This is the Catch Up on 3 Things by The Indian Express and I am Ichha Sharma.Today is the 22nd of April and here are today's headlines.En route to Jeddah today for a two-day visit to Saudi Arabia, Prime Minister Narendra Modi described the nation as “one of India's most valued partners — a maritime neighbour, a trusted friend and a strategic ally”. He also said that the partnership between the two countries has “limitless potential”. Modi is set to meet Crown Prince Mohammed bin Salman tonight, where both leaders are expected to discuss expanding cooperation in an array of crucial areas, such as energy, defence and trade, besides expediting Riyadh's $100 billion investment plan for India. Besides bilateral ties, the two leaders will also exchange views on pressing regional and global issues, including the overall situation in West Asia.In the first high-level visit from the White House since the inauguration of President Donald Trump in January, US Vice-President J D Vance met Prime Minister Narendra Modi on Monday and both sides “welcomed the significant progress” in negotiations towards a India-US bilateral trade pact, framing it as a “new and modern trade agreement.” Vance today praised India's heritage and strategic partnership with the US, saying, “I believe there is much that the US and India can accomplish together.” Speaking in Jaipur, he noted that both nations are working toward a bilateral trade agreement based on shared priorities. Referring to past policies, Vance said, “We are not here to preach,” and highlighted President Trump's vision to “rebalance global trade” and “build a bright new world” with partners like India. At least eight people, including tourists, were injured in a suspected militant attack in south Kashmir's Pahalgam today. Sources said two of the injured are critical. According to sources, militants opened fire on tourists at Baisaran, an off-the-road meadow in Pahalgam. Baisaran is a popular destination among tourists. Police sources said that at least eight people, including tourists, were injured in the shootout. Police sources said the number of injured could increase.A few days after warning against judicial overreach, Vice President Jagdeep Dhankhar emphasised today that Parliament is supreme, and elected representatives are the final arbiters of the Constitution. Addressing a gathering at an event called ‘Kartavyam' in Delhi University, marking 75 years of the Constitution, Dhankhar said, “There is no visualisation in Constitution of any authority above Parliament… elected representatives… They are the ultimate masters as to what (the) Constitution content will be.” He referred to Indira Gandhi's imposition of the Emergency in 1975 and her electoral defeat in 1977 to underscore how elected representatives are most accountable to the public.Gold prices are glittering above the Rs 1 lakh-level per 10 gm for the first time as the international prices surged after US President Donald Trump unveiled plans to overhaul the Federal Reserve. Gold consolidated its position as the best safe haven asset in the volatile global financial markets. The price of 24-karat gold (999 fineness) was quoted at Rs 1,00,000 per 10 gm in the Mumbai bullion market today. The price of 22 karat gold was quoted at Rs 91,600 per 10 gm on Tuesday as global markets continued to remain jittery over the Trump's tariff plans and his threat to revamp the US Fed that could lead to a spike in inflation and interest rates.US President Donald Trump is facing a significant dip in his economic approval ratings, with his performance on the economy registering the lowest numbers of his presidency. According to the latest CNBC All-America Economic Survey, broad discontent over issues like tariffs, inflation, and government spending has contributed to this decline. The surge of economic optimism that followed Trump's election in 2024 has all but disappeared, with more Americans now predicting that the economy will worsen, a stark shift from the hopeful outlook that marked earlier years. The survey revealed a sharp turn towards pessimism about the stock market as well, with many feeling uncertain about future economic prospects. This was the Catch Up on 3 Things by The Indian Express

