Standing with him were a 53-year-old woman and her 15-year-old son who had just got off a Virgin flight from Sydney, and before that Toyko. They were asking where they should go to quarantine. But hotel quarantine for international travellers was not due to resume in Victoria for another two days, and the failure of the first program was still fresh in the minds of those who lived through the second lockdown. There was also the fact COVID-19 had been eliminated in Victoria after more than a month without a case. Any international arrivals could be carrying the virus, threatening to plunge the state into another round of restrictions. But quick thinking by the two security guards prevented a mistake by a NSW police officer, who mistakenly believed the pair had exemption from quarantining in Sydney, from turning into a potential disaster. "It was like we saved Victoria," Mr Mikha said.
