Ghana's President John Mahama has said the recently passed anti-LGBTQ+ bill will undergo a review by the Attorney General and legal advisers at the presidency before he decides to sign it into law. The Human Sexual Rights and Family Values Bill, 2025, was approved by parliament last Friday. The legislation proposes a three-year prison sentence for same-sex relations and up to five years imprisonment for promoting LGBTQ+ activities. The law has attracted mixed reaction within the country. This is not the first time Ghana has come up with such a proposal. A previous bill approved in 2024 recommended stricter punishment but was never signed into law. Also, we hear about a controversial multi-million dollar sports event allowing participating athletes to use performance enhancing drugs, usually banned in international competitions. À travers le monde, les progrès pour les droits des personnes LGBT+ ne suivent pas une trajectoire linéaire. Certains pays ont ouvert de nouveaux droits ces dernières décennies, d'autres connaissent un durcissement des lois homophobes.  Au Sénégal, en mars 2026, le président Bassirou Diomaye Faye a promulgué une loi doublant les peines de prison et criminalisant la promotion ou le financement de l'homosexualité. Le Ghana vient de voter, le 29 mai 2026, une loi anti LGBT+ (qui était aussi une promesse de campagne du nouveau président John Mahama). Cette loi prévoit l'emprisonnement des personnes ayant eu des relations homosexuelles, mais aussi celles qui en font « la promotion, le parrainage ou le soutien délibérés ». As the country's population continues to move toward reflecting the world's overwhelming non-white majority, this illusion is unraveling as excesses of nativism, Eurocentrism, and racial capitalism produce global fracture, desperate attempts to prop up and seize control of the old system and demands for renegotiation by those who suffer under it. Against this backdrop, the 19th annual United Nations International Day of Remembrance of the Victims of Slavery and the Transatlantic Slave Trade became a site of growing demands for reckoning. Ghanaian President John Mahama introduced a resolution on behalf of Africans globally, declaring the trafficking of Africans the greatest crime against humanity and demanding repair. It was passed overwhelmingly by member states and rejected in both telling dissent and abstention from the old global power states. Qu'est-ce que vous en pensez ? Benjamin Augé : Je pense que c'est très classique de tous les dirigeants de pays producteurs, l'objectif est de produire le plus vite possible. Et John Mahama, qui vient d'arriver au pouvoir, a besoin de revenus significatifs. Et donc c'est assez classique que dans le sillage de l'arrivée de Trump au pouvoir, qui justement va faire son possible pour augmenter encore la production pétrolière de son pays, et bien à l'image de Trump, il essaie de suivre ses traces. Et donc l'objectif est de produire jusqu'à la dernière goutte. Quand il y a une rentabilité par rapport à un gisement, c'est d'essayer de faire en sorte que des investisseurs viennent pour trouver de nouveaux gisements pour que la production puisse à nouveau remonter. Et c'est vrai qu'il a compris que l'enveloppe globale pour les hydrocarbures a tendance à diminuer et que donc les investisseurs sont de plus en plus difficiles à convaincre d'investir dans certains pays, notamment dans des pays compliqués. Et donc il est nécessaire de tout faire pour faire en sorte que ces investisseurs viennent, en l'occurrence au Ghana.Oui, parce qu'il y a pas mal de banques européennes et américaines qui sont sous pression de leurs opinions publiques et qui n'osent plus investir dans le pétrole et le gaz. C'est ça ? Exactement. Tout gros investissement, on peut parler aussi d'investissement au Mozambique, sur Mozambique LNG avec Total, est très compliqué parce que vous avez plusieurs pays qui sont impliqués et les ONG environnementales sont en Occident à faire beaucoup, beaucoup de pression pour que leurs banques n'investissent pas dans ces projets-là. Et donc ça devient de plus en plus compliqué… Avec une enveloppe globale pour le pétrole et le gaz qui diminue et avec un nombre d'acteurs qui se dirigent de moins en moins sur les hydrocarbures qui n'ont plus vraiment la cote.Alors le Ghana n'est pas le seul pays africain à nourrir de grandes ambitions gazières