In 2015, independent journalist Clare Rewcastle Brown and Sarawak Report uncovered the beginnings of what is now considered the world's biggest money-laundering scandal. The crime resulted in billions stolen from the 1Malaysia Development Berhad (1MDB) fund. While former prime minister Najib Razak is now facing a 12-year prison sentence for his role in the crime, Rewcastle Brown herself has also faced legal actions against her, including an arrest warrant and an attempt to place her on Interpol's Red Notice list of wanted fugitives. Malaysia là một lối đi thiết yếu cho giao thương quốc tế, nhất là đối với Trung Quốc. Trong khuôn khổ dự án những Con đường Tơ lụa Mới, Trung Quốc đã đầu tư xây dựng nhiều cảng biển và tuyến đường sắt nhằm tránh eo biển Malacca do Mỹ kiểm soát. Malaysia – Trung Quốc : Mối quan hệ « quý giá » và lâu đờiTrong một công trình nghiên cứu công bố năm 2016, ba chuyên gia về Malaysia – kinh tế gia Elsa Lafaye de Micheaux, nhà địa lý học Nathalie Fau và nhà xã hội học David Delfolie, thuộc Viện Nghiên cứu Đông Nam Á đương đại, trụ sở ở Bangkok – đã chỉ ra rằng Malaysia là một trường hợp đặc biệt, làm nổi rõ tầm ảnh hưởng chính trị và kinh tế ngày càng lớn của Trung Quốc đối với vùng Đông Nam Á. Với vị trí địa lý nằm giữa khu vực và với một cộng đồng người Hoa khá lớn, Malaysia là một tác nhân hàng đầu, một yếu tố chính giúp Trung Quốc thắt chặt các mối quan hệ với ASEAN.Trong bối cảnh ASEAN hội nhập khu vực vào lúc có những tranh chấp chủ quyền lãnh hải ở Biển Đông, việc xem xét mối quan hệ Malaysia – Trung Quốc – một mối quan hệ muôn vàn diện mạo « quý giá » theo như quan điểm của Kuala Lumpur – khác xa với ý tưởng đây đơn giản là một thủ đoạn bá quyền của Trung Quốc, mà đúng hơn là một mối liên kết mang lại nhiều lợi ích cho cả hai bên.Trang mạng Đài Quan Sát Pháp về Con Đường Tơ Lụa, trước hết nhắc lại Malaysia là quốc gia phi cộng sản đầu tiên tại Đông Nam Á thiết lập bang giao với Cộng hòa Nhân dân Trung Hoa năm 1974. Mối quan hệ này còn được củng cố hơn sau cuộc khủng hoảng tài chính năm 2008 nhằm phục hồi nền kinh tế Malaysia, vốn chỉ dựa trên xuất khẩu khi tiếp nhận nhiều khoản đầu tư của Trung Quốc trong các lĩnh vực công nghiệp, cơ sở hạ tầng, khoa học, công nghệ, hay giáo dục.Trung Quốc cũng chiếm một vị trí quan trọng trong nền chính trị Malaysia. Sự sống còn về chính trị của đảng cầm quyền Tổ chức Dân tộc Mã Lai Thống nhất (UMNO - United Malays National Organisation) phụ thuộc rất nhiều vào nguồn hậu thuẫn từ Bắc Kinh. Mối quan hệ này với Trung Quốc còn được thắt chặt hơn nữa với việc ông Najib Razak lên cầm quyền năm 2009.Eo biển Malacca : Điểm yếu của Trung QuốcTheo nhiều nhà quan sát, quan hệ Malaysia và Trung Quốc không chỉ mang tính thương mại, mà còn mang nhiều dáng dấp chiến lược và địa chính trị. Ngay trong thập niên 2000, Malaysia đã trở thành đối tác ưu tiên hàng đầu của Trung Quốc trong khu vực Đông Nam Á, một mặt là do nước này luôn tỏ lập trường trung dung trong các tranh chấp giữa Trung Quốc và một số nước trong vùng.Trong những căng thẳng ở Biển Đông và eo biển Malacca, chính quyền Kuala Lumpur chưa bao giờ tỏ ra đối đầu với Bắc Kinh, ngược lại còn tăng cường nhiều thỏa thuận hợp tác. Điều đó không đồng nghĩa với việc Malaysia từ bỏ chủ quyền quốc gia, mà đúng hơn là tỏ rõ một thái độ có chừng mực. Nhưng đồng thời nước này cũng gia tăng nhiều mối liên kết khác trong nội bộ khối