https://astralcodexten.substack.com/p/what-caused-the-2020-homicide-spike In my review of San Fransicko, I mentioned that it was hard to separate the effect of San Francisco's local policies from the general 2020 spike in homicides, which I attributed to the Black Lives Matter protests and subsequent police pullback. The nationwide 2020 spike in homicides (source). The spike is small compared to the secular trend from the 1960s through 2000, but large by the standards of the past twenty years. Several people in the comments questioned my attribution, saying that they'd read news articles saying the homicide spike was because of the pandemic, or that nobody knew what was causing the spike. I agree there are many articles like that, but I disagree with them. Here's why:

If .2% of the population everywhere is basically OK with a lifestyle of camping on the street and doing drugs, and then they all cluster in one area- that area will likely end up a mecca of homelessness. Many comments made this point. Shellenberger did bring it up in the book, so its absence in the post is my fault and mine alone. He writes: I asked experts and advocates, “How do we know that the homeless population won't replace itself if provided with housing?” Said Randy Shaw, the Tenderloin permanent supportive housing provider, “The question you're raising is one that never gets discussed. Somehow, there's this sense that San Francisco is under the obligation that anyone who comes here we have to suddenly house. There is an underlying logic that San Francisco doesn't really ever want to talk about.”

One candidate, author and activist Michael Shellenberger, objected to my characterization of him, so I read his book San Fransicko to learn more and decide whether I owed him an apology. San Fransicko is subtitled “Why Progressives Ruin Cities”. It builds off the kind of stories familiar to most Bay Area residents: In the spring of 2021 two colleagues and I went to San Francisco. We first went to check in on the open-air drug scenes in the Tenderloin and United Nations Plaza. It was the usual scenes of people sitting against buildings and injecting drug needles into their necks and feet. There was garbage, old food, and feces everywhere. After a couple of hours, we decided to go out to eat in the Mission. Work was over. We were all looking forward to a relaxing dinner. We were eating ice cream and walking along Valencia Street when a psychotic man, perhaps about thirty years old, began following us and screaming obscenities. When we turned around to look at him, he screamed at us, “What are you looking for, huh! WHAT. ARE. YOU. LOOKING. FOR!” and started walking faster toward us. We walked faster until the man found other people to verbally assault.

Michael Shellenberger: The Root Cause of America's Homelessness Epidemic and Why the Term ‘Homeless' Is Misleading “We're literally paying people in the form of cash welfare, housing, and other services to live in tents on the street, use hard drugs, defecate publicly, and commit crimes,” says Michael Shellenberger, author of “San Fransicko: Why Progressives Ruin Cities.” In this episode, he breaks down the root causes behind the sprawling homeless encampments found in cities like San Francisco. Even the word “homeless” itself is a propaganda word, Shellenberger says. “It suggests that the underlying problem is lack of housing, expensive rents, or poverty. And that's not the case.” The term “homeless” lumps together two groups that are radically different. But it's irresponsible to conflate mothers escaping abusive husbands, or people who are just going through some hard times, with people who are mentally ill, or drug-addicted, or both, Shellenberger says. Fundamentally, a victim ideology guides how progressives deal with homelessness. And this ideology refuses to demand even a modicum of accountability from so-called victims, Shellenberger argues, even when they're engaging in self-destructive behaviors that could be deadly. In this episode, I am joined by returning guest Michael Shellenberger. We briefly discuss his new book San Fransicko, which, like his best-seller Apocalypse Never, takes a heterodox stance on an issue that progressives feel they champion -- in this case, the drug and homelessness epidemic. We then transition to his past (and future) work in nuclear advocacy. Shellenberger has paid a toll for challenging orthodoxies within the environmental and nuclear communities, including the loss of many donors to his organization Environmental Progress. At the same time, he has managed to reach and engage broad audiences in a way that most within the environment and energy spheres only dream of. We dive into the internal politics of nuclear advocacy, even offering a taxonomy of the nuclear advocacy ecosystem. In this taxonomy, Shellenberger self-identifies as a mix of Libertarian and Climate-nuclear, though he is admittedly “lukewarm” on climate. Dr. Keefer and Shellenberger both worry that the nuclear establishment will “fuck up” its opportunity for another nuclear renaissance. Its attempts to placate the renewable lobby has, among other things, distracted from the value of existing nuclear. Shellenberger would prefer “boring nuclear,” proven designs done over and over, funded with patient capital, "pension fund stuff.” There are, however, reasons to be hopeful. Shellenberger calls a recent video posted to President Macron's Twitter, which situates nuclear in the context of technological sophistication, hope, and achievement, a “watershed moment in the pro-nuclear movement.” In major news media, pieces have come out about the pronuclear movements in Belgium, Germany, Japan, and elsewhere. It is a moment we need to seize. Lastly, we touch on Shellenberger's view of the connection between nuclear energy and nuclear weapons. Moreso than other nuclear advocates, he sees them as connected. This is in fact a major topic in Shellenberger's next book.
