In 2011, Mike was named Chairman of the House Intelligence Committee. In 2012, just one year after assuming this role, Mike warned that Chinese technology companies Huawei and ZTE posed a national security threat.The Intelligence Committee's report concluded that these tech companies were serving as arms of the Chinese government, had stolen trade secrets from American corporations, and could potentially spy on American citizens. It's worth noting other findings remain classified out of national security concerns.What were these technology based threats and do they exist today? Globally, democratic activists are confronting novel forms of digital repression pioneered by autocrats who increasingly share software, hardware, and knowledge across borders. Notably, the People's Republic of China has developed a heavily coercive governance model which it exports internationally through firms such as Huawei and ZTE. In Venezuela, for example, PRC technologies help to underpin the invasive “homeland” digital ID system, which is required for citizens to receive public salaries, state benefits, and access to medical care. Iria Puyosa (Atlantic Council DFRLab) and Valentin Weber (German Council on Foreign Relations) joined the Forum's Christopher Walker and Beth Kerley to discuss the emerging threat from autocrats leveraging digital ID and digital information collection to incentivize compliance with regime models of “normal” behavior. Together, they unpack examples of repressive digital governance practices in China and Venezuela and explore steps the democratic community needs to take to stay ahead of digital authoritarians. This podcast was recorded after a joint, private workshop co-organized by the International Forum, Stanford University's Global Digital Policy Incubator, and the Hoover Institution's China's Global Sharp Power Project. Is America in a new Cold War with China? If so, who is winning? One of the defining features of the 21st century has been the intensifying competition between the United States and the Chinese Communist Party. As the two superpowers jockey for global influence, China threatens to dislodge America's longstanding role atop the international order.At the heart of this struggle lies the Belt and Road Initiative, or BRI, a massive infrastructure and investment project that has become the centerpiece of China's foreign policy. The BRI is often portrayed as an economic venture—China is seeking to create new markets for its goods, stimulate economic growth in its less-developed regions like Africa and Latin America. But the BRI has increasingly come under scrutiny as a geopolitical gambit designed to expand China's power and undermine American leadership.As policymakers in Washington grapple with how to respond to China's growing assertiveness, our guest today offers a provocative thesis: America is losing this new cold war, and it needs a bold strategy to turn the tide.Evan is joined by Michael Sobolik, a senior fellow at the American Foreign Policy Council. His new book, "Countering China's Great Game: A Strategy for American Dominance,” calls for the U.S. to take new approach that would exploit the BRI's weaknesses, such as its reliance on unsustainable debt and its tendency to breed corruption and local resentment, while simultaneously strengthening U.S. alliances and providing alternative models of development assistance.