This week on Hafta, Newslaundry's Abhinandan Sekhri, Manisha Pande and Anand Vardhan are joined by The Caravan's Hartosh Singh Bal and Delhi University professor Tanvir Aeijaz. The panel begins the show by discussing Narendra Modi's meeting with Donald Trump which Manisha terms “a test of statecraft” for Modi. The discussion then moves to the Delhi election result, which saw the BJP returning to power after 27 years. “This is a new BJP. It has gained strength since the 2024 Lok Sabha elections,” says Hartosh. “...These elections were not fought on Modi's back. The party now has organisational strength. Even if Modi falls to the wayside, it does not make a difference to the BJP.” As the panel discusses the AAP and Congress's performance, Abhinandan says, “One thing BJP has pulled off well is that they won Delhi without a [chief ministerial] face.”Tanvir talks about the controversy surrounding the new UGC draft guidelines that give state governors a prominent role in selecting vice-chancellors. “This regulation comes in the backdrop of the idea that we need to have one curriculum, one education system across the country,” he says. “But education is a concurrent subject…everything in a monastic form creates a problem for federalism.”This and a lot more. The Burning Forest: India's War Against the Maoists (Verso, 2019) by Nandini Sundar is an empathetic, moving account of what drives indigenous peasants to support armed struggle despite severe state repression, including lives lost, homes and communities destroyed. Over the past decade, the heavily forested,mineral-rich region of Bastar in central India has emerged as one of the most militarized sites in the country. The government calls the Maoist insurgency the “biggest security threat” to India. In 2005, a state-sponsored vigilante movement, the Salwa Judum, burnt hundreds of villages, driving their inhabitants into state-controlled camps, drawing on counterinsurgency techniques developed in Malaysia, Vietnam and elsewhere. Apart from rapes and killings, hundreds of ‘surrendered' Maoist sympathisers were conscripted as auxiliaries. The conflict continues to this day, taking a toll on the lives of civilians, security forces and Maoist cadres. In 2007, Sundar and others took the Indian government to the Supreme Court over the human rights violations arising out ofthe conflict. In a landmark judgment, the Court in 2011 banned state supportfor vigilantism. The Burning Forest describes this brutal war in the heart of India, and what it tells us about the courts, media and politics of the country. The result is a granular and critical ethnography of Indian democracy over a decade. Nandini Sundar is a Professor of Sociology at the Delhi School of Economics, Delhi University, and has been visiting Bastar for over 25 years. Her first book, Subalterns and Sovereigns: An Anthropological History of Bastar (1854-1996) is an authoritative account of Bastar's colonial and post-colonial past. Stuti Roy has recently graduated with an MPhil in Modern South Asian Studies from the University of Oxford. Learn more about your ad choices. Last week, G.N. Saibaba, a former professor at Delhi University, died, after being released from jail in March this year after spending 10 years incarcerated. He was jailed on terror charges – but was eventually found innocent by the Bombay High Court. The Court while acquitting him had criticised both the investigation and the trial court's decision in finding him guilty. Despite being 90% disabled and on a wheelchair due to polio, Prof Saibaba, as per his own account was constantly denied access to medical care while in jail, denied medical bail during the pandemic and denied emergency bail during the death of his mother. His case highlights once again, the problematic issue of bail in our criminal judicial system. Who has access to bail? How is bail given and can bail conditions be met by those seeking it? Does our bail system privilege the wealthy and leave out the vast majority of others? Is not being able to access or not being granted bail behind the problem of the huge number of undertrials in Indian jails and the overcrowding of the system? Guest: Medha Deo, Programme Director, Fair Trial Programme of Project 39A from National Law University, Delhi Host: Zubeda Hamid Edited by Jude Francis Weston
Last week, 57-year-old former Delhi University professor G.N. Saibaba passed away in a Hyderabad hospital following post-operative complications after undergoing surgery for gallbladder stones. Saibaba, who had 90% disabled due to a polio infection he contracted during his childhood, spent nearly a decade in jail for alleged Maoist links before being acquitted by the Bombay High Court seven months ago. During his incarceration, his family and lawyers repeatedly raised concerns about his deteriorating health. Those close to him now describe his death as an institutional murder. In this episode, we take a deeper look at his case to understand the failings of the State and judiciary.Hosted, written and produced by Shashank BhargavaEdited and mixed by Suresh Pawar

