When Russia unleashed its illegal and unprovoked invasion of Ukraine in February 2022, gas prices in Europe spiked by a factor of 10, driving a wave of bankruptcies and restructurings of European energy companies. Uniper was one of those. Uniper is one of Germany's largest energy companies. It is active across more than 40 countries and has 19.5 GW of power generation capacity to its name. It was one of the funders of the built-but-never-used Nord Stream 2 gas pipeline that connects Russia to Germany and, for most of its history, was heavily reliant on Russian gas. So when the gas taps from Russia were turned off, Uniper reported losses of $40 billion — the highest losses in German corporate history — and was subsequently nationalised by the German government. Nationally determined contributions, or NDCs, are a bit like transition plans for countries, in that they set out what a country plans to do in order to meet the ambitions of the Paris Agreement. However, NDCs are voluntary, and collectively they don't currently have us on track to limit global warming to less than 2 degrees, let alone the more ambitious target of 1.5 degrees. Today's guest believes that this is a problem, as NDCs are failing to provide a clear direction for action. The less clarity there is about policy direction and ambition, the less likely markets will respond to policy signals to deliver the investment required for the transition. That's why in this episode, we examine: What are the shortcomings in countries' NDCs and how they can be addressed? He was chairman of the Institute for New Economic Thinking until January 2019, where he remains a Senior Fellow. He is Chairman of Chubb Europe and on the Advisory Board of Envision Energy, a Shanghai-based group focussed on renewable energy, batteries and digital systems.He became a cross bench member of the House of Lords in 2006.Amongst his business roles, Lord Turner was at McKinsey&Co (1982-1995); was Vice-Chairman of Merrill Lynch Europe (2000-2006) and a Non-Executive Director of a number of companies, including Standard Chartered plc (2006-2008). He has held numerous high positions at multinational corporations such as McKinsey, Chubb, and many more. He has given numerous lectures at prestigious schools such as the London School of Economics and MIT. He is the author of two books: "Economics after the Crisis" and "Between Debt and the Devil." In November 2018, the Energy Transitions Commission published a report entitled ‘Mission Possible: Reaching net-zero carbon emissions from harder-to-abate sectors by mid-century’. The report outlines the possible routes to fully decarbonize cement, steel, plastics, trucking, shipping, and aviation – which together represent 30% of energy emissions today and could increase to 60% by mid-century. Lord Adair Turner and Jason discuss the report in detail – its findings, recommendations, and implications for the energy transition. We also hear Lord Adair Turner's thoughts on an array of issues, including climate change, the proposed Green New Deal, and the broader role of government in the energy transition.
