Năm 2024 là một năm thành công về kinh tế và tăng trưởng cho Việt Nam, tăng trưởng GDP được ngân hàng HSBC dự báo 7%. Việt Nam muốn trở thành miền đất hứa cho các đại tập đoàn công nghệ. Tuy nhiên, những xáo trộn trên thượng tầng lãnh đạo, cùng với những đại án tham nhũng cũng gây không ít quan ngại cho các nhà đầu tư nước ngoài, dù Hà Nội luôn khẳng định về sự ổn định chính trị và nghiêm trị tham nhũng, được coi là “có hệ thống” ở Việt Nam. RFI Tiếng Việt điểm lại một số sự kiện quan trọng trong năm 2024 tại Việt Nam với phần nhận định của một số chuyên gia khách mời.Một chủ tịch nước từ chức, một tổng bí thư qua đời và một nhân vật quyền lực mớiNgày 20/03/2024, ông Võ Văn Thưởng là chủ tịch nước thứ hai của Việt Nam phải từ chức trong vòng hơn một năm. Giám đốc nghiên cứu Benoît de Tréglodé, Viện Nghiên cứu Chiến lược của Trường Quân sự Pháp (IRSEM), khi trả lời RFI Tiếng Việt ngày 21/03, nhận định : “(…) Nếu kể cả người được ông Trọng bảo vệ cũng “ngã ngựa”, có nghĩa là ông Trọng không còn mạnh như trước, cho nên các đối thủ của ông tự cho phép đánh bật ông Võ Văn Thưởng, trong khi trước đó, đích thân ông Trọng đã can thiệp vào bộ máy Nhà nước để bảo vệ ông Võ Văn Thưởng vì một vài rắc rối liên quan đến gia đình (…)”. Nhưng công cuộc “đốt lò” cũng giúp làm tăng quyền lực cá nhân của ông. Hai tháng sau, ngày 02/05, ông Vương Đình Huệ bị miễn nhiệm chức chủ tịch Quốc Hội. Đến ngày 22/05, ông Tô Lâm được bầu làm chủ tịch nước. Theo nhiều nhà quan sát quốc tế, chiếc ghế, dù bị coi “có dớp”, chỉ là bàn đạp để ông Tô Lâm tiến đến chức vụ cao nhất - tổng bí thư đảng Cộng Sản Việt Nam do tình hình sức khỏe của ông Trọng không được tốt. Chiều 19/07, tổng bí thư Trọng qua đời tại Bệnh viện Trung ương Quân đội 108.Và người trực tiếp “đốt lò” kiêm luôn hai chức vụ cao nhất Việt Nam : tổng bí thư - chủ tịch nước. Tính toán này đã có từ lâu, theo nhận định ngày 19/07 của chuyên gia Benoît de Tréglodé : “(…) Trước tiên phải nhớ rằng ông Tô Lâm suy ngẫm đến việc này từ nhiều năm nay. Ý thức rõ về vị trí bộ trưởng Công An của mình, ông đã chiếm được vị trí trung tâm chiến lược trong bộ máy Nhà nước. Cũng đừng quên rằng công an luôn là một yếu tố an ninh vô cùng quan trọng trong việc bảo vệ chế độ từ bên trong trước những chuyển biến chung của thời đại và xã hội. Nhờ vị trí chiến lược đó mà ngay từ đầu, ông Tô Lâm đã là một ứng cử viên có tiềm năng lớn để thay thế ông Nguyễn Phú Trọng (…)”.Khi tiếp tục di sản của người tiền nhiệm Nguyễn Phú Trọng, ông Tô Lâm có một số lợi thế, theo quan sát của nhà nghiên cứu Lê Hồng Hiệp, Viện Nghiên cứu Đông Nam Á ở Singapore : “(…) Bản thân người kế nhiệm cũng sẽ có những lợi ích trong việc duy trì cuộc chiến chống tham nhũng này, cụ thể là có thể tiếp tục sử dụng nó như một công cụ hiệu quả để kiểm soát nội bộ và có thể hướng tới kiểm soát các đối thủ chính trị, thông qua việc thanh trừng những người có thể gây nguy cơ đối với quyền lực của họ. Cuộc chiến chống tham nhũng này vẫn sẽ tiếp tục dưới thời lãnh đạo mới. Vấn đề đặt ra là cách thức tiến hành của họ sẽ như thế nào, quy mô, cũng như cường độ của cuộc chiến sẽ ra sao (…)”. Đầu tháng 12, tòa phúc thẩm đã y án tử hình được tuyên vào tháng 04 đối với bà Trương Mỹ Lan vì biển thủ 12 tỷ đô la - số tiền tương đương khoảng 3% toàn bộ nền kinh tế Việt Nam. Theo trang CNN ngày 06/12, “quy mô của vụ gian lận đã làm lung lay niềm tin vào một nền kinh tế hy vọng sẽ thu hút các nhà đầu tư nước ngoài rút khỏi các đối thủ cạnh tranh, như nước láng giềng Trung Quốc” do những căng thẳng thương mại có thể còn gia tăng dưới nhiệm kỳ hai của tổng thống Mỹ Donald Trump.Việt Nam nâng kỷ lục Đối tác chiến lược toàn diệnTuy nhiên, về đối ngoại, quyền lực cá nhân