This is the Catch Up on 3 Things for the Indian Express and I'm Flora Swain.It's the 3rd of June and here are today's headlines.With less than 24 hours to go for the counting of votes to start, all eyes are on whether the exit poll predictions will hold ground — the Prime Minister Narendra Modi-led NDA government coming back to power with thumping majority. While the Opposition's INDIA bloc has rubbished the exit polls, the BJP is confident of easily crossing the majority-mark, even planning out how they want to celebrate the landmark victory. All major exit polls have projected a resounding victory for the NDA with the BJP expected to better its own 2019 tally of 303 seats.A day before the vote counting of 18th Lok Sabha Elections 2024, Chief Election Commissioner Rajiv Kumar Monday said the EC had failed to counter “mischievous” narratives – starting with allegations that the electoral roll was faulty, then questions raised on EVMs and voter turnout, and now the counting processes. Asked whether there were any learnings from the election process, he said that in hindsight, given the heatwave, the polls should have been finished within a month. Additionally, he said that the EC has to be better prepared to counter “false narratives”.The Delhi government has approached the Supreme Court, seeking increased water allocation from neighboring states due to an acute water crisis caused by extreme heat waves. While Himachal Pradesh has agreed to share surplus water, the Haryana government is not providing necessary support. The Supreme Court has called for an urgent meeting of the Upper Yamuna River Board to address the critical situation.Bengaluru experienced a heavy downpour on Sunday, during the Southwest Monsoon, breaking a 133-year-old record for the highest daily rainfall in June. According to the India Meteorological Department, the city received 111.1 mm of rainfall on that day, surpassing previous 101.6mm in 1891. The current forecast suggests that rainfall will continue for the next two days, accompanied by overcast conditions and light to moderate thunderstorms. This recent heavy rainfall has put Bengaluru on track to potentially break its highest monthly rainfall record for June, which currently stands at 228.2 mm recorded in 1996.Two Lashkar-e-Toiba (LeT) militants, including one who has long evaded security forces, were trapped in a gunfight with a joint team of security forces in Kashmir's Pulwama. The militants, identified as Riyaz Ahmad Dar (a militant since September 2015) and Rayees (who joined in 2021). A joint team comprising personnel from the Jammu and Kashmir Police, the Army, and paramilitary forces cordoned off Pulwama's Nehama village after specific inputs about the presence of militants in the village.This was the Catch-Up on the 3 Things by The Indian Express.

