    Japan's Minister of Health, Labour and Welfare has approved the kick-off of Pfizer vaccine in Japan despite the government skipped third phase clinical trials. Pfizer released the statement saying prior samples from clinical trials from the world, proved the vaccine is safe for Japanese too. The health minister Norihisa Tamura says standard syringes in use in Japan are unable to extract the sixth and final dose from each vial manufactured by the US drugmaker. Japan secured 144 million shots of Pfizer vaccine equal to 72 million people, however the syringe problem potentially waste 1 in 6 shots, according to Kyodo news agency. Tamura says the syringes used in Japan can only draw five doses, but they will use all the syringes they have that can draw six doses, but it will, of course, not be enough as more shots are administered. https://www.pfizer.co.jp/pfizer/company/press/2021/2021_02_14.html

    Tokyo Olympic reportedly cancelled, but organisers deny the rumour.

    A day after the Times UK's report titled “Japan looks for a way out of Tokyo Olympics because of Covid,” the head of Japan's Olympic committee, Yasuhiro Yamashita says the rumour is wrong and ridiculous. An anonymous source told the Times that the Japanese government has privately concluded the cancellation of the event. On Friday, Yamashita said, we are planning how to hold a safe and secure Games in great detail, working closely with the International Olympic Committee and the World Health Organisation. International Olympic Committee President, Thomas Bach said there was "no Plan B" for the Olympic games. IOC has the decision on the games whether to go ahead or not, but it is possible to be cancelled by the organisers such as the Japanese government, TOC and JOC. Earlier, Yamashita was asked how he planned to communicate with athletes about vaccination. He said it's a decision for the government to make. It's not for the JOC to decide, adding that he couldn't give a definitive timeline given that the vaccines were not being distributed yet. World's eyes are closely watching the organisers' comments on the games holding within six months.     Japan's Suga pick Taro Kono as COVID vaccine minister

    Prime Minister Yoshihide Suga says the position as vaccine minister was filled by Taro Kono whose currently assigned for administrative and regulatory reform minister, will take on the additional role of overseeing vaccine distribution. Suga plans to launch the vaccination program by late February, using the Pfizer-BioNTech vaccine, despite reported deaths in Norway. Health minister Norihisa Tamura said earlier he's hoping Pfizer vaccine will be approved by mid-February under an accelerated process. People older than 65 and front workers will be vaccinated, followed by people with 14 types of underlying health conditions including chronic respiratory diseases, cardiac diseases, diabetes, obesity and cancer. Kono says he will held hearings from each ministry on the current situation.

    Japan plans punishment for breaking COVID-19 rules

    Prime Minister Yoshihide Suga plans to legislate fines and prison sentences for people not complying with COVID-19 preventive measures, while there are concerns of infringement on personal freedoms. Last Wednesday, Japan recorded the total of 300,000 cases despite the government expanded the state of emergency beyond the Tokyo metropolitan area to Osaka and other prefectures. Suga administration submits the proposed revision in the regular Diet session starting this week, those refusing to be hospitalised face a maximum fine of ¥1 million or a prison sentence of up to a year. People refusing to answer or giving false information to health authorities tracing close contacts could be given with a maximum fine of ¥500,000 or jail time of up to six months. The Health, Labor and Welfare Ministry has held a meeting to discuss a proposed revision to the infectious disease law. At the meeting, health experts approved the plan but warned the government to be cautious in giving out punishment. Government is also expected to revise the special measures law on the coronavirus that enables the government to fine businesses failed to comply with its requests to shorten their operating hours or temporarily close. Under the proposal, businesses in prefectures under a state of emergency is given a fine of up to ¥500,000.

    Japan rush to declare the state of emergency as 6,000 coronavirus cases recorded

    Yesterday Japan recorded 6,000 coronavirus cases. PM Yoshihide Suga is expected to declare state of emergency to Tokyo and 3 surrounding prefectures later today. On Wednesday Tokyo recorded about 1,600 cases, with over 100 patients in serious condition. Saitama and Chiba confirmed about 400 and 300 cases, respectively. The governor of Aichi, Hideaki Omura says he may ask the state to put the central prefecture under the emergency declaration, while Aichi has recorded about 360 cases. Osaka and Fukuoka recorded 560 and 316 cases. These prefectures are not included to the planned state of emergency. The coming state of emergency will be in place until the early February. Under the declaration residents are encouraged to stay home, restaurants are told to close by 8 pm, but no fines applied.

