Carolyn Jarnagin of Hamblen County is trying to change that with her organization called Food on Foot, which sends food bags home with kids in need on the weekend. This session shares the Franklin (MA) Master Plan Update Committee meeting held on Wednesday, October 2, 2024. 10 members participated, 8 in the Council Chambers (Jones, Hamblen, Carlucci, Halligan, Hagen, Williams, Powers), 2 remote (Lange, Hunchard), absent (Frongillo, Gallagher, Stelzer, ?).Quick recap:The Master Plan Update Committee met as scheduled on Wednesday evening, Oct 2, 2024. Much of the meeting worked through the details of how to process the comments etc. coming back from the Town departments on the proposed implementation plan. Ultimately reaching agreement to work on the next update in subcommittee sessions to be scheduled over the next 2 weeks so the comment reviews etc. and updates can be sent back to Amy Love by Oct 20 or Oct 21 so that can be consolidated for review by the committee at their next full meeting Oct 23.The community will get to see the 'final' master plan doc proposal early in November and have time for review and comment. Details on what forums or formats the feedback will be taken were not specifically determined. This session shares the Franklin (MA) Town Council Meeting of Wednesday, June 26, 2024. All 9 members were present in Council Chambers. We took an extract of the full meeting, separating the all alcohol license transfer between Pour Richard's and BJs for this segment of audio.The transaction in June was twofold; Pour Richard's ownership is changing, they are transferring their all alcohol license to BJs. In return, BJs will transfer the beer & wine license they have to the new owners of Pour Richard's.Should have been a straightforward move, both parties had done the prior paperwork, both parties were in good standing, the Town departments and ABCC had given prior approval, the formality of the transfer needed to be completed. As one BJs lawyers stated:“I'll be as brief as I can. There are two main premises to licensing in Mass and the first is to serve the public need. That's basically the overall picture of location, and number of licenses, and in this case, this swap will definitely serve the public need because it's really not changing what's going on now other than moving the all alcohol portion slightly down the road to a different operator.Now the second basic premise is for licensing to promote the common good and although I I find those confusing, I used to always think well what's the difference? Well the common good really focuses not on the town, and not on the town's landscape, but on the operator, and the specific location, and the specific way that the package store will operate. “Later in the hearing, Town Administrator Jamie Hellen answered a question on a possible policy around not providing all alcohol to big box stores.“Basically there's just nothing in town policy or code that I'm aware of, and I just conferred with the town attorney that could speak to that too, that does not, I want to be respectful of Councilor Frongillo's position if that's his priority as a voting member of the council that's a different matter, and it could be other members of the council as well or other members of the public but we have no policy on the books that prohibits that.Actually I believe that's actually a policy that might even be challengeable legally because now you're making a judgment on a license on determinations that are not grounds for denial of a license, and would be an automatic approval on an appeal. So I just want to make sure the Public's clear about that there's a difference between an opinion, and what we have in terms of a bylaw, we do not have a bylaw, we do not have a policy that's official about this“ The public hearing closed, and both steps of the transfer were denied by 6-3 votes via roll call (Mercer, Jones, Hamblen for; Cormier-Leger, Chandler, Pellegri, Dellorco, Frongillo & Sheridan against)Both BJs and Pour Richards have appealed to the ABCC. The Town when it filed the paper noting the denial apparently did not fill out the reason for denial (likely because they did not challenge on either of the 2 legitimate grounds for denial). In advance of the ABCC decision likely favoring both BJs and Pour Richard's, the measure is back before the Council. Pour Richard's had made a public appeal directly to the Council to reconsider righting the incorrect vote they had cast.We'll see what happens Wednesday night. This session shares the Franklin (MA) Town Council Meeting of Wednesday, June 17, 2024. 7 members were present in Council Chambers, one participated remotely (Cormier-Leger), one was absent (Hamblen). For the time when Cormier-Leger participated all votes were recorded via roll call.Quick summaryA number of citizens comments accounted for approx. 