et pétrolières. Il y a son voisin ivoirien, il y a le Sénégal, il y a la Mauritanie. Est-ce que ces grands projets d'hydrocarbures sont compatibles avec la lutte contre le changement climatique et le développement des énergies renouvelables ?C'est une discussion très complexe parce que, à partir du moment où vous faites des découvertes pétrolières et gazières, l'objectif c'est de les mettre en production. Il n'y a aucun pays au monde qui a réussi à faire en sorte que des projets avec des découvertes et avec des financements ne se développent pas dans les hydrocarbures. L'Équateur a essayé de faire ça, c'est-à-dire en disant « Chevron a fait des découvertes, on ne les développe pas si les organisations internationales nous donnent l'équivalent en revenus », et finalement, évidemment, Chevron a développé parce que personne n'a proposé de solution. Donc, tous les pays que vous avez cités, leur objectif, c'est de produire au maximum du pétrole et du gaz. Et les barils qui ont été découverts ne vont pas être transformés en énergie électrique parce que l'énergie électrique va venir des renouvelables.Donc les énergies renouvelables, ça va permettre justement de donner de l'énergie pour ces pays-là. Donc, plus vous faites de l'énergie renouvelable dans ces pays-là, plus vous avez une capacité d'exportation des hydrocarbures. C'est tout à fait la stratégie des gros pays producteurs, notamment dans le Golfe, comme l'Arabie saoudite, qui construisent d'énormes fermes solaires justement pour leur électricité propre, pour pouvoir continuer à exporter le plus grand nombre de barils de pétrole.Alors, au cours de son intervention à l'Africa CEO Forum d'Abidjan, le président ghanéen a fait cet aveu : « J'ai honte de dire que seulement 2,7 % de l'énergie que consomme le Ghana provient des énergies renouvelables, notamment du solaire ». Est-ce que l'énergie verte, ce n'est pas encore un gadget ? En fait, ce sont des énergies qui ne sont pas continues. Donc c'est difficile de stocker cette électricité. Et les hydrocarbures permettent justement d'avoir une énergie continue plutôt bon marché et donc on va plutôt à la facilité. Donc c'est en grande partie pour ça qu'il y a encore une très grande majorité des centrales en Afrique qui sont au pétrole, au gaz et évidemment, encore pire, au charbon qui est encore plus rentable. Donc c'est une question de rentabilité, de facilité, d'investissement et aussi du fait que vous avez de l'énergie en continu contrairement à l'énergie renouvelable.Et du coup, est-ce que beaucoup de dirigeants africains et européens ne se disent pas à voix basse que le gaz, le pétrole ou le charbon, comme vous dites, ont encore de beaux jours devant eux ? Oui, en fait, clairement, les hydrocarbures ont encore plusieurs décennies de production, ça, c'est absolument évident. Et donc on va avoir certainement une production qui va commencer à décroître dans les années 2030-2035, mais ça ne veut pas du tout dire qu'on va arrêter de consommer du pétrole et du gaz. En tout cas, pour le pétrole, il risque d'y avoir une courbe descendante dans les années 2030. Et pour le gaz, ça risque d'être encore plus tard. Donc, on est vraiment sur une industrie dont la fin est difficile à prévoir, mais clairement, il y a facilement encore trois décennies devant nous de production.

What's at stake in Ghana's elections?

This week campaigning in Ghana comes to an end as candidates make their final arguments in an election where every vote counts. For most people, Ghana's economic turmoil has been at the top of concerns. In 2022 the Central Bank lost $5 billion in one year. The government asked the International Monetary Fund for a bailout and there have been accusations that the economy has been mismanaged High inflation has left many unable to afford basic goods, levels of unemployment are rising and hundreds of thousands of people have been pushed into poverty. So the next government will have the daunting task of easing hardship for millions and getting the economy back on its feet. In today's Africa Daily, Alan Kasujja will be looking at what's gone wrong and how the two main presidential candidates- Mahamudu Bawumia and John Mahama- plan to fix it.There will be a lot more on Ghana's elections from our sister programme Newsday. James Copnall will be broadcasting live from the capital Accra on Friday morning- the day before polls open.
