ActionSA last night put a spanner into South Africa's Government of National Unity works by breaking the impasse over the ANC proposed National Budget. The party's Parliamentary leader Athol Trollip spoke to BizNews this morning ahead of an early morning flight from Johannesburg.
Parliament's Standing Committee on Finance has adopted its report on the fiscal framework that was tabled in Parliament by the Finance minister, Enoch Godongwana, earlier this month. The budget includes a zero-point-five percentage point VAT increase over the next two financial years. The committee adopted the report with recommendations proposed by ActionSA - which includes that Treasury must be given 30 days to come up with alternatives to tax hikes, while scrapping the VAT hike and to adjust personal income tax brackets. The majority of the members of the committee - 6 out of 11 - voted in favor of this. However, other members cautioned that the laws governing the adoption of the budget do not make provision for a 30 day window period. Pressure on the ANC's elite-enriching BEE policies ratcheted up to a new level this week. Apart from GNU negotiations over the delayed National Budget, attention was also focused on BEE after on the completion, 17 years later, of the Kusile power station at a final cost of R250bn. It had been signed off as an R80bn project, but was massively escalated by BEE requirements that opened the door to corruption and rent seeking. The Minister of Finance and Economic Planning on Thursday revealed that Rwanda's national budget for the year 2023/2024 is 5.1trillion Rwandan francs. That is slightly above 4.3 billion US dollars. This years budget is a 6% increase from last years. My biggest takeaway from the budget reading the fact that foreign aid was only 13% of the total budget. While still high, we have to remember that there was a time overseas development assistance was the majority of the budget. We are slowly but surely weaning ourselves as a nation from the scourge of foreign aid. Due to the different challenges that Rwanda has faced over the last few years, whether it was the covid 19 pandemic, high petroleum prices, national disasters and the Russia-Ukraine conflict, our economy hasn't grown as fast as we would like it to. So the question is, Will this year's budget help jumpstart the economy? To help us answer that fundamental question and more, we are joined this week by budget expert, Victor Omurunga, an Associate Director at PriceWaterhouse Coopers Rwanda. Victor is a Certified Public Account with 13 years of experience with a specialty in government and public sector accounting.