tân tổng bí thư không làm thay đổi “ngoại giao cây tre”. Trả lời RFI Tiếng Việt tháng 08, nghiên cứu sinh Vũ Khang, chuyên về an ninh Đông Á, Trường đại học Boston (Boston Collegue, Mỹ), đưa ra hai lý do :“(…) Thứ nhất, ngoại giao Việt Nam từ xưa đến nay, mục tiêu đầu tiên vẫn là kiềm chế và trấn an được Trung Quốc. Quan hệ Việt Nam với Trung Quốc vẫn đang ổn định nên Việt Nam không có nhu cầu để phải có những thay đổi lớn trong ngoại giao (…) Lý do thứ hai, chính sách đối ngoại của Việt Nam từ xưa đến nay vẫn do Bộ Chính Trị quyết định chứ không phải là do một cá nhân, bất kể cá nhân đấy có là tổng bí thư hay là chủ tịch nước đi chăng nữa (…) Cho nên, chừng nào các thành viên còn lại trong Bộ Chính Trị không muốn thay đổi đường lối chính sách “ngoại giao cây tre” hiện giờ thì việc thay đổi nhà lãnh đạo cấp cao nhất là tổng bí thư cũng sẽ không có tác động lớn đối với đường lối chính sách đối ngoại của Việt Nam (…)”. Pháp trở thành nước thứ 8 trên thế giới (2) - sau Úc là nước thứ 7 vào đầu năm - và là quốc gia đầu tiên trong Liên Hiệp Châu Âu thiết lập hợp tác Đối tác chiến lược toàn diện với Việt Nam. Trước đó, nhân kỉ niệm 70 năm chiến thắng Điện Biên Phủ với khách mời là bộ trưởng Quân Lực Pháp Sébastien Lecornu, hai nước đã nhất trí “khép lại quá khứ, hướng đến tương lai”.Nhìn vào lựa chọn 8 đối tác chiến lược toàn diện, có thể thấy chủ trương của Việt Nam là đa dạng hóa đối tác, đặc biệt là về quân sự, để tránh bị phụ thuộc và giữ thế cân bằng. Ngoài ra, còn có yếu tố kinh tế, theo giải thích của nhà nghiên cứu Zachary M. Abuza, Trường National College War, Mỹ, với RFI Tiếng Việt ngày 21/10 :“Nếu nhìn vào các đối tác chiến lược toàn diện mà Việt Nam đã thiết lập, tất cả đều là các đối tác kinh tế lớn. Đây luôn là tôn chỉ của Việt Nam trong chính sách ngoại giao. Hà Nội đang nỗ lực để trở thành một nước phát triển, hoặc ít nhất là trong nhóm nước có thu nhập cao từ nay đến 2045. Do vậy, nâng cấp quan hệ với Pháp là một lựa chọn quan trọng cho Việt Nam (…). Paris có một trang sử dài với Hà Nội và Việt Nam đã đấu tranh trong nhiều năm để giành lại độc lập từ Pháp. Do vậy, tôi nghĩ rằng, về mặt biểu tượng, đó là điều quan trọng để Pháp trở thành nước châu Âu đầu tiên mà Việt Nam thiết lập quan hệ này (…)”.Việt Nam đa dạng đối tác quân sự đối phó với Trung QuốcCòn nhà nghiên cứu Pháp Laurent Gédeon cho rằng Việt Nam cũng trông cậy vào ủng hộ của Pháp về lập trường đối với Biển Đông :“Điều đáng chú ý trong tuyên bố chung ngày 07/10 là việc Pháp nhắc đến việc hỗ trợ nguồn lực quân sự cho Hà Nội, đặc biệt là lực lượng cảnh sát biển. Và điều này phù hợp với mong muốn của Việt Nam trong việc tăng cường năng lực làm chủ, kiểm soát không gian biển, trong bối cảnh tranh chấp với Trung Quốc (…) Theo tôi, Pháp quan tâm về việc liệu Việt Nam có đủ phương tiện để tự vệ, và khả năng đối phó với xâm lược quân sự nếu cần thiết. Trung Quốc cũng đang lưu ý đến điều này. Nhưng phải nhắc lại rằng Việt Nam cũng duy trì quan hệ đối tác chiến lược với Trung Quốc, trong đó có hợp tác quân sự, bất chấp những sóng gió giữa hai bên”. Điểm này cũng nằm trong chính sách được tiến hành từ 5, 6 năm trở lại đây, bởi vì chiến tranh Nga-Ukraina, rồi những vấn đề về tranh chấp, xung đột khắp thế giới cho thấy một trong những điều cốt lõi nhất để có thể giúp cho Việt Nam và quân đội Việt Nam giữ vững được năng lực bảo vệ chủ quyền, đó là tự chủ, hoặc theo một số người nói là “tự chủ chiến lược”(…)”. Việt Nam cũng áp dụng cách tiếp cận như của Trung Quốc, “mở rộng sự hiện diện quân sự thông qua các sáng kiến xây dựng đảo chiến lược để củng cố yêu sách lãnh thổ trong khu vực”, theo nhận định của trang Asia Media Centre ngày 24/10. Báo cáo của Viện Nghiên