Elan held senior leadership positions in the Jewish world, including serving as the 71st international president of Alpha Epsilon Pi, a voting member of the Conference of Presidents of Major American Jewish Organizations, and a national councilmember of AIPAC. Elan's relationship with the IAC has been deep and personal since its inception, when his parents were co-founders of the organization. As a second-generation Israeli-American and native Hebrew speaker, Elan prioritizes his family's indivisible connection to the Jewish people, culture, and faith. He and and his wife Dahlia, a rheumatologist in private practice, are the proud parents of Hannah, Rachelle, and Samuel, whom they raise bilingually, educate in Jewish schools, and bring to Israel every summer. Born and raised in New York City, Elan holds degrees in philosophy and political science from the University of California, Berkeley, and a law degree from Northwestern University School of Law. “How could it be that we are seeing a tsunami of Jew-hatred,” asked Amb. Carr in his closing keynote, repeating the question he's heard from members of the US Congress.  “Who could have believed that 80 years after humanity's greatest crime against the Jews that antisemitism would rise again,” and reiterated the official statement made by former US Secretary of State, Mike Pompeo:  Anti-Zionism is antisemitism. So how, Carr asked, do we fight the “ancient, yet recurring indefatigable sickness known as Jew-hatred?” Carr offered six key solutions: “Double down on Jewish peoplehood, explain our right to our homeland. Combat antisemitism in all its forms - from neo-Nazis on the right to radical Marxists on the left and antisemitic activists who justify their actions in the name of the palestinian national movement as well. Bring balance back to college campuses and schools, and differentiate between protected speech and propaganda. Suffocate state sponsors of antisemitism, particularly Iran, and the jaw-dropping, shocking textbooks being used by the Palestinian Authority in schools. ‘Any country that is funding Iran or the PA is, in effect, collaborating with them in teaching children to hate Jews.”  Finally, he said, “play offense by proactively promoting a Philo-Semitic narrative that tells the Biblical story of the Jewish people.  “There is a Jewish story in just about every country. For example, just as America is covered with content and marketing campaigns educating Americans about Black History Month, there is no reason America shouldn't be covered with content for Jewish Heritage Month, designated by the US government to be the month of May,” Carr said.

With deep thanks to the one above, we had a full house at the Begin Center in Jerusalem, and thousands of people viewing from all over the world, across our various platforms. Here is the recording to share with everyone you can. The more people you all share it with, the bigger an impact we can make!For those of you who had technical difficulties, or did not see the email with the conference link in time to join us live, I sincerely apologize. We tried our best to ensure that everyone who registered received the livestream link on time, but we apologize for any issues or confusion that prevented people from joining us live. I promise that we will try even harder to make the experience more seamless for our next conference. In the meantime, I please ask for forgiveness for whatever frustration you experienced.Now, many people take a deep breath after a conference ends, because all their hard work has paid off, and now they can relax. However, for us at the Pulse of Israel, things are different. For us, the conference was just the catalyst to begin the real work. Starting Now. And we need your help.The conference was just about creating the buzz to change the conversation, in order for Jews and non-Jews to wake up and realize that this issue must be shouted from the rooftops, because we have all been orphaned by our leaders. Now, the real work begins to change the conversation on a daily basis so that Jews worldwide will be more empowered to face the growing Jew-hatred in the name of "palestine", and therefore better protected.Now that we have some people's attention, we have to push out these messages in an even  bigger way to get even more people's attention. Ultimately, we won't change the actions of our leaders until they hear the cry from us, the public. In a time of social distancing, we're standing virtually with the Jewish community all over the world as we bring you an entire season of The Keeper focused exclusively on anti-Semitism. In 2018, the U.S. House of Representatives passed the Special Envoy to Monitor and Combat Anti-Semitism Act. As anti-Semitism continues to surge around the globe, this legislation sent a clear message that the United States will not tolerate hatred and bigotry. In February 2019, Secretary of State Mike Pompeo appointed Elan Carr to fill the post of the special envoy. Prior to this point, the position had not been filled by the White House. Elan Carr appears on this episode as a guest to discuss his vital work as special envoy—his top priorities, his day-to-day work and the role of other countries in addressing anti-Semitism globally. Prior to his appointment as Special Envoy for Monitoring and Combating Anti-Semitism, Carr served in the United States military and in the Los Angeles District Attorney’s office as a deputy district attorney.

