Historically Thinking: Conversations about historical knowledge and how we achieve it

How can a new nation establish itself amidst the networks and intrigues of a very old part of the world, while at the same time trying to be different from everyone else? Are these inherently contradictory aims? And how can either–or none–of these objectives be achieved by civil servants who are engaging in, at best, on the job training?  These are some of the questions that are prompted by studying the First Barbary War, fought by the young United States from 1801 to 1805 along the coast of North Africa. Far from being a story simply of simple and straightforward naval derring-do, it is one of strategic ambiguity, diplomatic finesse, and the ideological aspirations of a new nation set against the backdrop of world war and millennia old customs.  With me to discuss the First Barbary War is Abby Mullen, Assistant Professor of History at the United States Naval Academy. She is also the impresario of not one but two podcasts: Consultation Prize, a limited run series about US diplomacy from the ground-eye viewpoint of American consuls, and Big If True, a podcast for kids which is co-hosted with her daughter. But today we are (mostly) talking about her new book To Fix a National Character: The United States in the First Barbary War, 1800–1805. For Further Information William Eaton is the subject of the portrait above; for a little something about the "Burr Conspiracy", in which Eaton may have participated and against which he then gave evidence, see Episode 344  As mentioned in the podcast, Daniel Herschenzohn in Episode 95 explained the complex economy in the Mediterranean that centered on the redemption of prisoners. But the only time that consuls have shown up was very recently, in Episode 359.  Here's a link to Abby Mullen's Consolation Prize, a limited series podcast "about the history of the United States in the world through the eyes of its consuls." And one to Big If True,  "a podcast for kids exploring the truth about big things" co-hosted with her daughter, but which is now alas lapsed into a podcast doze. For on the American wars on the Barbary coast, see Frank Lambert's The Barbary Wars: American Independence in the Atlantic World; for a now very old book full of swashbuckling derring-do, and not very many strategic complications, see Fletcher Pratt, Preble's Boys: Commodore Preble and the Birth of American Sea Power.

Brett and Warren are national security reporters for The Wall Street Journal.  What You'll Learn Intelligence The intelligence learning curve  Stories from the front lines of modern conflicts and critical moments  The unique challenges that come with reporting on intelligence, and ... The risks, including being a target of espionage Reflections Privacy and protection  The power, and danger, of sharing information And much, much more … Episode Notes This week on SpyCast, Andrew was joined in the studio by Brett Forrest and Warren Strobel, intelligence correspondents at the Wall Street Journal. As SpyCast listeners will know, issues of intelligence and espionage are constantly going on all around us – But how does the public stay in the know and up to date on the latest cases and news from around the world? Well, that's where these two come in.  Quotes of the Week “It's about knocking on every possible door that you can imagine, that you can come up with, that you can dig up. And, all you're hoping for is one of those doors to open. You know, you knock on a hundred doors, you get 99 doors to open. You just want that one door to open because that's where the information is. That's where the source is. So, I don't know if I would call that luck, I would call that persistence.” - Brett Forrest Resources  SURFACE SKIM *SpyCasts* Zelensky, Ukraine, and Intelligence with Simon Shuster (2024) China's Corporate Spy War with CNBC's Eamon Javers (2023) My Life Looking at Spies & the Media with Paul Lashmar (2021) The Women of NatSec Journalism – 6 Leading Journalists (2017) *Beginner Resources* A Brief History of Journalism in America, M. This week, I talk with Alexander Boldizar about his new thriller The Man Who Saw Seconds.  We dive into the gray areas of morality, the vulnerabilities of government structures and the willingness to do anything for the people you love.  The Man Who Saw Seconds SynopsisPreble Jefferson can see five seconds into the future.Otherwise, he lives an ordinary life. But when a confrontation with a cop on a New York City subway goes tragically wrong, those seconds give Preble the chance to dodge a bullet—causing another man to die in his place. Government agencies become aware of Preble's gift, a manhunt ensues, and their ambitions shift from law enforcement to military R&D. Preble will do whatever it takes to protect his family, but as events spiral out of control, he must weigh the cost of his gift against the loss of his humanity. A breathless thriller that will keep you on the edge of your seat until the very last page, The Man Who Saw Seconds explores the nature of time, the brain as a prediction machine, and the tension between the individual and the systems we create. Alexander Boldizar provides an adrenaline-pumping read that will leave you contemplating love, fear and the abyss.