cứu Minh bạch Hàng hải châu Á - AMTI, công bố ngày 07/06, dự báo năm 2024 sẽ là năm bồi đắp đảo kỷ lục của Việt Nam ở quần đảo Trường Sa, với diện tích đất được bồi đắp gần bằng tổng hai năm trước đó.Tuy nhiên, Trung Quốc cho tới nay vẫn im lặng về các hoạt động của Việt Nam, trái ngược với thái độ hung hăng với Philippines. Nhà nghiên cứu Hoàng Việt giải thích :“Thứ nhất, Trung Quốc không phản đối bởi vì Trung Quốc mới là xây nhiều. Việt Nam chắc là không bao giờ theo kịp Trung Quốc trong việc tôn tạo các thực thể trên Biển Đông. Trung Quốc còn quân sự hóa các đảo đó, biến thành những tiền đồn. Việt Nam thì chắc là sẽ không có các tiền đồn (…). Thứ hai, có lẽ Việt Nam cũng khéo léo chọn thời điểm mà Trung Quốc cũng đang muốn thúc đẩy quan hệ với Việt Nam và Việt Nam cũng đang cố gắng giữ quan hệ với Trung Quốc ở mức tốt đẹp để phía Trung Quốc không có phản ứng nhiều trong trường hợp này”. Ngoài ra, còn có yếu tố kinh tế, theo giải thích của nhà nghiên cứu Zachary M. Abuza, Trường National College War, Mỹ, với RFI Tiếng Việt ngày 21/10 :“Nếu nhìn vào các đối tác chiến lược toàn diện mà Việt Nam đã thiết lập, tất cả đều là các đối tác kinh tế lớn. Đây luôn là tôn chỉ của Việt Nam trong chính sách ngoại giao. Hà Nội đang nỗ lực để trở thành một nước phát triển, hoặc ít nhất là trong nhóm nước có thu nhập cao từ nay đến 2045. Do vậy, nâng cấp quan hệ với Pháp là một lựa chọn quan trọng cho Việt Nam (…). Paris có một trang sử dài với Hà Nội và Việt Nam đã đấu tranh trong nhiều năm để giành lại độc lập từ Pháp. Và điều này phù hợp với mong muốn của Việt Nam trong việc tăng cường năng lực làm chủ, kiểm soát không gian biển, trong bối cảnh tranh chấp với Trung Quốc (…) Theo tôi, Pháp quan tâm về việc liệu Việt Nam có đủ phương tiện để tự vệ, và khả năng đối phó với xâm lược quân sự nếu cần thiết. Intel $1B Investment Withdrawal: Valerie shared that Vietnam's power outages, real estate turmoil, and anti-corruption campaign have led to delays in construction permits and licensing, which influenced Intel's decision to withdraw investment. This also caused the Danish group Pandora to announce the delay in running its factory to 2026 instead of its initial plan to start in 2025. She also explained that the country's power supply is delivered by a single state-owned company called EVN, which has faced challenges in managing resources, resulting in inconsistent power supply. 2. Vietnam Edtech Trends: Valerie stressed that while K-12 education receives ample investment, higher education and adult learning opportunities are lacking. She shared her involvement in helping recruit for Marathon Education which aims to build a Vietnamese MIT university and the potential growth in post-K12 education, including university, post-grad, and adult learning sectors. We also discussed Vietnam's edtech space and both disagreed with the notion of Vietnamese youth disengagement or "lying flat" (tang ping), as seen in China and reported by SCMP. Valerie explained that Vietnam has the second highest PISA (Programme for International Student Assessment) scores among ASEAN countries, next to Singapore. She also shared the trend of young Vietnamese holding multiple jobs or side hustles, showcasing their drive, competitiveness, and ambition. 