Este 12 de marzo se cumplen en El Salvador dos semanas de la ratificación por parte del Congreso de la polémica reforma que elimina los aportes del Estados a los partidos políticos. La reforma, que entrará en vigor ocho días después de su publicación en el Diario Oficial, ha sido duramente criticada por la organización Acción Ciudadana. En El Salvador, llaman “deuda política” al financiamiento que el Estado otorga a los partidos políticos para sus campañas electorales y su funcionamiento. Este mecanismo permite que los partidos reciban fondos públicos según los votos obtenidos en elecciones anteriores.“El 50% de sus ingresos o más”Hace dos semanas, el Congreso, dominado por los aliados del presidente Nayib Bukele, ratificó una polémica reforma constitucional que elimina esos aportes. La organización Acción Ciudadana advirtió este martes sobre el impacto negativo que esta medida podría tener en la democracia salvadoreña.Eduardo Escobar, director ejecutivo de Acción Ciudadana, explica a RFI los montos que los partidos dejarían de recibir: “En 10 años, el financiamiento público para los partidos ha sido de 113 millones de dólares. Esto en algunos casos y para algunos partidos ha representado el 50% de sus ingresos o más en un año electoral”. Democracia debilitadaSi esta reforma debilita la pluralidad electoral y aumenta los riesgos de financiamiento ilícito en la política, hay un aspecto aún más grave: la forma en que fue aprobada, advierte Eduardo Escobar. “La reforma a la Constitución eliminando el financiamiento público, fue la excusa para reformar la Constitución de El Salvador y permitir que el Gobierno, por medio de su partido político, pueda cambiar la Constitución en una sola noche”, señala. “Antes solo se podía reformar la Constitución por medio de la participación de dos legislaturas, una que aprobara, otra que ratificara. Ahora ellos cambiaron esto. O sea, en El Salvador pueden cambiar la Constitución con dispensa de trámite, o sea, sin debate en las comisiones, sin nada. En una hora pueden cambiar la Constitución, lo que quieran”, detalla Escobar. La consecuencia de todo esto es llevar a la democracia salvadoreña por un camino alejado de sus principios fundamentales. “Todas las reformas que se han hecho en tema electoral, incluido esta, están encaminadas en potenciar al partido oficial y permitirle mantener el poder sin ningún tipo de competencia. Y también en el ámbito político electoral, todo está enfocado en un partido único, un partido hegemónico, al estilo de Venezuela, al estilo del PRI en México en el siglo pasado. Esa es la lógica de lo que va apuntando el partido Nuevas Ideas y el presidente”, denuncia el director de Acción Ciudadana.