    A half year after the deadly flood took 65 people's lives in Kumamoto, over 4,000 people live in temporary housing. Local government sends staffs at the sites to help ex-owners rebuild houses. More than 2,600 families happen to continue their lives upstairs escaped inundation, according to Japan Times. In November, Kumamoto Prefecture resumed a dam construction project that's halted in 2010, in response to the wide criticism towards the water management. Governor, Ikuo Kabashima says he's approved the construction on the Kawabe River, despite his opposition to the project over environmental damages. “I've accepted people's wishes to protect both lives and the environment. These wishes are what made my decision.” The financial damage to the local infrastructures and about 4,500 damaged properties, is estimated at ¥533 billion, but people's lives.

    Tokyo records 816 new COVID-19 cases on Sunday. A day before, the request to the central government to declare state of emergency was sent by Tokyo Gov. Yuriko Koike and the governors of two prefectures, Saitama and Chiba. The requests came after the country recorded more than 4,500 new cases on New Year's Eve as the number of severely ill COVID-19 patients hit a new high of 716. NHK reported the PM Suga discussed the request with his spokesperson and financial minister. The planned state of emergency will be limited to some hospitality industry compared to the one in April last year, which put many local business in financial hardship.

    At the United Nations General Assembly, Japanese PM Suga has reinforced the safety of the Olympic Games, and he said the event wiil be a proof of humanity has defeated the pandemic. According to SBS, Mr Trump plans to meet with the heads of California's emergency services on Monday. Joe Biden's ambitious climate plan has the biggest investment and the hope with allies. Firstly, he will rejoin the Paris Agreement on the day 1 of his presidency, and Biden will go further. According to his proposal, the admission will “lead an effort to get every major country to ramp up the ambition of their domestic climate targets.” Australia and Japan has modest climate policy, will be targeted by Biden's admission. The purge has begun with the media owner of Apple Daily, Jimmy Lai. His company's senior executive Mark Simon said in a tweet that "Jimmy Lai is being arrested for collusion with foreign powers at this time.” On that night, 23 year-old activist, Agnes Chow was detained by police. Later a statement was posted on her Facebook, says she was arrested over “clouding with foreign forces,” under the National Security Law. President of Taiwan, Tsai Ing-wen showed a disappointment over the surge in Hong Kong, saying the arrests “further eroding Hong Kong's freedom of the press, rule of the law, human rights and democracy.” This comment came after the meeting with a high-profile US figure visiting Taiwan. —When did this diplomatic relationship start between US and Taiwan? Since 2018, US has embolden the tie between Taiwan by introducing acts such as Taiwan Relations Act and Taiwan Travel Act. Plus, Taiwan is buying military equipments from US over the decade. Yesterday, US health secretary, Alex Azar, has met Taiwan's president, Tsai Ing-wen for the meeting over the response to the COVID-19 crisis while Taiwanese airforce detected unknown fighter jets, allegedly from China, at the Taiwanese side of the border.     Explosion in Beirut and Hiroshima

    Yesterday, a massive explosion wiped at least 135 people and injured 4,000 others in Lebanon's capital city Beirut. Many of you would've watched the blast on social media or TV. I see media sort of creates contrast between this blast and Japan's atomic bomb in Hiroshima. There is a reason behind the juxtaposition. Today is the 75th anniversary of the Hiroshima's atomic bomb. UK based news Dailymail reported the blast was a fifth size of a nuclear bomb called “Little Boy” was sourced from the local media in Lebanon. BBC reported that specialists at the University of Sheffield in the UK estimate that the blast had about one tenth of the explosive power of Hiroshima. There are many assumption on the impact of the blast. As far as I researched, it is about 10-20% of the Hiroshima's atomic bomb “Little Boy.” I think the awareness of the use of nuclear weapon is very important. But, it is inappropriate comparing between the nuclear weapon during the World War Two, and a potential miss-management of the chemical. President Michel Aoun said the blast was caused by 2,750 tonnes of ammonium nitrate stored unsafely in a warehouse. "We leave it to the experts to determine the reasons," he said. Coming weekend, in Japan, people remember the impact of atomic bomb in Hiroshima and Nagasaki during the WW2. This year, is the 75th anniversary of the incidents when Japan was an enemy of the world. This year, the size of ceremony will be smaller than usual because of preventing the COVID-19 in the city. I will prey, as I do as part of my morning routine, for ancestories and victims.     U.S. Big Tech Hearing - TikTok Banned

