Equitable Policy for Energy Efficient Homes with Dr. Steve Cliff

California is the first state to ban the sale of new gas furnaces and water heaters, which will begin in 2030. In efforts to fight climate change, all homes will be required to use zero-emission electric appliance alternatives. The Sierra Club and American Lung Association have supported this move to reduce the building sector's carbon footprint and improve public health. The building sector accounts for 5% of California's nitrogen-oxide pollution, a key component in producing smog. The California Air and Resource Board (CARB) reports that nearly 90% of these nitrogen-oxide emissions come from space and water heaters. A report from SPUR, San Francisco Bay Area Planning and Urban Research Association, found “as appliances in California homes and buildings generate four times as much lung-damaging nitrogen oxide (NOx) pollution as the state's gas power plants, and roughly two-thirds as much NOx as all of the state's passenger cars.” This ban was passed to meet EPA regulations limiting atmospheric ozone and fighting air pollution, and it also follows Biden's Climate Plan calling for the switch from residential gas to electric appliances.  Natural Gas Inside the Home:Switching to electric appliances can also have indoor air pollution benefits. Gas cook stoves emit natural gas and indoor air pollutants that can be harmful to those with asthma and chronic pulmonary disease as these stoves are typically unvented. The most common pollutants from gas cook stoves are nitrogen dioxide, carbon monoxide, and formaldehyde, and the EPA warns that nitrogen dioxide emissions can be toxic even in low concentrations. While electric appliance alternatives like electric cook stoves and heat pumps emit no onsite air pollution. Costs and Burdens:The costs of upgrading electrical services also raises many equity concerns for vulnerable communities, as low-income customers and renters are predicted to face the largest costs. Environmental retrofits to upgrade water heaters and furnaces can lead to increased electricity costs, as natural gas is a cheaper but dirtier source of energy. There is also a long road ahead, as according to the Energy Information Administration in 2020, only “26% of U.S. households use electricity as the only source of energy.” Concerns with changing electricity loads and how this will impact homes that rely on solar panels or have other energy-intensive needs such as electrical vehicles must also be considered. Hefty costs are also associated with these retrofits as one study estimated equipment and installation costs for “electric air-source heat pumps cost around $6,800, though there is also a $5,900 adder for heat pumps in cold climates. A gas furnace was estimated to cost less than $4,000.” Despite these costs, a report from CLASP  and Regulatory Assistance Project (RAP) found that the U.S could “reduce national heating bills by $13.6 billion and cut annual CO2 emissions by 67 MT, the equivalent of removing 14.4 million passenger cars for an entire year, by swapping air conditioners for heat pumps.” There are numerous benefits for the planet and individuals that can afford to upgrade to electric appliances, but the inequitable burdens on low-income populations of this new ban must also be addressed.Steve CliffDr. Steve Cliff is the Executive Officer of the California Air and Resource Board (CARB). Cliff began his appointment in the Summer of 2022 and works with the board to enact programs to reduce air and climate pollution within the state. In his role, Cliff oversees over 1,800 employees and a budget of $2.7 billion. Before serving as Executive Officer Cliff worked as the 16th Administrator of the National Highway Traffic Safety Administration (NHTSA) and was appointed by President Biden in January 2021. At NHTSA Cliff oversaw the nation's vehicle safety agency, where he helped advance vehicle technologies and established fuel economy regulations. Dr. Cliff also has an extensive history working with CARB as he first joined as an Air Pollution Specialist in 2008, served as Deputy Executive Officer overseeing the board's climate program, and was appointed by Governor Brown in 2016 as senior advisor to CARB's Chair. Governor Brown also appointed Dr. Cliff as Assistant Director for Sustainability to the California Department of Transportation, where he served in this role from 2014 to 2016. Dr. Steve Cliff received his bachelor's and a doctorate in chemistry from the University of California, San Diego. California Air Resources Board: Zero-Emission Trucking GoalsThe California Air Resources Board (CARB) is the agency responsible for reducing California's climate-changing emissions and accelerating the transition away from combustion powered vehicles. This includes promoting the manufacturing and sale of zero-emission trucks and other heavy-duty vehicles. CARB's goals for zero-emission trucks in California include (1) 100% of new zero-emission vehicle sales by 2035, (2) a full transition to zero-emission vehicle drayage trucks by 2035, and (3) a full transition to zero-emission vehicle buses and heavy-duty long-haul trucks by 2045, where feasible. What is CARB Doing to Meet These Goals?CARB is working to meet these goals through financial incentives, infrastructure development, regulations, collaboration with partners in government and industry, and information dissemination about zero-emissions trucking. Financial incentives include point-of-sale discounts on zero-emission trucks and buses, credits for lower-carbon-intensity fuels, incentives for building charging stations, loan assistance for buying zero-emission trucks, and more. Advanced Clean Trucks RegulationIn