Turkey courts Libya's rival factions in bid to further Mediterranean ambitions

In a bold move by Ankara, Turkey this week brought together Libya's two rival militaries for international exercises. While firmly supporting the Tripoli-based regime, Turkey is now extending an olive branch to the Benghazi administration, aiming to steady Libya and broaden its sway across the region. For the first time, Libya's two military forces participated internationally together under one flag. According to the Turkish defence ministry, 501 personnel from both Libyan armies joined Turkey's Efes 2026 military exercises. “There needs to be one unified army in Libya, one unified military force,” said Libya expert Aya Burweila of the Athens-based Centre for Hellenic and Mediterranean Studies. “I think these joint exercises help with that. They help facilitate closer cooperation with both sides, and that can only be a good thing.” Libya has been split since 2014, with the Government of National Unity ruling the west from Tripoli and the Government of National Stability holding the east in Benghazi. While Ankara has long championed Tripoli, analyst Burweila suggests that May's joint exercises signal a new Turkish push to engage with Benghazi. “This is a huge, practical pivot towards the east [by Turkey]. It has huge implications for Libya's stability. Turkey's position now is that it has good relations with both sides,” said Burweila. “It's not just joint military exercises. There are business interests, there are sales of weapons and drones, and so forth.”  Turkey and Italy boost cooperation in bid to shape Libya's political future Energy reserves For Ankara, courting the Benghazi administration, led by military commander Khalifa Haftar, is all about expanding Turkey's influence in the eastern Mediterranean, argues Jalel Harchaoui of the Royal United Services Institute, a London-based defence think tank.  Harchaoui said Ankara needs Haftar's support to enforce a 2019 memorandum of understanding that Turkey signed with the Tripoli administration to create a joint exclusive economic zone in Libyan waters.  “Now, if Ankara wants to enforce it, which it does, it needs to have the Haftar family on board,” Harchaoui explained. “The Haftar family can deliver on two very necessary things: the parliamentary ratification, because the parliament happens to be controlled by the Haftar family, and also the part of the coast that is involved in this arrangement is eastern Libya, not western Libya.” However, the Turkey-Libya exclusive economic zone, believed to have large untapped energy reserves, is strongly opposed by Greece and Cyprus, who claim it violates their territorial waters. Neighbouring Egypt and Israel have also voiced concerns. Haftar's eastern Libyan government shares their reluctance. “Eastern Libya has very good relations with Egypt and has cordial relations with Greece as well. And this memorandum, at least from their side, violates their rights,” explained Libya analyst Burweila.  She added: “I think what lots of Libyans feel is: 'this fight is not our fight. We don't want to be involved in this kind of dispute.' So while this is a big priority for Turkey, it is not a priority for Libyans, and I think everybody there would prefer to kick this can down the road.” Egypt and Turkey's closer ties spark hope for peace among Libya's rival factions Carrot and stick Throughout 2025, Ankara wooed Haftar and his son Saddam, chief of staff of the Libyan National Army, but saw little progress. According to analyst Harchaoui, Turkey has since toughened its stance, zeroing in on Haftar's late-year military backing of Sudan's Rapid Support Forces (RSF). Turkish-made combat drones have been pictured on airbases in southern Egypt, which like Turkey backs the Sudanese army in its fight against the paramilitary RSF. According to a New York Times investigation, they have been used for strikes in Sudan. “This was a new development,” said Harchaoui, “It was basically Turkey saying, 'I smiled for most of 2025, and you did nothing for me. And you will have seen two faces. You will have seen the carrot, obviously, but also the stick.'” In April, Turkey delivered a new batch of military drones to Haftar's army, continuing this carrot-and-stick policy. The Turkish defence ministry says it aims to hold further joint military exercises with both Libyan armies. While Turkey is stepping up its efforts to stabilise Libya, its goal of securing joint control of a huge swathe of the eastern Mediterranean threatens to drag the country further into an increasingly bitter regional rivalry.

