Raidījumā 7 dienas Eiropā spriedīsim par Eiropas Savienības cīņu ar Krievijas propagandu, veidojot jaunus informācijas un ziņu kanālus krievu valodā. Par kādiem plāniem un iecerēm šobrīd spriež politiķi un mediju speciālisti un vai šādiem kanāliem vispār ir jēga? Viesi studijā: kultūras ministres padomnieks un mediju politikas izstrādes ekspertu darba grupas vadītājs Mārtiņš Kaprāns un un LTV7 raidījuma "Punkts uz i" vadītājs, žurnālists Oļegs Ignatjevs. Sazvanīsimies arī ar Eiropas Parlamenta deputātu Andreju Mamikinu. Rubrikā „Viedokļi”. Neskatoties uz atkārtotajiem diplomātiskajiem centieniem un divus mēnešus ilgušo pamieru – Ukrainas austrumos no jauna ir atsākusies karadarbība. Vietējie iedzīvotāji sociālajos tīklos vēsta, ka karš turpinās, un kaujas ir tikpat aktīvas kā janvārī. Ukrainas Aizsardzības ministrija ziņo, ka Ukrainā joprojām atrodas Krievijas regulārās armijas karavīri un kopā ar prokrieviskajiem kaujiniekiem viņi turpina apšaudīt ukraiņu spēku pozīcijas ar smagajiem ieročiem, ko saskaņā ar Minskā noslēgto pamiera vienošanos bija jāatvelk no abu konfliktējošo pušu sadursmes līnijas jau pirms vairākām nedēļām. Šis bija arī viens no tematiem Krievijas, Ukrainas, Francijas un Vācijas ārlietu ministru sanāksmē Berlīnē, kur diplomāti tikās, lai vienotos par nākamajiem pamiera punktiem. Ministri nosodīja kara darbības atsākšanos un vienojās paplašināt ieroču atvilkšanu arī uz citām kategorijām. Cīņa par informāciju, cīņa par auditoriju Līdz ar karu Ukrainā, plašu uzmanību pievēršam jautājumiem par propagandu. Lai arī ikdienas gaitā šīs divas lietas šķiet iet roku rokā, patiesībā, informatīvais karš sākās jau vairākus gadus pirms kara Ukrainā. Cīņa par informāciju sākās jau vairākus gadus pirms karadarbības Ukrainā. Vladimirs Putins ir paveicis milzīgu darbu. Sākotnēji valsts paspārnē nokļuva lielākie mediju kanāli, kurus jau no 2011. gada sāka arī slēgt. Tajā pašā laikā oficiālā Kremļa vara ir plaši izmantojusi dažādu pasaules līmeņa sabiedrisko attiecību firmu pakalpojumus. „EUObserver” norāda, ka labs indikators pārmaiņām ir krievu diplomātu skaits Briseles vēstniecībā. No pārdesmit īgņām, kas bija vēstniecības darbinieki pirms dažiem gadiem, tagad tajā jau strādā vairāk nekā 100 cilvēku - visi ir aktīvi un labi izglītoti komunikatori. Cīņa par informācija notiek arī Baltijas valstīs. Igaunijā un Latvijā dzīvo visvairāk krievvalodīgo iedzīvotāju, kuri ir pakļauti riskam dzīvot pilnīgi paralēlā informācijas pasaulē. Eiropas valstis pēkšņi saprata, ka būtu jārada labāks variants par līdz šim Eiropā pieejamajiem kanāliem, kādi ir tikai uz ziņām balstītais „Euronews” vai arī Krievijas plaši atbalstītais „Russia Today”. Žurnāliste Inga Spriņģe Latvijas Televīzijas raidījumā "Skats no malas" atzina, ka ir bijusi interese finansēt jauna satura veidošanu Baltijā. „Pēdējā pusgada laikā es esmu piedalījusies vairākās darba grupās vai ar dažādiem ārvalstu ekspertiem runājusi, kurus visus interesē, kā tagad cīnīties ar Krievijas informatīvo karu jeb propagandu. Mērķis, ko visi grib, viņi varētu dot naudu Baltijas valstīm, mūsu televīzijas kanāliem, lai veidotu saturu, kas būtu pretējs Krievijas saturam. Skandināvijas valstis ir vienas no tām, kas daudz domājušas un rīkojušas dažādas diskusijas Rīgā un Viļņā. Bet šobrīd šis projekts ir iesaldēts,” norāda Sprinģe. Taču, kā jau ar daudzām lietām Eiropā, arī par vienota kanāla izveidošanu vienoties nemaz nav tik viegli. Viens no visskaļākajiem šīs idejas aizstāvjiem ir Latvijas ārlietu ministrs Edgars Rinkēvičs. „Saskaņā ar Eiropadomes lēmumu, līdz jūnijam augstajai pārstāvei ārlietās, Eiropas Komisijai un mums kā prezidējošai valstij ir jāsagatavo priekšlikumi par visu pasākumu kopumu, kādā veidā cīnīties pret Krievijas propagandu. Šīs diskusijas laikā notiek arī saruna