Prihaja pomlad, ki jo napovedujejo z juga priletele ptice selivke in takoj za njimi še z juga priletela delovna sila, ki se bo ugnezdila po naših gajih in logeh. V začetku aprila bomo podpisali memorandum o lažjem zaposlovanju delavcev s Filipinov v Sloveniji. Delali bodo v glavnem v socialnem in zdravstvenem varstvu, predvsem v poklicih, kjer znanje, oziroma neznanje jezika ni tako bistveno. Gre na nek način za nadaljevanje zgodbe, ki se je v predkoronskem blagostanju zdela kot novinarska raca, dokler niso začele še nekatere druge evropske države, tudi naše sosede, gledati na tropski paradiž kot na neskončno morje poceni delovne sile. Letos, oziroma ob letu osorej, ko birokrati uredijo vse v zvezi s selitvijo Filipincev pod Alpe, bomo torej videli, kar na hrvaški obali spremljamo zdaj že nekaj let; da so na svetu ljudje in države in pokrajine, ki so še bolj revne in uboge, kot si to radi predstavljamo za nas same. Primerjava s pticami selivkami, ki se kot v lekciji iz čitanke za drugi razred osnovne šole selijo z juga proti severu, takoj ko podnebje to dopušča, ni ne cinična ne zlonamerna. Tok delavne sile, gnan z najbolj uničujočim izumom človeštva, se pravi z neoliberalno inačico kapitalizma, poganja delavno silo z juga proti severu; kot one losose, ki jih nato v bistrih vodah pogoltnejo ali medvedi ali ribiči. Najbolj znane selivke so medicinske sestre. Iz Bosne jih je do zdaj odšlo že tisoče, kar pomeni, da skoraj vse. V glavnem na zahod. Slovenske medicinske sestre migrirajo v Avstrijo, najbolj nenavadno pa je, da avstrijske v Nemčijo. In potem beremo, da se nemške, sploh tiste ob meji, najraje selijo v Švico, le švicarske se ne selijo nikamor, ker Švicarji so ultimativna destinacija, ob gorah in jezerih imajo še trdno valuto in urejeno družbo. Ampak ko prileti z juga na sever nova jata medicinskih sester, takoj za njimi pa v manjšem številu in med mnogo glasnejšim skovikanjem še kontingent zdravnikov, smo mi na severu svoj problem rešili. Ko Slovenci dobimo pošiljko bosanskih medicinskih sester in ko Avstrijci ugnezdijo jato slovenskih, sta Slovenija in Avstrija preskrbljeni. Zdravstvena nega je zagotovljena in zdravstveni minister je vsaj za nekaj ur iz najhujšega. Ampak ob tem seveda ne pomislimo, da smo s tem, ko smo rešili svoj problem, povzročili problem na drugi strani palice. V Bosni osebja v zdravstveni negi praktično ni, Filipini v tem segmentu niso samo tretji svet, temveč jih lahko mirno označimo za predmoderno družbo. Medicinske sestre selivke niso zmaga za določen zdravstveni sistem, temveč so samo v zmago preoblečen poraz. Še nekaj let nazaj smo v Sloveniji od zdravniškega osebja zahtevali nepopustljive izpite iz našega jezika, s katerim so imeli celo pred nekaj desetletji še bratje strašanske težave. Kajti dvojina je ovira, prek katere je skoraj nemogoče preplezati; a če smo še nedolgo nazaj ogorčeno gledali zdravnika, ki je sebe in bolnika naslavljal kot množino, smo zdaj pripravljeni uvoziti kontingent Filipincev, med katerim bodo lingvistično najbolj nadarjeni potrebovali leta, da si bodo v gostilni znali sami naročiti pivo in male vampe. Ampak vse to govoričenje ne odgovori na osnovno vprašanje, ki se v slovenščini glasi: »Zakaj?« ali še bolj prav: »Čemu?« Jasno je, zakaj gredo bosanske medicinske sestre v Slovenijo, slovenske v Avstrijo, avstrijske v Nemčijo in nemške v Švico. Skrivnost je v plačilu. Prek vsake nove meje je zaslužek višji, nekaj pa imajo dodati tudi delavna dovoljenja, oziroma članstvo v evropski povezavi, oziroma memorandumi, kot ga bomo podpisali s Filipini. Medicinske sestre ne morejo kar prosto frčati po evropskih domovih za ostarele. Ko pa jim uspe priti v državo severno, oziroma zahodno od njihove, so tam praviloma bolje plačane. Preprosta misel poštenjaku narekuje, da se naivno vpraša: »Čemu pa mi ne plačamo medicinskih sester kot Avstrijci, oziroma čemu jih Avstrijci ne plačajo tako kot Nemci, oziroma zakaj vsi narodi na svetu medicinskih sester ne plačajo tako kot Švicarji?« Odgovor žal odzvanja v vetru. Vsaka nova vlada, pa ne le slovenska, zatrdi, da ima, ali vsaj pozna odgovor, vsaka nova zdravstvena politika, pa ne le slovenska, se čoha po glavi, ko izšola na desetine kakovostnega zdravstvenega kadra, ki pa komaj čaka, da jo zvizne čez mejo. Potem pa se morajo zdravstveni ministri iti uvoznike belega blaga, ko krpajo kadrovsko stisko in ko so na novo zgrajeni domovi za starejše občane prazni, ker ni zaposlenih, ki bi v njih delali. Potencialni odgovor na to zapleteno politično in zdravstveno-politično vprašanje se nam ponudi sam od sebe; če bi izkoreninili korupcijo v zdravstvu, pa ne po korakih, ampak čisto in povsem, bi lahko slovenske medicinske sestre ostale doma. Če se zdravstvo ne bi utapljalo v papirologiji, če bi se še bolj digitaliziralo, bi lahko medicinske sestre ostale doma. Če bi propagirali in uveljavljali prakse, ki vzpodbujajo zdrav način življenja, hkrati pa prepovedali prakse, ki nas od tega odvračajo, bi lahko medicinske sestre ostale doma. In nenazadnje; če bi zaslužke, tudi status, ugled in spoštovanje posameznih poklicev, ki so v zdravstvenem sistemu prisotni, nekoliko bolj zbližali, bi lahko slovenske, pa tudi bosanske, nemške in filipinske sestre delale v okolju, ki jih je ne samo izšolalo, temveč ki so se mu pri odločitvi za ta human in naporen poklic tudi zavezale.

He's passionate about increasing the rate of city youth heading into STEM fields and works closely with city nonprofits to provide funding and mentorship programs in city schools, as well as other education initiatives. In 2019, Delali testified to the US Senate Small Business committee on behalf of the National HUBZone Council for the Small Business Reauthorization Act. He was also awarded the National HUBZone Corporate Citizen of the Year in 2020.Delali currently lives in Baltimore City with his wife Dr. Letitia Dzirasa (Baltimore City's Health Commissioner) and two sons Dominic and Jaden.