California, the transportation sector is responsible for about 50% of greenhouse gas emissions and a major source of air pollution. Trucks are a potent mobile source of emissions, contributing to about 70% of smog pollution and 80% of carcinogenic diesel pollution. CARB regulations aim to accelerate the zero-emissions truck market as an essential part of achieving California's goals of reducing emissions to fight climate change and improve clean air standards. This includes the Advanced Clean Trucks Regulation, a manufacturers zero-emissions vehicle sales requirement and one time reporting requirement for large entities and fleets. The goal of the Advanced Clean Trucks Regulation is to accelerate the transition of medium and heavy duty zero-emission vehicles. Who is Steve Cliff?Dr. Steve Cliff is the Executive Officer of the California Air and Resource Board (CARB). The Global Commercial Vehicle Drive to Zero Program aims to reduce greenhouse gas emissions and create a world with zero-emission commercial vehicles. The Clean Energy Ministerial, a global forum to advance clean technology and policy, and CALSTART, a clean transportation non-profit, started the campaign. By 2025 the program hopes to achieve commercially competitive zero-emission technology and for this technology to be dominant by 2040. Drive to Zero's mission utilizes a ‘Beachhead Strategy' that works to target current commercial electrification markets, then from there drive growth in other regions. This beachhead strategy was developed in conjunction with CALSTART and the California Air and Resource Board (CARB) and has been incorporated into CARB's three-year investment strategy plan. The program also works to connect with cities, national and regional government agencies, manufacturers, fleets, fuel/energy suppliers, and other organizations that support early markets for zero-emission commercial vehicles.Drive to Zero goals for the next five years are to identify best practices, eliminate barriers, and share information among stakeholders to achieve success in their initial beachhead markets in China, India, Mexico, South America, Canada, the European Union, and the United States. The program plans to hold an annual global meeting to ensure all parties are working together to achieve their common goal set by the 2015 Paris Agreement. By supporting participants, coordinating activities, and sharing strategies and best practices Drive to Zero is working as an intermediary to support the growth of zero-emission commercial vehicles worldwide.  CALSTART:CALSTART is a nonprofit that works to develop clean, efficient transportation solutions. The organization, founded in 1992 and headquartered in Pasadena, California, works with governments and businesses across the globe to connect their clients with the clean energy sector. Their mission is to create a high-tech clean-transportation industry that will create jobs and fight climate change. CALSTART works with technology firms, transit operations, vehicle manufacturers, research institutions, and more to customize services, information, and programming to work towards sustainable transportation solutions. CALSTART focuses on the demonstration and development of new clean technologies, market acceleration, policy work, assessment, validation, and member support to help grow the zero-emission transportation sector. The organization's goals are to reduce barriers and promote innovation and progress in clean transportation technologies to accelerate the green transportation sector. The nonprofit specializes in four sectors: cars, trucks, buses, and fuels to promote economic and environmental improvement.Christiano Facanha:Christiano Facanha is a transportation and environmental engineer who leads CALSTART's Commercial Vehicle Drive to Zero program. With over fifteen years of experience in the transportation sector and expertise in the design, modeling, and evaluation of transportation emissions strategies and reduction, Facanha's mission is to reduce climate change by cleaning up air pollution in the transportation sector. What Can California's Experience Tackling Climate Change Teach the Federal Government? WithRichard CoreyEarlier this year, Congress, through the Inflation Reduction Act, finally passed large-scale, meaningfullegislation to respond to climate change. The Act includes billions of dollars for electric vehicles, cleanenergy, and other action to mitigate greenhouse gas emissions and build resilient systems. While thefederal government has been taking some action on climate change for many years, the IRA representsthe first time it has made such a substantial financial and regulatory commitment.California passed economy-wide climate legislation – AB 32 – in 2006, and has been pursuing a multi-pronged, large-scale effort to mitigate climate change and build adaptation and resilience ever since. The lead state agency for that effort is the California Air Resources Board or CARB, which is charged withdeveloping and updating a Scoping Plan – basically a blueprint for a California-wide response to climatechange across all aspects of the State and its economy. So, what has California learned from its effortsover the past 16 years, and what might the federal government learn from California's experience? We sat down with Richard Corey to discuss that and more.Who is Richard Corey?Richard Corey was the second longest tenured CARB Executive Officer, serving in that capacity from2013 to 2022, responsible for directing a team of approximately 1,750 professional managers, engineers, scientists, lawyers, and analysts on a broad range of programs including those concerningfuels, mobile sources, climate, incentives, and air toxics.