    Last Wednesday, the US House of Representatives held a hearing. The world's most powerful tech CEOs - Mark Zuckerberg of Facebook, Jeff Bezos of Amazon, Tim Cook of Apple and Sundar Pichai of Google – were summoned to Washington. The overall purpose of the hearings was to determine whether the companies had too much market power. For instance, the treatment on startups was the subject over the violations of antitrust law. In response to the buyout of Instagram as a possible strategy to take out a nascent competitor. Zuckerberg said that, in fact, Instagram's success had never been guaranteed and was the result of Facebook's investment in the product. None of the startups can beat the giants on the traditional money game, monopoly. In the country like U.S. where capitalism are heavily taken a place, the question on the big companies dominating market, seems contradictory to me.     Tokyo Disney Resort revealed its re-opening plan from 1 July, which follows the strict procedures in order to prioritise “the health and safety of guests” within the amusement park. This guideline is serious. It has 12 chapters throughout 9 pages. It says about precautions against COVID-19. But, unintentionally, it's funny. There is a line about not touching characters like Mickey mouse and Winnie the Pooh or whoever. But, how do you prevent bunch of kids rushing to the adorable characters? The characters can't say anything nor knock off kids. It's a scary job that actors are exposed to the risks of getting virus, but not be able to scream nor sped off. The guideline just says that they work carefully on that situation. Universal studio Japan reopened this month and apparently circle around characters and asking guests not to get in there. Major change in the operation of Disney Land is to down the amount of the guests to 50%. You may will be rejected if you have a temperature higher than 37.5℃.     On January 31, Abe's cabinet made a decision on to hold a prosecutor, Hiromu Kurokawa who is the second highest position in the office, after his retirement age, 63. He has worked closely with Abe's cabinet. All of the major papers such as Yomiuri, Asahi and Mainichi reported the “highly unusual” decision, but it seemed to be overseen among people. Since last weekend, a word has been on Twitter's trend in Japan. #警察庁法改正案に講義します which means in Japanese “I oppose the revision of the public prosecutor's office law,” has posted or retweeted over 3.8 million times. People are still posting with the hashtag even after a week of online protest. Not only media outlets put opposite views on the law, but the biggest lawyer union and the opposition leaders in the parliament. This week, most likely the leading party would pass the law in the parliament and the alleged Abe cabinet's illegal decision would be legitimised. There are more to talk about how the prosecutor matters to Abe and why the cabinet decision has such a power when it comes to the politics. During this pandemic, the country is in confusion, the government is thinking of self-interest. Politicians are fur from “modest” which is the country's reputation on people. Japan has the second biggest newspaper circulation in the world and hire huge amount of journalists within the country. Why they can not hold the power to account? That is my huge question.

    Japanese PM called the State of Emergency yesterday at 7pm. That when everyone in Japan sort of facing TV, so he chose that time. During an hour of special broadcasting, he spoke more than 30 minutes, so slowly, on why and how they tackle COVID-19 and reporters threw questions. Last night, Japan, finally, declared the state of emergency on Tokyo, Osaka Fukuoka and the other four prefectures due to the impact of coronavirus. PM Abe urged residents to stay home to protect their lives and announced the “significant” reduction of social interactions. “In two weeks, the numbers of increase peak and the numbers will be decreased if the contacts between person to person was cut at least 70-80%,” he said. To prevent the spreads of COVID-19, the restrictions on people's mobility and social interaction is inevitable as countries around the world followed the WHO's health advice. However, he said there is no necessary to shut borders. “This emergency declaration is not like lockdown in foreign countries. That is clear. From now on, public transportation such as train and bus will run. Roads will not be closed that is unnecessary to do according to the specialists” Japan Times reported “Even under a state of emergency, prefectural governors do not have the legal power to enforce extremely restrictive actions and cannot lock down cities like in the U.S. or Europe” -------------------------------------------------------------------------------------- I've been telling my friends and family not going out. Although the restrictions on people's mobility and social interactions are very very important, the government took the situation lightly. So, this underestimated decision would costs lives. Though the government have no intention of lockdown, the situation in Japan is similar to stage 1 of lockdown in Victoria. Remember, we were allowed to do anything during the strong warning from the premier. Japan Times reported, “The declaration authorises the governors in the seven prefectures to request that residents stay home except for essential tasks, such as grocery shopping and seeking medical care.” We'll see how strict the Japanese are in the rules. People are allowed to go out for two essentials tasks: grocery shopping and seeking medical care. According to the medical chief who joined the press conference with the PM, the other prefectures did not leach to the emergency. That is why they are excluded. The number of patients was doubled over a week, 3,906 cases were confirmed on Tuesday. -------------------------------------------------------------------------------------- Today, Tokyo confirmed more than 140 people in a day which recorded the highest number per day since the outbreak. Most of the people wear masks, but as Norman Swan, the host of the Health Report said masks help not to spread the virus from the person whose virus is asymptomatic, that is not the silver bullet for the virus. One of the research company is about to start the vaccine on human. So, there is a debate that one side, a vaccine will save lives, but on the other side, the pandemic will probably have peaked and declined before a vaccine is available. It is true to say, it takes a while before the arrival, so why not we try our best now? The best things you can do is, to wash your hands at least four times a day, reduce the number of shopping, work from home. As WHO advises, stay home.