Ajay Bisaria is a commentator on international affairs and a Distinguished Fellow at the Observer Research Foundation. He joined the Indian Foreign Service in 1987 and, in a career spanning thirty-five years, dealt with some of India's key economic and security relationships. He served as Indian high commissioner to Pakistan from 2017 to 2020. He has been Indian high commissioner to Canada (2020-22), and India's ambassador to Poland and Lithuania (2015-17). He has also represented the country at the World Bank in Washington DC and in embassies in Berlin and Moscow. He has served in various capacities in the Ministry of External Affairs, Department of Commerce, and the Prime Minister's Office, where he was a key aide to Prime Minister Vajpayee from 1999 to 2004. He has a Bachelor's Degree in Economics from St Stephen's College, Delhi University, an MBA from IIM Calcutta, and a Master's Degree in Public Policy from Princeton University. On February 26, 2019, fighter jets of the Indian Air Force bombed a terrorist camp in Balakot, Pakistan. The Balakot airstrike – as the operation came to be known – was the first time since the 1971 war that Indian warplanes attacked a target inside Pakistan. The cross-border bombing raid was in response to the February 14, 2019 Pulwama terror attack in which 40 CRPF personnel were killed. The already-high tensions between Delhi and Islamabad escalated even further after Pakistan responded to the Balakot airstrike with an attempted air raid of its own and the subsequent capture of an Indian Air Force pilot by Pakistan.   On the 48th episode of In Our Defence, host Dev Goswami and “Def-Savvy” recall their experience of covering those tensed few days as journalists. Targeted killing of migrant workers in Kashmir is triggering fear and anxiety across the valley, with hundreds now fleeing the region.  Since 1 October, a total of eleven people have been the victim of targeted killings. After a spate of attacks in the region between 5-10 October, where at least seven civilians were killed, four more civilians-all of them migrant workers-were gunned down by militants between 16-17 October.  Arbind Kumar Shah from Bihar's Banka village and Sageer Ahmad from Saharanpur, Uttar Pradesh were gunned down in Srinagar and Pulwama respectively on 16 October. And just a day later, Raja Reshi Dev and Joginder Reshi Dev lost their lives after gunmen barged inside their rented rooms and opened fire at them in the Wanpoh area of Kulgam. Along with Raja and Joginder, the militants reportedly also shot and injured Chun Chun Reshi. All three belonged to Bihar and had moved to Kashmir for work.  A terror outfit which calls itself the United Liberation Front has claimed responsibility for the attacks in Wanpoh while another outfit, The Resistance Front claimed that attacks in Srinagar last week. Kashmir has been a source of employment for lakhs of migrant workers for years, with close to 3-4 lakh labourers reportedly travelling to the Valley every year for work due to lack of employment in their state. From Arbind Kumar to Joginder Reshi Dev to Sageer Ahmad, all of them were the sole breadwinners for their families. In their book, Spy Stories: Inside the Secret World of The R.A.W and I.S.I, Adrian Levy and Cathy Scott-Clark make several explosive revelations, including about the Pulwama attack and alleged Indian spy Kulbhushan Jadhav. The two foreign journalists seem to have enjoyed an unprecedented level of access to the intelligence establishments on both sides, even working as back-channel diplomats after the Pulwama attack. In this book, the duo seeks to document the inner workings of the RAW and the ISI. They also trace the career of NSA Ajit Doval through the past few decades, especially from the 1999 Indian Airlines' flight IC-814 hijack, which the NSA describes as a “diplomatic failure”, to the 2000 Parliament attack, and more recently events in Kashmir, including the 2016 Pathankot and 2019 Pulwama attacks in which 40 personnel were killed, as well as the retaliatory Balakot strikes by the Indian Air Force. Prof Ganguly has authored a number of books on foreign policy including 'Deadly Impasse: Indo-Pakistani Relations at the Dawn of a New Century (Cambridge University Press, 2016)'. Ahmed: We know that India and Pakistan had a parting two years ago after the Pulwama attack in Feb 2019 followed by the revocation of Article 370. And now see a thaw between the two countries with upholding the ceasefire. How do you see it? Mr Sumit Ganguly: I think it has much to do with a host of factors. First of all, there is a new administration in Washington DC which is not particularly well disposed towards Pakistan, because Pakistan has been dragging its feet in terms of the negotiations with the West's withdrawal from Afghanistan... Remembering 2019 Pulwama Terror Attack तारीख 14 फरवरी 2019 और समय दोपहर के 3 बजे। सेंट्रल रिजर्व पुलिस फोर्स (CRPF) का काफिला श्रीनगर-जम्मू हाईवे से गुजर रहा था। पूरे काफिले में 78 गाड़ियां थीं, जिनमें CRPF के 2,547 जवान थे। इनमें से ज्यादातर वो जवान थे, जो छुट्टी से लौटे थे। काफिला जब पुलवामा में था, उसी वक्त जैश-ए-मोहम्मद के आतंकियों ने 350 किलो विस्फोटक से भरी SUV उससे भिड़ा दी। विस्फोट की चपेट में आई दो बसों में से एक के परखच्चे उड़ गए थे। इस हमले में 40 जवान शहीद हुए थे। कश्मीर में 30 साल से जारी आतंकवाद के दौर में ये अब तक का सबसे बड़ा हमला था।

India has served Pakistan the proverbial dish of ‘badla' (revenge) – how cold it was, and how accurately aimed, are still being debated. Pakistan also took its ‘badla' by retaliating. But where do we go from here? After the savage terror attack by a suicide bomber belonging to Pakistan-based Jaish-e-Mohammed on a CRPF convoy at Pulwama in Kashmir on 14 February, in which 40 jawans were martyred, the one word most heard on Indian TV channels was ‘badla' (revenge).  Some eminent Indian commentators made the word more popular by evoking the proverb − “Revenge is a dish best served cold”. The message to Pakistan was clear. “Badla” will come, but “der se” (delayed), and it will take you by surprise. Unity. Fearlessness. A steely resolve to punish the aggressors. A complete lack of hatred, revengefulness and triumphalism. And readiness to understand and address the root cause of the problem. India has shown some of these qualities – to be precise, the first three in the list. That's heartening. However, more work is needed to develop the remaining two. First, Unity: Just before the news of the terror attack came in, the acrimony of the election season was visible all across India. The 16th Lok Sabha had ended its term the previous day.

The suicide bomb attack that killed around 40 CRPF jawans in Pulwama is easily one of the most serious attacks the security forces have faced in Jammu & Kashmir since the beginning of insurgency in 1990. Comparisons are being made with the J&K Legislative Assembly attack in 2001 that led to the killing of 38 people. Both attacks seem to have used the same modus operandi – having a suicide bomber ram an SUV loaded with explosives on to the target. Till last week it was the sniping war at the LoC which was live, with casualties on both the sides. Even as we were discussing the new Indian Army sniper rifles under induction, it was certain that a change in character of the proxy war in Kashmir would take place sooner than later. Pakistan's deep state masterminding the actions of terrorists in the Valley had already experimented with targeting of local policemen and soldiers on leave. For long, analysts were anticipating the return of one of the most effective weapons of sub-conventional conflicts: the improvised explosive device or the IED and its derivative, the car bomb.
