France is opening its arms to foreign scientists, particularly from the US, as the Trump administration pulls back from climate research. French GPs and trainee doctors are up in arms over proposals to address 'medical deserts', which they say would make the problem worse. And as Europe marks the 80th anniversary of Europe Day, Algeria commemorates the 8 May, 1945 massacre of civilians by French colonial forces.  Ever since US President Donald Trump started defunding and dismantling US scientific institutions, France has made a push to get scientists to move. In March the French minister in charge of research asked universities to fund programmes to attract American scientists. In 2017, after Trump first pulled the US out of the Paris Climate Accords, Macron launched a recruitment drive aimed at climate scientists working in the US. Two of those grantees, Ben Sanderson and Philip Shulz, talk about the experience of leaving the US for France, and what the current environment is like for climate scientists today. (Listen @1'10)With 87 percent of France considered a "medical desert", lawmakers and the government are looking to tackle doctor shortages. But the proposals – to regulate when specialists can open their private practices and require health professionals to work two days a month in areas with chronic shortages – have met with strong opposition from GPs, trainee doctors and students. Yassine Bahr, vice-president of the French junior doctors union (ISNI), and Anna Boctor, president of France's Jeunes Medecins (young doctors) union, talk about why the proposals won't solve the problem and the sense of injustice at being held responsible for a situation that is not of their making. The ensuing riots then spread to neighbouring cities where the authorities  unleashed a campaign of reprisals to crush the unrest – indiscriminately killing tens of thousands of Algerian men, women and children. What makes intention setting so powerful is that it is more about the being than about the doing. If we fail to attend to our intentions, we risk not only missing our goals, but missing out on the experience we want to have while we pursue them.I'm sure that your organization has plans and goals for the year. And I expect you to have some for yourself as well. We need those things. We need goals. We need plans. Or stuff would have trouble getting done. But the piece that we often overlook or don't give enough attention to is the idea of setting intentions. The truth is we set intentions all the time. We just may not be aware of it. We may also not be aware of how incredibly powerful those intentions can be in governing how we operate in the world. Koloniler kurarak özellikle Afrika'daki sömürgelerinde büyük insan hakları ihlâlleri yapan Fransa'nın tarihindeki katliamlar, uluslararası kamuoyunun vicdanını rahatsız etmeye devam ediyor. Fransa, 1524'te başlattığı sömürgecilik faaliyetleriyle Afrika'nın batısında ve kuzeyinde 20'den fazla ülkenin bütün kaynaklarını sömürdü. Afrika'nın yüzde 35'i, 300 yıl boyunca Fransa'nın kontrolünde kaldı. Senegal, Fildişi Sahili ve Benin gibi ülkeler o yıllarda Fransa'nın köle ticaret merkezleri olarak kullanıldı ve bölgedeki tüm kaynaklar sömürüldü. Bölgede 5 asır süren kolonyal dönemde ve özellikle İkinci Dünya Savaşı'nın ardından bağımsızlık mücadelesine girişen ülkelerde bu ayaklanmalar şiddetle bastırıldı ve 2 milyondan fazla Afrikalı öldürüldü İkinci Dünya Savaşı bitmeden kısa zaman önce bağımsızlık vaadiyle Fransa saflarında savaşan Cezayirlilerin başlattığı gösterilerde binlerce Cezayirli, Fransız askerleri tarafından öldürüldü. Tarihe “8 Mayıs 1945 Setif ve Guelma” katliamı olarak geçen olaylardan Cezayir'in bağımsızlığını kazandığı 1962'ye kadar şiddet olayları sistematik şekilde devam etti. Cezayir Bağımsızlık Savaşı'nda 1 milyon kişi Fransızlar yüzünden hayatını kaybetti. Fransa'nın, 1830'dan beri Cezayir toplumunu kültürel anlamda da bir soykırımla baş başa bıraktığı biliniyor. Tarihin en büyük soykırımını yaptılar. Fransa siyasi nüfuz sahibi olduğu ülkelerde de büyük insan hakları ihlâlleri gerçekleştirdi. İnsanlık tarihinin en büyük soykırımlarından kabul edilen, 800 bin kişinin öldüğü 1994 Ruanda soykırımında da Fransa'nın rolü olduğu ortaya çıktı. Fransa'nın eski Cumhurbaşkanı François Mitterrand, Le Figaro gazetesine 1998'de verdiği mülakâtta, “O ülkelerde bir soykırım yaşanması o kadar da önemli bir şey değil.” ifadesini kullandı. Two years before the disappearance of the Millbrook Twins, and six years before Tiffany Nelson went missing, another African American girl went missing about an hour north - in a small town called Greenwood, South Carolina. Malakia Zali Logan was a regular kid, who spent the evening of May 15th, 1988 playing with friends. Sometime between 8:00 and 8:30 PM, she hopped on her bike and headed home - a distance no greater than 300 yards. Her bike was found overturned by the apartment's office, but she was never seen again. Throughout the investigation, various leads and suspects would come and go.
