Education reforms dominated the state Legislature this year. Most efforts failed, though a few bills await action from Gov. Kelly Ayotte. Lawmakers rejected bills mandating new public school courses, open enrollment expansion, and increased oversight of the state's school voucher program. The federal courthouse in Concord handles all kinds of cases, but over the past year one particular type of case has shot up: Habeas Corpus petitions by people detained by ICE. Lawyers say filing these petitions is a way for detainees to get due process, but the sheer number is putting a strain on the system. Presenters emphasized that a 2018 constitutional change eliminated judicial deference, requiring de novo review by administrative law judges, which increases the likelihood agencies will be reversed on appeal if orders conflict with plain statutory or MUTCD text. Privacy and minors: Petitions raise privacy and parental-consent concerns, arguing that requiring drivers, including 16–17‑year‑old minors, to accept app terms and surrender location/payment data may bind minors without verified parental consent; the petitions request verifiable parental-consent mechanisms in the apps. Regulatory and funding implications: Presenters tied the sign noncompliance to a Florida Department of Transportation memo and federal highway funding rules to argue a potential statewide federal‑compliance risk. Don't kill off funding for arts and culture, that's the message a jazz funeral band's delivered to Wellington City Council today, along with a petition asking it to rethink budget cuts. The council's looking at slashing more than $400,000 of funding that goes to arts and events grants and venue subsidies. Arts Wellington is one of the advocacy groups behind the petition, co-chair Kirsten Mason spoke to Lisa Owen.

Policy think tank IMANI Africa has petitioned President John Dramani Mahama over alleged political interference in Ghana's insurance sector, claiming key contract decisions are being driven by politics instead of merit.

It's all too easy, when reading history, to see the world through the eyes of the coloniser rather than the colonised. The mandate system—the League of Nations framework through which Britain and France claimed legitimacy for their post-war territorial grabs—is often presented as a progressive innovation: a move from old-fashioned colonialism to enlightened trusteeship. But what did it look like from the perspective of those who suddenly found themselves under new rulers?Drawing on Susan Pedersen's extraordinary book *The Guardians*, we explore how the mandate system was intended to serve multiple, often contradictory purposes. For the victorious imperial powers, it was a tool to legitimate the territorial settlement agreed at Paris in 1919. For internationalists and League officials, it was a mechanism for spreading norms about trusteeship and the open door. For the people of Cameroon, Togo, Samoa, South West Africa, and the Arab provinces of the former Ottoman Empire, it was something simpler: a shameless betrayal of the promises of self-determination made when the Allies had their backs to the wall.We examine the petition process that emerged despite the explicit intentions of the mandate's architects. Neither the Covenant nor the mandate texts made any provision for petitioning; when the Milner Commission drafted the texts in 1919, all members save the American George Louis Beer agreed that allowing inhabitants to appeal to an international body would make "all administration impossible." Yet a petition process arose anyway—the achievement of thousands of men and women who, often at considerable risk, raised their voices against the new dispensation.We trace the path of those petitions: from West Africa, where Douala elites protested the transfer of their territories from British to French control; to Geneva, where William Rappard of the League Secretariat found himself sympathising with exiled Arab nationalists; to the corridors of power where Sir Eric Drummond, the League's Secretary-General, did everything possible to suppress these inconvenient voices.And we meet the figures who made the system work despite itself: J.H. Harris of the Anti-Slavery Society, who used his platform in *The Times* and *The Manchester Guardian* to amplify African grievances; Ormsby Gore, who argued that if a resident of a British colony could appeal to the Privy Council, surely an inhabitant of a mandated territory should be able to appeal to the League; and Rappard, who quietly circumvented his obstructive chief to raise the matter of petitions at the Permanent Mandates Commission's very first session.The story is one of imperial hubris, international idealism, and the unplanned emergence of a mechanism through which colonised peoples learned to claim that they too were nations deserving to be heard. The climate policy landscape in the US is in flux. Last month, the Environmental Protection Agency repealed its own power to regulate greenhouse gases. Two weeks later, the Supreme Court said it will hear a case which the city of Boulder, Colorado, brought against the oil companies ExxonMobil and Suncor that could determine the fate of lawsuits brought by cities and states against fossil fuel companies over damages from climate change.  