ANC Secretary-General Fikile Mbalula says the party's National Executive Committee has reaffirmed its full support for ANC President and President of South Africa Cyril Ramaphosa, dismissing speculation about his possible recall or resignation. Briefing the media after the NEC meeting, Mbalula said Ramaphosa's mandate from ANC branches and South African voters remains intact until the party's next national conference in 2027. He stressed that neither the recent constitutional court judgment nor ongoing parliamentary processes would disrupt government operations or the work of the Government of National Unity. ANC officials were earlier briefing the media at the Luthuli House in Johannesburg, following the party's Special National Executive Committee (NEC) meeting convened to deliberate on organizational and national matters of importance. So get your mind in a different place, and hey ho, let's go.   Sharren Haskel on the Rising Extremism and Western Political Paralysis Deputy Minister Haskel’s personal story and her reflections on recent attacks in places like Australia, the UK, and across Europe, reveal a growing concern about the unchecked rise of extremism and anti-Semitism in historically tolerant Western societies. Drawing on her years in Australia and the tragedy at Bondi Beach, Haskel expressed her deep shock and frustration over the persistent inaction by local governments in the face of escalating hate crimes against Jewish communities. According to Haskel, the roots of this problem go far beyond foreign policy. She attributes much of the inaction to internal politics and the pursuit of re-election, wherein politicians seek to appease immigrant communities that often arrive with deeply ingrained cultural prejudices, including anti-Semitism, from the Middle East. She criticized governments in Australia, Canada, and the UK for failing to enforce clear boundaries against hate speech and violent incitement. Instead, she argued, there has been a pattern of rhetorical condemnation without concrete protective measures, resulting in what she described as an environment where radicalization can flourish unchecked and Jewish communities are left vulnerable.   The October 7th Attack and Israel's Existential Resolve The conversation turned to the profound impact of October 7th, 2025, an event described as the largest and most brutal attack on Jews since the Holocaust. Haskel recounted the collective mourning and soul-searching that swept Israel, as well as a wave of determination to prevent such atrocities from ever happening again. For Haskel and many Israelis, the attack was not only an unspeakable tragedy but also a moment of disappointment in their generation’s promise to uphold the creed of “never again.” Yet, from the aftermath of horror emerged a powerful sense of resolve. Lochhead remarked that Israel appeared stronger after the attack, not weaker. Haskel recounted how, rather than fleeing, tens of thousands of Israelis and Jews from around the world returned to the country to support its defense. She described this as a pivotal moment, a ‘make it or break it’ scenario in which Israel had to repel attacks from multiple fronts—Hamas, Hezbollah, and hostile forces backed by Iran from Syria, Iraq, and Yemen. The attacks were not only aimed at Jews but also targeted Christians, Muslims, and citizens from various nations, further underscoring the broader threat posed by radical groups.   Iran's Uprising and the Global Stakes for Freedom As the Iranian regime confronted an unprecedented uprising (sparked by years of repression, economic hardship, and the regime's violent response), international attention intensified. Haskel spoke of thousands of Iranians killed or missing, the regime shutting down the internet, and the desperate situation faced by protesters, many of whom were being shot or abducted in broad daylight. Despite threats from Tehran aimed at both Israel and the United States, the Israeli government has maintained a cautious but attentive stance, recognizing both the risks and opportunities presented by the unrest. For Haskel, the Iranian regime stands as the foremost threat to global freedom, having long exported terror and repression while suppressing its own people. She called for solidarity among all who value democracy, emphasizing that the fall of the regime would be a victory for human rights, women’s rights, and the pursuit of liberty everywhere. Show Notes Constitutional unity and division Yuval Levin summarizes America's Covenant as a reintroduction to the Constitution framed around the challenge of unity in diversity. “Unity doesn't mean thinking alike. Unity means acting together.” The Constitution prioritizes bargaining, negotiation, and legitimacy over efficiency. Congress was designed as the “first branch” of government to embody pluralism and force compromise. The decline of Congress and rise of the presidency Levin argues Congress is radically under-active, ceding ground to presidents and courts. “The biggest problem we have is that Congress is under-active, radically under-active and has turned itself into a spectator.” Excessive focus on the presidency erodes democratic legitimacy. Current frustrations stem from misunderstanding the system's design: it resists narrow majorities and forces broad coalitions. Courts, originalism, and the unitary executive Levin affirms he is an originalist: “a philosophy of judicial interpretation … a mode of self-restraint for judges.” Supreme Court decisions in recent years repeatedly signal: “Congress, do your job.” He outlines the unitary executive theory: the president controls the executive branch, but not the government as a whole. “The president is in charge of the executive branch, but the executive branch is not in charge of the American government.” Trump's expanding power Levin warns of the growing push to centralize authority in the presidency. “I am very concerned about this kind of Caesar-ism. I think it is very dangerous.” Trump's second term differs because restraints have vanished; his circle now encourages unrestrained executive action. Disruption of long-held norms has weakened trust in American institutions globally and domestically. Constitutional crisis vs. constitutional creep Levin distinguishes between “creep,” “conflict,” and “crisis.” He argues the U.S. is experiencing constitutional creep: unchecked executive power without Congress pushing back. True crisis would involve direct defiance of the courts—something still possible but not yet realized. The role of citizens and civic responsibility Levin stresses the danger of passivity: “The politics of an autocratic state is a politics of spectators, and we just cannot become spectators.” Citizens should keep writing to Congress, vote with clear expectations, and engage in local governance. State legislatures, though less visible, often function better than Congress today. Clear thinking itself, Levin suggests, is a moral act for a healthy republic.