The results of the National Eligibility-cum-Entrance Test (NEET) 2024 have sparked a major controversy. Students and experts have flagged plenty of irregularities. Petitions were filed in the Supreme Court over the award of grace marks to more than 1,563 students by the National Testing Agency (NTA), the body that conducts the exam. A concerned Supreme Court observed that the sanctity of the exam had been affected. The NTA informed the Court that the grace marks given to the 1.563 students would be cancelled and they would be given an option to take a retest, which would be held on June 23, with results declared on June 30. However, grace marks were not the only irregularity. For the first time in the history of NEET, 67 candidates topped with the maximum possible score, with eight of them from one centre, whereas there has never been a year where more than 3 students have scored maximum marks. There were also reports of question paper leaks, torn OMR sheets, and question papers in the wrong language being distributed. Even if we set aside NEET 2024as an aberration, experts have flagged systemic problems with NEET itself as a mode of selection. For instance, the Justice AK Rajan Committee, set up by The Tamil Nadu government to study the impact of NEET, had concluded in its report that NEET was anti-poor, anti-social justice and favoured students from affluent families, students from urban centres, and students who could afford to spend lakhs on coaching centres. So, what are the various problems with NEET 2024? Is an independent probe required? How do we ensure transparency and accountability in the functioning of NTA? Why are states like Tamil Nadu seeking an exemption from NEET? Guests: Professor Anita Rampal, former Dean, Faculty of Education, at Delhi University, and Dr G R Ravindranath, general secretary of the Doctor's Association for Social quality, who also a Member of the Justice AK Rajan Committee constituted by the Tamil Nadu government to study the impact of NEET. Host: G. Sampath, Social Affairs Editor, The Hindu. Edited by Sharmada Venkatasubramanian.

Trust in the Supreme Court and the wider judiciary is eroding fast. This comes on the back of disappointing rulings over the past few years, inaction in some cases and what seem to be contradictory utterances. In a constitutional democracy, courts play an important counter-majoritarian function and are a check on the executive. Many think the Supreme Court is failing in these functions. If the judiciary doesn't take corrective measures soon, there goes our democracy. Nandini Sundar, Professor of Sociology at the Delhi School of Economics, Delhi University, speaks to All Indians Matter.

In what is meant to be his quiet and reflective corridor of retirement, my guest today, Abhijit Sengupta grapples with a disquiet that lingers. A former senior IAS officer and therefore, you might say, a custodian of order and democracy, a lifetime of service to the nation has clearly left him with a profound sense of duty that refuses to retire with him.Abhijit's expression of angst—a visceral response to the erosion of the democratic foundations that he cherished—has resulted in his latest book, The Queen of All Nations. A response to what he sees as the foundations of democracy that are being visibly eroded with every headline and each policy shift, serving up yet another dissonant note in a score he thought he knew by heart. It is understandably difficult for anyone to come to grips with the realisation that the ideals he held dear are slipping through the cracks of a society in a time of ideological polarisation. So, amidst all this angst, Abhijit Sengupta becomes a reluctant activist in this shifting landscape of incipient fascism and rising fundamentalism. But he channels his efforts not as a lament for a bygone era but as something of a rallying cry for the return of ideals. With the optimism that the spirit of a plural, democratic society can endure if those who believe in it refuse to be silent witnesses to its demise. The Queen of All Nations is more than a historical narrative. It's a call for greater awareness of history and what got us here. It is a poignant reflection on the anguish of this intellectual in a world grappling with political turmoil. And, as a comfortable read, the book serves as a lighthouse for readers of the younger generation whom he takes on a sweeping journey through the annals of modern India, delving into the intricate political landscape, social upheavals, and cultural transformations that have shaped the nation's identity. To discuss his book, his ethic and his state of mind, he joins from his home in Bangalore, a city we share.Buy The Queen Of All Nations: https://amzn.to/3sDCh09 Buy A to Z: https://amzn.to/49QmM5F Read Ramjee Chandran's review of A to Z: https://bit.ly/3T0JWQSABOUT ABHIJIT SENGUPTAAbhijit Sengupta joined the Indian Administrative Service in 1972 and retired in 2008 as Secretary, Ministry of Culture, Government of India. The Mangarh Massacre of November 1913 resulted in the death of around 1,500 people belonging to the Bhil tribe. They had gathered there to protest against the exploitation of tribal people by the British as well as rulers of princely states in the region. British and Indian forces attacked the protestors.