Mine too, but mine is nowhere near as important. We start this conversation the day after the Bath Half talking about French school songs and novelty loungewear. But then we're into the meat of it, with Holly talking through her nerves, her carb strategy and how she felt on the morning of the race. She was really nervous ahead of the day, but she used all the mental strategies that we've been talking about over the past few weeks. There's a lot to talk about in terms of race days throwing curve balls at us – the weather was warm! And that had an impact on our running and our hydration, so there are a lot of learns there, but not least that you have to expect the unexpected. She is so proud of herself, and I am so proud of her. It's my first race after the London Marathon, and it was actually okay – slightly painful but okay. It's also time for our Big Announcement about what we're going to be doing in March 2023, and we'd like to involve you. I was hoping to share a discount code here, as you'll hear on the pod, but we're not quite there yet – next week, we'll have it for sure, and it's better than I thought! More details to come. If you want to be metabolically fit, it's important to understand the way your body burns carbohydrates and fats as energy. It generally focuses on one fuel source at a time and, because carbs turn to sugar, it's the metabolic priority. You can't have too much sugar circulating so the body has to deal with it first. The problem is, if you're keeping your body too busy burning sugar, it doesn't have the opportunity to burn fat. This leads to fat accumulation and, over time, a less efficient metabolism. In this week's episode, we're talking about how to avoid energy toxicity so that your body can burn both carbs and fats effectively. We use strategies like the carb/fat seesaw, fasting and exercise in order to stay metabolically fit. Hello everyone! We are back after a brief break with our 14th episode! As you may know, the California State Legislature has been busy lately. Consequently, there has been a lot of legislation signed into law by Governor Newsom, with a lot of these new laws relating to and impacting our work as planners. Tune in for a conversation about a select few laws that we wanted to highlight: CARB’s Advanced Clean Cars II rule, AB-2097, AB-2011*, and SB-886. We hope that we are having a nuanced conversation that can be fruitful to everyone listening, despite being a bit critical of the bills! However, there are SO many more bills that have been signed into law, so we wanted to provide some additional resources for those interested in learning more. Some other bills that we we did not have time to cover… SB-1137: Would prohibit new oil and gas wells or extensive retrofitting of existing operations within 3,200 feet of homes, schools, nursing homes and hospitals AB-2147: Decriminalizes safely crossing the street at non-intersections. AB 1279: Codifies California’s commitment to reach carbon neutrality by 2045 CalMatters Legislation Tracker Streets for All State Endorsements and Instagram page *Related to AB-2221 And last, but certainly not least, we wanted to acknowledge that we are both currently residing on and recording this podcast from Tongva land. We did not go into depth on the history of Indigenous Peoples Day and the horrific treatment of Native tribes and individuals in the United States; however, we wanted to provide some resources for further exploration and, as always, invite conversation and discussion about Indigenous planning and how Indigenous practices can be implemented into the field of urban planning. [libsyn_podcast id=24590337] PLEASE SUPPORT OUR SPONSORS END YOUR CARB CONFUSION Vinnie welcomes Dr. Eric Westman back to the show and asks him about the Duke Keto Medical Clinic. (1:15) Keto is shifting your body to fat-burning and there are so many benefits to it; Eric gives an example. (8:00) Eating a keto diet doesn't have to be expensive; there are ways to find deals on meat purchases. Many people find that they end up eating less food because they are more satisfied. Vinnie chats about his interest in building lean muscle mass when he was younger and noticed that bodybuilders would get "cut" by eating protein and fat, not carbs. (15:30) Vinnie then asks Eric what nutrition training was like when he was in medical school and how it's progressed. (17:00) Both men agree that Dr. Stephen Phinney (of Virta Health) has been a huge influence on what they know about a ketogenic way of eating. The conversation turns to fat as fuel for long distances and some of the current successful athletes doing it. (21:30) Even though there are many examples of these athletes, there