30 minutes of the meeting before the Council began its business.The zoning change for the parcel on King St while forwarded to second reading by a 5-4 vote was roundly defeated by an 8-0-1 (1 absent) vote.The override and budget discussion resulted in two actions. One - consensus to begin with a Joint Budget series of meetings to work on determining the future (assuming yes, when?), and getting consensus among the 3 committees (Town Council, School Committee and Finance Committee) on an amount for an earlier spring vote.Two - the Council did vote to take $1M from the debt stabilization account to provide for additional funding for the School budget. The School Committee will vote to accept the funding at their next scheduled August meeting (Aug 13). (After this vote Cormier-Leger left the session)A set of 3 bylaws to change downtown commercial zoning to bring the Town into compliance with the MBTA regulations were approved and moved to second reading. The second reading will be a Council meeting in August.The zoning change for the mill store property on Union St was approved and moved to second reading (also at a meeting in August)The Council also voted to approve the land swap deal with the state. This work started approx. 11 years ago and finally getting to the changing of the deeds stage to complete. This session of the radio show shares the Town Council meeting held in Council Chambers on Wednesday, March 15, 2023. All 9 members of the Council were present in the Council Chambers.Quick recap:Not to be missed by all the hubbub around the 40b housing issue, the Police Dept swore in 4 new officers. While ‘new' to the Town they are effectively backfilling existing budgeted positions. These are not ‘new positions'. There is turnover within the department not unlike other departments are seeing, they at least are fortunate to be able to find qualified candidates to provide the backfill The Police Dept also presented a proposal to install 2 license reading cameras to enable a 30 review of traffic to see who is coming off i495 into Franklin. The system and the local police departments that maintained a ‘watch list' that can also alert the Police to the presence of nefarious folks (folks with existing warrants for arrest) entering town. The project is funded by unspecified internal Dept sources as a pilot. The timeline for install remains TBD, there was promised additional info and communication to the community about the nature of the cameras, what they do and don't doAppointments to the Master Plan Update Committee were presented and unanimously approvedThe Council did unanimously approve an additional 2% COLA for Norfolk County retireesThe Council did approve a sewer map addition for 160 Grove St by a 8-1 vote (Chandler no, he had voted no the first time around too)The 121 Grove St 40b proposalThe Franklin, MA Town Council whiffs on an easy layup to bring more housing and "Affordable" housing to Franklin. At the Council meeting on Wednesday, March 15, the Council voted 4-5 to support a "friendly 40b" proposal. The proposal needed 6 votes to pass, it was 4 yes (Frongillo, Sheridan, Hamblen, Mercer) and 5 No (Cormier-Leger, Chandler, Pellegri, Jones, Dellorco).Why did they blow this 'easy layup'? Ask them to explain, the short summary I have is they misunderstand the ‘friendly 40b process”.From the ‘friendly 40b' process memo:“Because Franklin is above the 10% affordable housing threshold, it can permit so-called "Friendly 40B" projects to build mixed-income housing.Unlike traditional 40B projects, this allows municipalities to remain in control of most aspects of project design and construction. A "Friendly 40B" project is a project that has local support because of the contribution it can make to the community's need for more diverse housing options, and the contributions the developer agrees to make to local needs (infrastructure, public safety, land protection, etc.).”Bottomline the proposal will likely go forward as a regular 40b. The developer could have chosen to do so but they chose the ‘friendly route' and the Council vote nixed that.1 - the 'friendly 40b' process - one claimed to have been lied to (as to what the ‘friendly 40b' process was) when this vote was their one chance to have a say in the matter and what they said with the negative vote was "we don't want to work with developers to bring in affordable housing"2 - they denied the opportunity to continue to work with the developer to iron out some of the issues as it went through the process. Now they have conceded all the issues to the Zoning Board of Appeals. Yes, the ZBA always had the final say, the Council never would, but this was their one chance to ensure they (and the Town departments) had a thoughtful chance to provide input and they failed. What department will willingly work with this developer when the Council has said “No”3 - the property has been turning in approx. $13K revenue to the Town, the proposal would have generated about $800K. This session of the radio show shares the audio recording of the Economic Development Subcommittee meeting held on Wednesday, Sep 21, 2022 in the Council Chambers.   “Franklin For All” Steering Committee  Chair Melanie Hamblen, Glenn Jones, Cobi Frongillo, Pat Sheridan Greg Rondeau, Beth Wierling, and Bruce Hunchard Quick recap: Franklin For All portion Full steering committee reviewed the priority listing and time line developed by Planning and Community Development Dept after the steering committee had set the priorities for the Franklin For All recommendations during their August meeting Much of the discussion was around clarification on what was included, what was not, and why Parking bylaw proposal portion of meeting Just the Council members remainder on the dias for the longer section of the meeting around the parking proposals (B Wierling did move to the audience and ended upon commenting on the proposal as a resident) There was much discussion and input from community and business members on aspects of the proposal The subcommittee voted to move the recommendations forward to the Council with a variety of votes. At first they attempted to move all forward, by a 4-0 vote. When they were advised it was complete, a more refined set of votes on aspects of the proposals results in 3-1 votes (Hamblen, Frongillo, Sheridan for; Jones against). Another motion for an amendment (for residential parking) by Sheridan did not get a second so it died there. One of the proposed amendments (from Frongillo) was to expand the role of the Town Administrator to set more than just the rates. Steve shares how his past experiences inform his current position and how important empathy, authenticity, and relationships are to be successful and happy. Steve now works for Destihl Brewery, located in Normal, Illinois, and he covers their Texas accounts. At this year's GABF, Destihl was awarded a bronze medal for their Haze of the Dead and a gold medal for Tour Bus. Destihl is also known for making some of the best sours in the game. What a joy it was to sit down with John Ferguson, Co-Founder and Manager of New Magnolia Brewing. Located on Bevis Street in Houston Heights, New Magnolia will celebrate its 2nd anniversary in November. They make some of the best beers in Houston, and we got to try some! We started with the Heights Light Lager, a bronze medal winner at the U.S. Beer Open Championship. We also tasted Hella Pils, Czech Style Amber, WYSIWYG, and Tropical Splitz. We learned the origins of the names of WYSIWYG and Ennio Pils. And we talked about their Revolution IPA, a series using the same malt base with different hops. Our road trip conversation diverged into a discussion about the best BBQ in Texas. And if you want to try the beers that John would drink if it were his last day on earth, you'll need to visit the brewery. They are open 7 days a week. Make sure to check out their art wall. This week's episode features Equal Parts Brewing. They are located in Houston's 2nd ward, east of downtown. We were so excited to chat with Matt Peterson (Owner, CEO, Janitor, etc.) and Josh Samples (Sales Manager Extraordinaire). We started off by talking about what we were drinking: Entropic, on draft at The Cove on Hamblen. A delicious, tropical, balanced IPA. We learned that they went through 5 - 6 experimental batches until they got it just right. Next, we talked about the name change they went through, from Sigma to Equal Parts Brewing. They also have some unique names for their beers, and we delved into a few of those. The Big Lebowski is a big influence. Then, we discussed their Exotic Series. These are Tiki-inspired sour beers that are available in the taproom only. They mimic the taste of cocktails. Two of them are Pain Killer and Navy Grog. Equal Parts just opened their new, beautiful taproom. It is open every day. You can also find their beers at H-E-B and other stores around Houston. And on August 12th, they will be in San Antonio at Elephant Cellar for their Brewer's Dinner. Thank you for sharing your time and expertise with us, Matt and Josh. We enjoyed some tasty beers on draft, and we tasted some amazing homebrews by Josh Castillo, H-E-B Beer and Wine Steward and Homebrewer. We were also joined by Carlos Cortez, Sales Manager for SpindleTap. We tasted three delicious homebrews while discussing beer styles, flavor profiles, and tasting notes. We also discussed Boston accents, the connection between Call of Duty and Heavy Hands, and the first beer we had when we turned 21. We bid farewell to Josh as he will be moving to Washington state.