Since its adoption in 2009, EPA's endangerment finding — which says that greenhouse gases harm public health and welfare — had formed the legal foundation for major federal climate regulations. In announcing its rescission, EPA Administrator Lee Zeldin called it the largest single deregulatory event in US history. But the repeal may be held up in courts for years, and it's just one piece of a complicated regulatory puzzle.  Petitions for review challenging the EPA's rescission of the endangerment finding are due in just over a month. So how might these major policy swings play out in practical terms? What are the near- and long-term stakes at the federal and state levels? What are the reactions from and the preferences of industry? And how might all of this play out in terms of US greenhouse gas emissions? Today on the show, Bill Loveless speaks with Michael Gerrard and Jeff Holmstead about possible legal strategies and outcomes for challenges to both the endangerment finding rescission and the Boulder case. Michael is the founder and faculty director of the Columbia University Sabin Center for Climate Change Law. Before joining Columbia in 2009, he practiced environmental law in New York for three decades. Jeff is a partner and co-chair of the Environmental Strategies Group at Bracewell, LLP, an international law firm. From 2001 to 2005, he served as the assistant administrator for air and radiation in the EPA during the administration of President George W. The “I will end inflation” guy is now looking at inflation headed in the wrong direction. The man who promised to create manufacturing jobs has given way to the reality of manufacturing job losses. Promises of draining the swamp have taken a multi-billion-dollar detour into the Trump family bank accounts. The long-ago pledge to balance the budget and pay off the national debt have been transformed into record-setting deficits in order to cut taxes for the yachts-and-private-jets crowd. And the promise to release the Epstein Files … well, we all know how that's going. Also this week: We have the tenth special election flip from Republican to Democrat – this time in New Hampshire … as the Trump Train Wreck barrels down the tracks with his polling numbers hitting a new all-time low. His latest political Hail Mary is the SAVE Act which would take away the right to vote from untold hundreds-of-thousands. But his demands are falling on deaf ears on Capitol Hill, with Senate Majority Leader John Thune telling him it ain't gonna happen.  The Trump family has, of course, figured out how to make money from the war. Sonny and Fredo, a.k.a. Don Jr. and Eric, are backing a new drone company that is vying to meet fresh demand from the Pentagon and fill a hole left by the administration's ban on new Chinese drones in the U.S.   Clay Jones – claytoonz.substack.com Trump says the U.S. won the war in the first hour. But they still managed to spend 11-billion dollars after we supposedly had won…and the bombing continues.  It looks like the Gordie Howe Bridge will be putting the Maroun Family into the penalty box. Tolls to cross the not-yet-open bridge will be less than half the fees at the competing Ambassador Bridge for both passenger vehicles and commercial trucks, setting in motion a forthcoming toll war between the two Detroit River crossings. Michigan Democrats are using the Bridge controversy to highlight the financial ties between the Maroun family and GOP Senate candidate Mike Rogers.  In Michigan, Republican candidates for Governor are all calling for pretty much closing most of state government by repealing the income tax, property taxes, or both. Apparently they think things like State Police, prisons, public health, public parks, food safety inspections, mental health and our universities can all be funded with the sales tax, sin taxes, unclaimed bottle deposits, the lottery and the tooth fairy.The state Senate has passed bipartisan legislation to help people deal with medical debt. But its fate is uncertain in the House, where Speaker Matt Hall has very different ideas for addressing medical debt through more transparency in pricing. Petitions have been filed with the state to force a vote in November on a deceptive proposal which, on its face, prohibits non-citizens from voting in Michigan … something that is already a part of state law. Left unstated by the backers are the proposal's impact on voting rights. A longtime chronicler of state government has taken a look behind the proposal of “Americans for Citizens Only Voting.” John Lindstrom has covered state government over the last four decades. Since retiring as publisher of the highly regarded Gongwer Michigan report, he's been a columnist for the Detroit Free Press. The company is now lobbying Florida lawmakers for protection from so-called “ghost firing” suits — and it is handing out giant campaign contributions while it does so. On a more promising front: Top Florida senators want to put an end to predatory fees charged by homebuilding giant Lennar and some other housing developers.