par vienota kanāla izveidi. Taču no tām diskusijām, kas man ir bijušas, gan ārlietu padomē, gan divpusēji tiekoties ar ES kolēģiem, attieksme ir ļoti dažāda, no atbalstošas līdz noliedzošai,” atzīst Rinkēvičs. Politiķu sacītajam ļoti labi piestāv vārds „propaganda”. Jo skaļāk šo vārdu kāds izsaka, jo kareivīgāk tas ir noskaņots pret Krievijas informatīvo kampaņu. Žurnālistu vidū gan runas par propagandas kanāla veidošanu nav lielā cieņā. Kvalitatīvs žurnālists nekad nevēlēsies būt par ieroci informatīvā karā. „Radio Brīvā Eiropa” galvenais redaktors Nenads Pejičs ir norādījis, ka „Radio Brīvā Eiropa” ar savu informatīvo projektu nevēlas propagandēt. Tieši jautājumā par vienotā kanāla mērķi sākas lielākās problēmas. Latvijas lēmums radīt atsevišķu kanālu krievvalodīgajiem saskaras ar tiem pašiem pārmetumiem. LTV raidījumā "Skats no malas", portāla Delfi galvenais redaktors Ingus Bērziņš norādīja, ka neredz jēgu censties pakļaut krievvalodīgo auditoriju. „Ja sākumā variants ir matemātiski vai tehnokrātiski izrēķināts, ka cilvēkiem, kas skatās televīziju krieviski Baltijā, patīk skatīties Maskavas kanālus, jo tur rāda televīzijas šovus, humora balagānus un tamlīdzīgi, tad tagad sametīsimies Eiropa un uztaisīsim vienu tādu kanālu, kurā liksim tādu pašu saturu, lai viņi sāktu skatīties šo. Un tad, kad sāksies ziņas, viņi redzēs nevis Kremļa ziņas, bet tādas, kādas mums vajag, tad ir naivi domāt, ka izdosies nosvārstīt auditorijas migrāciju,” vērtē Bērziņš. Šobrīd virzība mediju platformas meklējumos ir nonākusi nacionālo valstu rokās. Kamēr Eiropa diskutē, valstis pašas meklē ceļus, kā piesaistīt krievu valodā runājošos mediju  patērētājus. Latvijai vai Igaunijai tas jau sen bija jādara, Krievijas politologs un žurnālists Andrejs Piontkovskis norāda, ka Latvijā ir milzīga problēma ar informācijas uztveri. „Jums Latvijā ir grūti. Jums ir vesela politiska partija, kuru patiesībā sponsorē Kremlis. Tāpat Jums ir tādi paši masu mediji,” norāda Piontkovskis. Ko vajadzētu darīt? Pateikt skaļi un saprotami, mums vajag krievvalodīgo auditoriju un tūlīt pat? Žurnāliste Inga Spriņģe uzskata, ka tā nav pareizā pieeja. Visu izšķir kvalitatīvs saturs. Auditorija ir jāciena un cieņu rada attieksme saturā. Būtu liela kļūda gatavot raidījumus tikai krievvalodīgai auditorijai. „Būtu jāveido labs, kvalitatīvas žurnālistikas saturs, kurš ir tikpat labi interesants latviešiem vai poļiem, vai arī krievvalodīgajiem, kas dzīvo šeit, šajā valstī. Runa ir par kvalitāti, nevis speciālu programmu krievvalodīgo auditorijai,” uzsver Spriņge. Tāpat Spriņģe ir izteikusi ļoti interesantu atziņu par iespējamo satura iepirkumu dažādu mediju vajadzībām. Iespējams, ka pareizi būtu dot patvērumu tiem Krievijas pazīstamajiem žurnālistiem, kuri Putina režīma dēļ mūk no Krievijas. Baltijā un citviet Eiropā šādus žurnālistus pazīst. Tātad viņu piesaistīšana ir kas līdzīgs zvaigžņu atvešanai uz vietējo mediju tirgu. Latvijas prezidentūra beigsies jūnijā. Ārlietu ministrs Edgars Rinkēvičs paredz, ka līdz prezidentūras beigām jau būs izveidots plāns, ko darīt stratēģiskajā komunikācijā. Eiropas līmenī politiķi ir apņēmušies atrast risinājumu krievvalodīgo auditorijas neatgrūšanai. Ja Kremlis mērķtiecīgi savos medijos iepludina simtiem miljonu eiro, Eiropai jābūt pietiekami viltīgai, lai izskaidrotu atšķirību starp argumentētu un viedokļu dažādībā balstītu saturu un klajiem meliem un propagandu. Saturu un ziņas jau var pasniegt katrs pēc saviem ieskatiem. Taču galvenais, jāņem vērā cilvēku ieradumu spēks, tāpat kā jāņem vērā, ka klausītājam nevar vienkārši iedot diametrāli pretēju informāciju. Var piekrist Ingum Bērziņam, Eiropā dzīvojošie un krievu valodā runājošie cilvēki tāpat ir pieraduši pie Eiropas dzīves stila. Diez vai viņi vēlētos atgriezties dziļā Krievzemē.
