The RPM Act has been stuck in Congress for a few years now, but with recent developments, it is more important now than ever. The main reason for this is that there is now a court case in Arizona Between Gear Box Z and the EPA that could set the precedent that you cannot convert a production vehicle into a vehicle built for race use. The RPM Act would make it permanently clear that you are allowed to convert a production vehicle into a race vehicle and still be compliant with the Clean Air Act. That clarity goes a long way in helping to ensure that amateur motorsport events can still go on largely as they have for decades now. Since the recording of this podcast, the case between Gearbox Z and the EPA has been closed, and in that case, the judge ruled that there wasn't enough evidence that the parts produced by Gearbox Z were used for race only vehicles, so the court declined to make a ruling in this regard. Even though this case is now closed, and no ruling was made, the RPM Act is still very significant because it would clarify this issue going forward. At a minimum, we would recommend that you follow some of the links below and get more information about the RPM Act, and possibly contact your Congressperson to let them know that you support the RPM Act and what it does. The Clean Air Act is a significant piece of legislation in the United States for combating air pollution emissions. As such, there's some tension between it and the car enthusiast community. There are groups that fear the EPA will use the Clean Air Act to essentially eradicate the aftermarket car enthusiast industry and community, and have proposed some legislation to protect certain aspects of car culture in the form of the Recognizing the Protection of Motorsports Act. Is the RPM Act a protector of all things car related in the US, or is there another agenda being pushed?

Scooter grew up as a mechanic and got his first job right out of high school. He was drafted to the Navy during the Vietnam War where he served as an aircraft mechanic. When he came back home, he got a job at Racing Head Service around 1972. They were having trouble finding good camshafts for their market so they started Cam Dynamics (now Comp Cams) to fill the need. Over the past few decades, Scooter and the team have built Comp Performance Group into a juggernaut in the aftermarket powertrain industry! Now, Scooter looks for possible acquisitions to expand their reach and offer superior products. They also recently underwent a large logistical overhaul of their company and implemented a new software system to help manage it all. Scooter has also been very involved with SEMA. He spent 6 years on the Board of Directors and served 2 of those years as the Chief Executive Officer. He has helped the SEMA organization push the RPM Act in an effort to combat some detrimental EPA language that prohibits street cars be turned into race cars.