US Special Envoy Elan Carr role in the Trump Administration is to monitor and combat global antisemitism. But the tragedies of the Pittsburgh and Poway synagogue attacks have ensured his focus has become more domestic. Mr Carr's message is unity; for the Jewish community to stand together to fight anti-Jewish hatred - and to bridge the gap in an increasingly polarized America to work on bi-partisan solutions. He is an Iraq war veteran, a former deputy US attorney in LA and a Republican in an historically Democratic district of the House of Representatives. Elan is of Iraqi Jewish heritage and served the US military in Baghdad, lighting Chanukah candles and leading Shabbat services in the palace of deposed President Saddam Hussein. We discuss issues of free speech, protected and unprotected speech plus where he sees the role of the IHRA definition of antisemitism in the future protections of Jewish people, and by extension safeguards to western society itself. I am blessed to be around remarkable people. There are always Takeaways to learn. That is what I am sharing on this podcast. Takeaways – Life. Lessons. Learned. explores learning from the wisdom of others. This was a landmark episode for Takeaways! We recorded in front of a live audience, we recorded on video (currently in editing) and we had to get official approval from the U.S. State Department to sit down with our guest!! February 5, 2019 Secretary of State, Mike Pompeo, appointed Elan S. Carr to be Special Envoy to Monitor and Combat anit-Semitism. This position was established in 2004 as part of the Office of Religion and Global Affairs at the United States Department of State. Rewind to the summer of 1999. I was a rising sophomore attending UNLV. My fraternity brothers put me forward to receive a full scholarship to attend the Alpha Epsilon Pi International Convention in Morristown, New Jersey. At one of the leadership breakout sessions was this guy with radiating enthusiasm. Whenever he saw someone he knew, he would let out this signature "dooooooooode" as the pitch in his voice raised, his arms would open wide in anticipation of a brotherly embrace. He would then say in perfect Hebrew, "brother how I missed you!" Elan was already a legend to droves of Alpha Epsilon Pi brothers around the world back then as a major volunteer. He joined AEPi as an undergraduate at U.C. Berkeley where he earned a degree in Philosophy and Political Science. Then he went to Northwestern University to get his law degree. Operation Desert Storm occurred when he was a first year law student. That compelled Elan to join the U.S. Army. It was that decision which lead him to serve in the Iraqi War after the events of 9/11. The stories Elan shares in this episode about his experiences in Iraq are almost unbelievable. Elan's day job for 13 years was as a criminal prosecutor in Los Angeles Country. He focused both as a gang prosecutor and in the Special Victims Unit prosecuting child molesters, rapists, and domestic abusers. In 2014 Elan ran for Congress and lost. It was that election, however, that put him on the radar of the National Republican Party to be considered almost 5 years later for this current role. Politics aside what else can you learn from a person like Special Envoy Carr? Created 15 years ago by President George W. Bush, the position of Special Envoy is charged with developing and implementing America’s policy to fight anti-Semitism at home and abroad. Carr—a veteran of the Iraq War, JAG officer in the U.S. Army Reserve, and former Deputy District Attorney for Los Angeles County—comes to his position during a time of rising hatred against Jews within America and around the globe. In this podcast, Special Envoy Carr sits down with Tikvah Fund Senior Director Jonathan Silver to discuss his office’s efforts to fight Jew-hatred. He recalls the family history that drives his fight against anti-Semitism, explores the trends—positive and negative—he sees across the globe, and makes the case for why fighting anti-Semitism in all its forms—including anti-Zionism—is vital for the health of any society.