3. Regional FDI Flow & Expansion Strategies: Valerie noted that the northern region of Vietnam is attracting more foreign direct investment (FDI) due to its infrastructure and larger workforce availability. She compared spending habits in Ho Chi Minh City and Hanoi, pointing out Ho Chi Minh City's entrepreneurial and high-value customer base. We delved into Vietnamese companies' expansion strategies such as their movement into neighboring countries like Cambodia and Laos. Valerie mentioned companies like VinFast expanding into markets like Indonesia and Europe, representing the first generation of Vietnamese entrepreneurs attempting global expansion. She expressed optimism about Vietnam's digital economy growth, targeting 20% of GDP by 2025, and stressed the importance of supportive government policies for this expansion. They also talked about Vietnam's infrastructure development, the top cities and provinces attracting FDI, and the availability of human capital. Using high-resolution satellite images. Dr. Nithiyanandam, Head of Geospatial Research Programme at the Takshashila Institution, analysed three operational dual-purpose airports and two airbases under construction in Central Tibet, namely, Shigatse Peace Airport, Lhasa Gonggar Airport, Nyinghchi Manling Airbase, Shigtase Tingri Airbase, and Damxung Airbase. According to him, “China's rapid construction pace and utilization of cutting-edge technology indicate its commitment to maintaining a long-term presence in the region”, located very close to the Indian borders. This representation of America's elite flying warriors serving under a flag other than the flag of the United States raises some doubts about the priorities held by current military leadership. The photo and the substitution of the pride flag for the American flag prompted jeers from Twitter, including comment from Navy vet and Human Events Daily's Jack Posobiec who joked, "The Air Force has switched allegiance. And here I thought the Navy would be the first to go." The Air Force's embrace of progressive politics has translated into a number of public initiatives that have left people raising similar concerns as the ones surrounding the absentee American flag. The United States Air Force also recently lowered their fitness standards again in a move that's happening across all branches of American military. The Type 003 is similar in scope to the American Ford and Nimitz-class. But the new carrier is conventionally powered not nuclear. So, what is next for China’s defense industry? Perhaps it’s the Type 004, which could be China’s first nuclear-powered flat top. This means that Beijing wishes to operate its navy worldwide in a true blue-water fashion someday. While the Type 003 will need a few years of sea trials, and it is not clear when the testing will commence, this is still an impressive development for the People’s Liberation Army Navy (PLAN). It potentially allows up to three carrier battle groups that can be deployed in the East and the South China Sea to put fear into Taiwan, Japan, and South Korea. The Type 004 is up next. There have been clues that PLAN aircraft such as the fifth generation FC-31 Gyrfalcon and J-15 Flying Shark carrier-based fighters were seen on satellite imagery training for flight deck operations. Remember, the legislation allocated an astonishing $350 billion—roughly $2400 per federal taxpayer—to bailing out state and local governments. In the Democrats’ telling, this money was necessary because local governments were cash-strapped from the pandemic and needed help to avoid laying off front-line emergency responders. This was always a lie, because the expected state revenue shortfall never actually happened. Perhaps unsurprisingly, the unnecessary “stimulus” money sent to state governments has proven laughably ineffective. A new NBER study by Jeffrey Clemens, Philip G. Hoxie & Stan Veuger estimates that the program spent roughly $855,000 for every one year of employment it preserved. That’s right: The feds spent nearly a million bucks for every job they “protected” for a year.