ASEAN, cũng như với Mỹ và Nhật Bản, luôn tìm kiếm các giải pháp thay thế để thoát khỏi sự ảnh hưởng của Trung Quốc.Mặt khác, Malaysia nằm sát cạnh eo biển Malacca, một vị trí chiến lược then chốt hàng đầu đối với Trung Quốc. Hành lang đường biển này nằm giữa bán đảo Malaysia và bờ biển đông bắc của đảo Sumatra (Indonesia). Với tổng chiều dài 930 km và rộng tầm 50 km, eo biển Malacca, kết nối Thái Bình Dương với Ấn Độ Dương, là một trong những tuyến đường biển nhộn nhịp nhất. Hơn 2/3 lượng dầu khí và hơn 1/3 lượng hàng hóa trong giao thương quốc tế được vận chuyển qua eo biển này mỗi năm.Có hình dạng « cổ chai », nơi hẹp nhất có chiều rộng là 38 km trải dài trên 390 km, eo biển Malacca lại là « điểm yếu », « gót chân Achille » cho chuỗi cung ứng nguyên nhiên liệu của Trung Quốc. Đây là một điểm xung đột tiềm tàng trong khu vực, theo như phân tích từ nhà địa chính trị Pepe Escobar trong một chương trình của đài truyền hình ARTE năm 2022:« Hải quân Mỹ có thể ngăn chặn hàng hóa lưu thông trong khu vực chỉ trong vài giờ. Eo biển này có hình dạng cổ chai, cực kỳ hẹp và nguy hiểm, với nhiều điểm hỗ trợ trong khu vực, Hoa Kỳ chẳng gặp chút khó khăn gì để cắt nguồn cung ứng năng lượng của Trung Quốc. Nguy cơ này khiến nhiều nhà phân tích Trung Quốc lo lắng ít nhất từ 20 năm qua. »East Coast Rail Link : Lối thoát cho Trung QuốcNguồn cung dầu hỏa và khí đốt mang tính sống còn cho nền kinh tế Trung Quốc. Sự phụ thuộc vào nguồn nhiên liệu này là một trong những yếu tố chính để Trung Quốc vạch ra dự án Con Đường Tơ Lụa Mới. Do vậy, để tránh bị lệ thuộc vào eo biển Malacca do Mỹ kiểm soát, Trung Quốc phải mở rộng giao thương bằng đường bộ. Hàng tỷ đô la đã được Bắc Kinh đổ vào đầu tư tại cảng biển Gwadar ở Pakistan, xây dựng các tuyến đường sắt, ống dẫn dầu, đường bộ nối Pakistan với tỉnh Tân Cương, tây bắc Trung Quốc.Tại Malaysia – một yếu tố trung tâm cho Con Đường Tơ Lụa Mới ở Đông Nam Á – dự án chủ đạo là East Coast Rail Link (ECRL), nối cảng Klang (ở eo biển Malacca) với Kota Bharu, đông bắc bán đảo Malaysia, nối liền hai bờ duyên hải của Malaysia, giúp Trung Quốc giảm phụ thuộc vào eo biển Malacca. Dự án này đã từng bị đình lại vào năm 2018 với việc đảng BERSATU – Đảng Thống nhất Bản địa Malaysia – lên cầm quyền. Thủ tướng đắc cử thời đó là ông Mahathir cùng với đảng liên minh cầm quyền Pakatan Harapan (PH) đòi xem xét và thương lượng lại các dự án đầu tư của Trung Quốc mà ông đánh giá có chi phí quá cao.Đương nhiên, Trung Quốc không ngừng nhắc đi nhắc lại tầm quan trọng của dự án ECRL tại một vùng địa lý chiến lược quan trọng. Trả lời câu hỏi nhà báo Clea Broadhurst, ban tiếng Pháp đài RFI, tác giả một phóng sự lớn có chủ đề « Malaysia, giao điểm quan trọng của Con Đường Tơ Lụa Mới, nhưng với giá nào ? », Liew Chee Yoong, nhà kinh tế học, chuyên về quản trị doanh nghiệp và phát triển tài chính đại học UCSI tại Kuala Lumpur, đánh giá những lợi ích từ dự án ECRL:« Kết quả của sự hội nhập kinh tế và khu vực là giao thương dễ dàng hơn giữa các nước ASEAN cũng như giữa ASEAN với Trung Quốc và nhiều nơi khác trên thế giới. Điều này xuất phát từ sự gia tăng kết nối do các dự án Con đường Tơ lụa Mới mang lại. Vì vậy, theo tôi, những dự án này thực sự sẽ rất tích cực và có thể rất hiệu quả khi xem xét mọi việc hiện đang diễn ra ở các quốc gia Đông Nam Á. Đối với Malaysia, sẽ có nhiều tàu hàng đến bờ biển phía đông để hàng hóa có thể được vận