On February 26, 2019, fighter jets of the Indian Air Force bombed a terrorist camp in Balakot, Pakistan. The Balakot airstrike – as the operation came to be known – was the first time since the 1971 war that Indian warplanes attacked a target inside Pakistan. The cross-border bombing raid was in response to the February 14, 2019 Pulwama terror attack in which 40 CRPF personnel were killed. The already-high tensions between Delhi and Islamabad escalated even further after Pakistan responded to the Balakot airstrike with an attempted air raid of its own and the subsequent capture of an Indian Air Force pilot by Pakistan. Ten percent of vacancies in central government jobs in Group C and 20 per cent in Group D are reserved for ex-servicemen. For public sector banks, central public sector units and CAPFs, the reservation is 14.5 per cent in Group C and 24.5 per cent in Group D. But, Directorate General Resettlement data shows that states, central public sector units, and Central Armed Police Forces have failed to recruit against the vacancies reserved for ex-servicemen. Only 2.4 per cent of veterans who applied for a job could get one because of that. As of June last year, ex-servicemen constituted only 1.15 per cent of the Group C strength and 0.3 per cent of the Group D strength in 94 of the 170 CPSUs. Between 32 central ministries, only 1.60 per cent of the 22,168 positions reserved for veterans have been filled. The Indian Railways could only fill 1.4 percent of the positions reserved for retired armed forces personnel. A spokesperson for the Indian Railways has said that recruitment for around 24,242 vacancies of ex-servicemen was currently underway. For the ten defence PSUs, where the Centre has announced a 10 per cent reservation for the Agnipath scheme, veterans comprised only 3.45 per cent and 2.71 per cent of Group C and Group D posts, respectively. As of June 2021, only 0.62 percent of positions reserved for veterans have been filled by paramilitary forces, which are made up of the BSF, CRPF, ITBP, SSB, and CISF. Meanwhile, the central government has announced that 10 percent of vacancies in the CAPFs would be reserved for Agniveer. This graphic should reveal itself category by category, like Central Public Sector Units first, and then in order. It should be matched to the script above in VO3, where CPSUs come first, followed by central ministries and then paramilitary forces, in that order. By the end of 2020, Bihar, UP, Punjab and Haryana, which cumulatively account for 80 per cent of the Indian armed forces, had given jobs to only 1.5 percent out of the 200,000 veterans who had registered for a job. Officials of state Sainik Boards say that while most states have reservations under the ex-servicemen quota for all positions, they are reluctant to recognise the graduation certificate issued by the military. Under the Agnipath Pravesh Yojana, young candidates will be recruited for four-year tenures of service in the military. As many as 46,000 Agniveers are to be recruited this year. From each batch of Agniveer, the government will retain the best. Up to 25 per cent of each year's intake will be chosen to remain in service. While the government has announced reservations across sectors for the Agniveers, the hiring trend of ex-servicemen in government sectors does not paint an optimistic picture. The morale of those who secure our borders is just as important as the weapons we arm them with. The government should consider the following question -- if the Agniveer find themselves worrying about an uncertain future, will that bode well for the country?
Early in March, a public interest litigation petition came up in the Supreme Court -- two retired CRPF personnel said that between 2007 and 2019, 148 Central Armed Police Forces personnel, deployed in Naxal-affected Bastar district, died by suicide. This is not the only statistic about defence personnel dying by suicide -- from 2014 to 2021, nearly 800 Army, Navy and Air Force personnel died by suicide. In August last year, the Rajya Sabha was informed that 680 paramilitary personnel had died by suicide over the previous six years -- this was higher than the 323 personnel who died due to encounters. This apart, between 2014 and 2021, there were 20 cases of fratricides -- where defence personnel have turned on their colleagues, killing them and in many cases, then killing themselves too. The government has said that difficulty in dealing with family problems from a distance, conflict trauma, the strain of deployment in conflict and border zones, all contribute to mental health stress among personnel. It has also pointed to a number of measures initiated -- such as psychological counselors in combat zones, better food and clothing, a ‘buddy system' and a liberalized leave system, along with suicide prevention policies. Some retired officers however, point to other, internal issues: poor leadership and not being able to avail of leave when they need it, are some concerns raised. There is also a significant difference in the services available to those in the military forces and those who serve in the paramilitary forces. How does stress play out in arguably one of the most difficult professions there is? How much of a role does stigma play in the seeking of mental health care? And what can be done to help tackle this issue? Vivek Agnihotri's new film - The Kashmir Files that focuses on the events surrounding the exodus of Kashmiri Pandits between the late 80's and early the 90's, has been triggering a lot of responses from day one. It's also perhaps one of the few Bollywood films releases of the Covid-era that continues to be at the box office for 10 days now with steady earnings. For comparison, Gangubai Kathiawadi starring Alia Bhatt that was released in February 25 earned Rs 117 crores domestically in three weeks. But recently, after raking up its highest one-day collection yet on 20 March Sunday, The Kashmir Files' total earnings now stand at Rs 167 crores roughly. This is just in 10 days! But at the same, Vivek Agnihotri's film has sparked a political storm with debates around what the film depicts and how polarized its reception has been on the ground. While some feel that it's about time that the painful story of Kashmiri pandits be shared with the country unabashedly, others point out that in the process of dramatization, the movie stray from facts and ends up vilifying and generalizing Kashmiri Muslims. But amid this cacophony of arguments and counter-arguments, a big question is, who is the film for? Does it serve the purpose of representing the plight of Kashmiri pandits, or does it get politically co-opted? Amit Shah today laid a statement laid in Rajya Sabha on the incident of attack on the vehicle of Hyderabad MP and President, AIMIM Asaduddin Owaisi on February 3, 2022. The Union home minister said on several occasions in the past, the Central Government, on the basis of threat assessment by the Central Security Agencies, had issued directions for providing security cover to Owaisi. However, repeated endeavours of the Delhi Police and Telangana Police to provide security cover to Owaisi did not succeed on account of his unwillingness to take security cover. India has served Pakistan the proverbial dish of ‘badla' (revenge) – how cold it was, and how accurately aimed, are still being debated. Pakistan also took its ‘badla' by retaliating. But where do we go from here? After the savage terror attack by a suicide bomber belonging to Pakistan-based Jaish-e-Mohammed on a CRPF convoy at Pulwama in Kashmir on 14 February, in which 40 jawans were martyred, the one word most heard on Indian TV channels was ‘badla' (revenge). Some eminent Indian commentators made the word more popular by evoking the proverb − “Revenge is a dish best served cold”. The message to Pakistan was clear. “Badla” will come, but “der se” (delayed), and it will take you by surprise. In the face of a gravely provocative and hostile act of aggression – such as the terrorist attack on a CRPF convoy in Pulwama in Jammu and Kashmir on Thursday, 14 February, – a mature nation should display five qualities. Unity. Fearlessness. A steely resolve to punish the aggressors. A complete lack of hatred, revengefulness and triumphalism. And readiness to understand and address the root cause of the problem. India has shown some of these qualities – to be precise, the first three in the list. That's heartening. However, more work is needed to develop the remaining two. First, Unity: Just before the news of the terror attack came in, the acrimony of the election season was visible all across India. The 16th Lok Sabha had ended its term the previous day.
The suicide bomb attack that killed around 40 CRPF jawans in Pulwama is easily one of the most serious attacks the security forces have faced in Jammu & Kashmir since the beginning of insurgency in 1990. Comparisons are being made with the J&K Legislative Assembly attack in 2001 that led to the killing of 38 people. Both attacks seem to have used the same modus operandi – having a suicide bomber ram an SUV loaded with explosives on to the target.