This week on Security Dilemma, Patrick Carver Fox and John Allen Gay interview Dr. Christopher Preble, Director of the Reimagining Grand Strategy Program at the Stimson Center. We discuss the reasons why the assumptions of liberal internationalism are unsustainable and we talk about Dr. Preble's upcoming paper on redeveloping U.S. foreign policy for an uncertain future. Christopher Preble is the Senior Fellow and Director of the Reimagining US Grand Strategy program at the Stimson Center. Prior to joining the Stimson Center, he served as Co-Director of the Atlantic Council's New American Engagement Initiative. In his role, he leads a team of scholars who challenge prevailing assumptions surrounding US foreign policy, and who offer a range of policy options that go beyond the use of force and coercion. His own work focuses on the history of US foreign policy, contemporary US grand strategy and military force posture, alliance relations, and the intersection of trade and national security. Preble is the author of four books, including Peace, War, and Liberty: Understanding U.S. Foreign Policy (Cato Institute, 2019); and The Power Problem: How American Military Dominance Makes Us Less Safe, Less Prosperous, and Less Free (Cornell University Press, 2009). He co-authored, with John Glaser and A. Trevor Thrall, Fuel to the Fire: How Trump Made America's Broken Foreign Policy even Worse and How We Can Recover (Cato Institute, 2019), and he has also co-edited several other books and monographs, including A Dangerous World? Threat Perception and U.S. National Security (Cato Institute, 2014), with John Mueller. His work has appeared in major publications including the New York Times, the Washington Post, the Los Angeles Times, the Financial Times, Survival, Foreign Policy, National Review, and The National Interest, and he is a frequent guest on television and radio. In addition to his work at the Stimson Center, Preble co-hosts the “Net Assessment” podcast in the War on the Rocks network, and he teaches the US Foreign Policy elective at the University of California, Washington Center. He has also taught history at St. Cloud State University and Temple University. He is a life member of the Council on Foreign Relations. Preble was vice president for defense and foreign policy studies at the Cato Institute from 2011 to 2020, and director of foreign policy studies from 2003 to 2011. Preble was a commissioned officer in the US Navy, and served aboard the USS Ticonderoga (CG-47) from 1990 to 1993.

The Rev. Andrew Yeager, pastor at St. Paul Lutheran Church of Preble in Decatur, IN, joins the Rev. Dr. Phil Booe to study Acts 25. The Apostle Paul, imprisoned for his Christian teachings, appeals to his Roman citizenship and requests to be tried before Caesar in Rome. Roman governor Porcius Festus arranges for Paul to present his case before King Agrippa and Bernice, during which Paul passionately shares his personal journey of conversion and defends his Christian faith. The chapter underscores the intricate interplay between Roman authority, Jewish opposition, and Paul's unwavering commitment to his beliefs. The Book of Acts takes us back to the earliest days of Christianity, unveiling the incredible acts of the apostles and the growth of the early church. Acts offers a firsthand account how the Apostles and Jesus' disciples respond to his death and resurrection. It makes us witnesses to the beginning of fulfilling Jesus's command to spread the Gospel from Jerusalem to the ends of the earth. We encounter miracles and wonders, we see the church struggling to organize itself in the absence of Jesus, and we learn of the trials and tribulations the early Christians faced in a world that rejected them.

From Taiwan to Ukraine, the temptations for new exercises of American influence abroad are everywhere. The Biden Administration has put Americans on alert that Russia may invade Ukraine at any time. But should this happen, what is the right response? Few Americans, let alone Europeans, seem to have the stomach for a hot war with Russia.Preble now serves as co-director of the New American Engagement Initiative in the Scowcroft Center for Strategy and Security at [the Atlantic Council](http://atlanticcouncil.org) in Washington DC. We discussed the shifting alliances underlying both NATO and Putin's patchwork of strongmen in Eastern Europe, and how the struggle is likely to play out. Do we have a compelling interest in “defending democracy” in far-flung regions? And what about “preserving credibility” in the wake of our disastrous withdrawal from Afghanistan?

Chris, Melanie, and Zack debate U.S. global posture. How can the National Defense Strategy bring resources and requirements into alignment? With the Defense Department having just completed its global posture review, is Bob Work right that the U.S. Navy needs to shed its attachment to presence? Is Bryan McGrath correct that the answer is more resources? Or can new approaches — like the Marine Corps' A Concept for Stand-in Forces — square this circle? Chris and Zack hope their holiday presents will include a clear U.S. strategy on China. Melanie hopes for a nuclear power revolution. And all three wish listeners a happy holiday season. Late on a May night in 1930, someone crept into the Golden Pheasant Inn. The local restaurant was popular for its chicken dish, and for being a haven where Wisconsinites could blow off steam with slot machines, booze, and sex workers. But the intruder wasn't there for any of that. He was after owner John Van Veghel and waitress Lucille Birdsall, a couple sound asleep in their bed. The subsequent murders shook the small town of Preble, Wisconsin, situated on the outskirts of Green Bay. Rumors began to fly. But over ninety years later, we still don't know who killed John and Lucille. This week, the Murder Sheet interviews Sergeant Mike Knetzger of the Green Bay Police Department. Check out Mike's book on the Golden Pheasant murders, and other local cases here (shorturl.at/akFK5). If you have information on this case, send tips to Mike.Knetzger@greenbaywi.gov. Life On My Own - Developmental Disabilities from Institution to the Community

"My folks couldn't come for a while, because where I was just—It hurt me to see them to leave and I got really upset and crying and stuff and they were going to come in and put me in a straitjacket and give me a shot. I finally calmed down, you know, it took me a while, but it was just like they put me there and they went off. It hurt me so bad, you know. It wasn't my kind of place to be." Maryann Preble was institutionalized at Pineland, Maine's large institution for people with developmental disabilities, after her mother died. A chance encounter with her brother led both to her leaving Pineland, and a life of work, marriage, and advocacy for others like her.