chuyển đến bờ biển phía tây nhanh chóng và hiệu quả hơn. Một tuyến đường sắt từ Đông sang Tây đang được xây dựng. Điều đó sẽ cho phép tránh eo biển Malacca, đảm bảo vận chuyển hàng hóa nhanh hơn. »Không chỉ giúp rút ngắn thời gian vận chuyển hàng hóa, nhất là đối với các loại sản phẩm dễ hỏng như y sinh, tác động của dự án đường sắt ECRL này có thể sẽ có những hiệu ứng của quả cầu tuyết, có thể giúp phát triển ngành du lịch trong nước, mở mang đô thị, giao thương giữa các vùng với nhau…Thiếu minh bạch Chỉ có điều, những dự án hợp tác đầu tư này giữa Trung Quốc và Malaysia cũng đang làm dấy lên nhiều chỉ trích từ công luận. Người dân phản đối sự thiếu minh bạch trong các kế hoạch trưng dụng đất đai và đền bù thiệt hại. Tại Kuantan, ngôi nhà của bà Rokamar, được xây dựng từ 40 năm qua, sẽ bị phá trụi nhường chỗ cho một con đường tráng bê-tông. Bà tức giận thổ lộ với nhà báo Clea Broadhurst:« Chúng tôi đã bất ngờ ngay từ đầu dự án. Giới quan chức chỉ đến đây khi mọi sự đã được quyết định. Do vậy, chúng tôi chẳng thể làm được gì cả, chúng tôi đành phải chấp nhận những gì Thượng đế áp đặt. Tôi tức vì chúng tôi bị ép phải chấp nhận những dự án này và chúng tội buộc phải từ bỏ đất đai của mình.Có nhiều nơi khác để họ xây tuyến đường sắt ECRL này. Gần đây có hàng ngàn km vuông đầm lầy, họ có thể xây dựng ở đó. Chúng tôi không chống lại sự tiến bộ, nhưng họ có thể dời tuyến đường sắt đến vùng đầm lầy đó, ở đó chẳng có gì cả. Khi họ đến đây làm khảo sát và đo đạc, họ nói với chúng tôi là để làm đường vào nhà ga. Thậm chí vấn đề là không phải lắp đặt đường ray mà chỉ là một lối vào nhà ga.Theo tôi, những người không bị ảnh hưởng trực tiếp có thể dễ dàng nói đến lợi ích của ECRL. Nhưng nếu họ bị ảnh hưởng nặng nề, giống như chúng tôi, họ sẽ biết cảm thấy khó chịu như thế nào khi nhìn thấy mọi thứ trong cuộc sống bị đảo lộn ».Tại Malacca, một khu cảng biển cổ xưa, mang dấu ấn gần 130 tuổi của thời kỳ thuộc địa Bồ Đào Nha, một điểm kết nối trong tuyến đường sắt mới nối Kuantan với thủ đô Kuala Lumpur, là cảnh tượng nhiều khu nhà bị bỏ phế. Cũng như tại nhiều nước khác, đi kèm với các dự án đầu tư của Trung Quốc là làn sóng người lao động Trung Quốc nhập cư.Khu phố cổ của thành phố giờ trở thành một khu phố người Hoa. Những người dân trong khu vực chỉ trích chính quyền bưng bít thông tin và lấy làm tiếc rằng những dự án của Trung Quốc không tạo ra việc làm, gây khó khăn cho đời sống người dân bản địa.… Và những biến đổi vì căng thẳng Mỹ - Trung !Lim một cựu phóng viên địa phương, rất am tường các dự án của Trung Quốc tại Malacca, tỏ ra lo ngại trước đà biến đổi nhanh chóng của thành phố mà không có một kế hoạch phù hợp. Trả lời Clea Broadhurst, anh giải thích :« Không có nhiều thông tin được công bố. Họ thật sự chẳng tiết lộ những gì họ đang làm. Họ chỉ nói rằng đây là một cảng nước sâu hoàn toàn do Trung Quốc quản lý, tập đoàn China Communications Construction Company. Vậy ai có liên quan ? Ai được hưởng lợi từ các hợp đồng ? Chúng tôi muốn có thêm nhiều thông tin về điều này. Hoàn toàn không có sự minh bạch. Chúng tôi có thông tin nhưng rất hạn chế. Nhiều công trình vẫn chưa hoàn tất. Một số dự án đơn giản bị đình chỉ, bị dừng lại giữa chừng. Hơn nữa người dân địa phương, bất kể quy mô đầu tư đều phải đối mặt với nhiều vấn đề liên quan đến chi phí sinh hoạt, nếu không tăng lương lên mức phù hợp, quý vị sẽ không thể hưởng lợi từ các dự án.