is still so much doubt that it's even "possible". Vinnie asks Eric why there are so many dietitians and other health and science professionals resistant to doing further studies and promoting keto as a solution. (30:50) NIH is still stuck on CICO (calories in, calories out), even though it's been proven it doesn't work and is not sustainable. Eric mentions that funding is a big issue. Ending carb confusion is the goal. Vinnie and Eric agree that there is no diabetes in a world without carbs. (35:15) They then talk about sugar addiction needs to be looked at seriously. (40:45) The chat about autoimmune conditions and how they are affected by carbs. Big Food companies hire scientists to formulate food to create addictions to them so you'll be a repeat customer. Eric mentions "", which is an online membership where you can get coached in a low-carb lifestyle. Vinnie then asks Eric to discuss his book, "", written by him, Dr. Amy Berger, and others, and it has a cookbook that provides even more options. Vinnie and Eric have a lot to say about Dr. Tro Kalayjian and how his approach to patients is making great strides in actually healing people. Welcome to the Part Time Pilot Audio Ground School Podcast! This podcast is going to be all about providing student pilots with ANOTHER way that they can consume the Private Pilot curriculum.  The #1 reason student pilots never end up becoming a private pilot is NOT due to money. The real reason is actually deeper than that. Yes, flight training is expensive. But every student pilot knows this and budgets for it when they decide to do it. The actual #1 reason a student pilot fails is because they do not have a good, fundamental understanding of the private pilot knowledge they are meant to learn in ground school.  You see when a student does not have a good grasp of this knowledge they get to a point in their flight training where their mind just can't keep up. They start making mistakes and having to redo lessons. And THAT is when it starts getting too expensive.  This audio ground school is meant for the modern day student pilot... aka the part time student pilot. Let's face it, the majority of us have full time responsibilities on top of flight training. Whether it is a job, kids, family, school, etc. we all keep ourselves busy with the things that are important to us. And with today's economy we have to maintain that job just to pay for the training. The modern day student pilot is busy, on the go and always trying to find time throughout his or her day to stay up on their studies. The audio ground school allows them to consume high quality content while walking, running, working out, sitting in traffic, traveling, or even just a break from the boring FAR/AIM or ground school lecture.  Did I meant high quality content? The audio ground school is taken straight out of the 5-star rated Part Time Pilot Online Ground School that has had over 350 students take and pass their Private Pilot exams without a SINGLE STUDENT FAILING. We do this by keeping ground school engaging, fun, light and consumable. We have written lessons, videos, audio lessons, live video lessons, community chats, quizzes, practice tests, flash cards, study guides, eBooks and much more.  Part Time Pilot was created to be a breath of fresh air for student pilots. To be that flight training provider that looks out for them and their needs. So that is just what we are doing with this podcast.    Episode 9: In this episode we finish up Section 2 of the Online Ground School on Operations of Aircraft Systems. Woohoo!!! We get through a lot in this one. We talk about Carburetor Heat (how it works, when to use it and it's dangers), Propellers (including fixed pitch and variable pitch), Antennas, ELT (its operation and requirements) and Landing Gear.    Links mentioned in the episode: Online Ground School: https://parttimepilot.com/private-pilot-online-ground-school/ Free How to Become a Private Pilot course: https://parttimepilot.com/free-how-to-become-a-pilot/

Over the age of 75, prevalence is over 75%. 2:35 Autophagy declines with age. There is a reduction in quantity and quality of mitochondria within the muscle, reduced insulin sensitivity and an increase in background inflammation. 03:20 Exercise increases mitophagy, the recycling of mitochondria. 4:45 Loss of fast twitch muscle fibers, associated with ageing, is associated with declines in insulin sensitivity and an increase in inflammation. 5:25 Over age 40, there is an 8% loss of muscle per decade. By age 70, your muscles are 30% smaller than age 20. 5:55 Loss of type 2 fibers causes a loss of strength. 6:20 Strength loss is 25 to 40% per decade after the age of 40.
