Ukraine's President Zelensky addressed the U-N Security Council this morning, saying the Russian military must be brought to justice for war crimes immediately---he also implored the United Nations to get much more involved in countering the Russian invasion of his country. This comes after Ukraine says Russian troops massacred civilians in the town of Bucha, suburb of the capital Kyiv.  President Biden has already called for a war crimes trial for Vladimir Putin. So we'll take a closer look at whether the U-N or The Hague can stop the Russian war machine in Ukraine.  We will also head back to Kyiv to talk to Ukrainian man you heard from earlier in the war. He had spent some time in a bomb shelter. Gasoline prices have reached record highs in recent weeks, spurring lawmakers across the country to look for ways to offer some relief. A popular target: the excise taxes the federal government and states collect to fund transportation programs. Some congressional Democrats have floated a suspension of the 18.3 cent-per-gallon federal gas tax, while many governors are pursuing state holidays that could provide some temporarily relief to drivers. Temporarily ditching the gas tax would offer some obvious political benefits for lawmakers running for re-election this year. But how much would it actually help consumers with the national average for regular gasoline up to well over $4 a gallon and gas prices nearing $6 a gallon in California? Lucy Dadayan and Howard Gleckman of the Urban-Brookings Tax Policy Center appear on the latest episode of our weekly Talking Tax podcast to talk about proposed gas tax holidays. Gleckman argues that suspending the federal excise tax could actually fuel further price increases, while Dadayan suggests states should instead look at targeted tax rebates to help low-income families struggling with inflation. In 1967, Jocelyn Bell Burnell made an astounding discovery. On 28 November 1967, she detected a "bit of scruff" on her chart-recorder papers that tracked across the sky with the stars. The signal had been visible in data taken in August, but as the papers had to be checked by hand, it took her three months to find it. She established that the signal was pulsing with great regularity, at a rate of about one pulse every one and a third seconds. Temporarily dubbed "Little Green Man 1" (LGM-1) the source (now known as PSR B1919+21) was identified after several years as a rapidly rotating neutron star. But as a young woman in science, her role was overlooked. Today's discussion is with one of the foremost astronomers of our time in a deep and revealing interview that shares a more personal side of her than ever before. In addition to describing her experimental research, we describe the surprising initial reaction to what was initially thought to be aliens, or Little Green Men. Since then we reveal what we've learned about fascinating pulsars as well as what that may reveal about life in the universe. We also chat about her religion (Quaker) and mine (Jewish) and how her view of God has evolved. We discuss her book "A Quaker Astronomer Reflects: Can a Scientist also be Religious? ", the Multiverse and Quakers: influence of mentors like Sir Fred Hoyle, the Nobel Prize and answer audience questions. Dame Susan Jocelyn Bell Burnell DBE FRS FRSE FRAS FInstP is an astrophysicist from Northern Ireland who was president of the Royal Astronomical Society from 2002 to 2004, president of the Institute of Physics from October 2008 until October 2010, and interim president of the Institute following the death of her successor, Marshall Stoneham, in early 2011. In 2018, she was awarded the Special Breakthrough Prize in Fundamental Physics. Following the announcement of the award, she decided to use the £2.3 million prize money to establish the Bell Burnell Graduate Scholarship Fund, to help female, minority and refugee students become physics researchers. The fund is administered by the Institute of Physics. Bell on God "Recognising that there was not going to be any proof of the existence of God, I decided many years ago to adopt as a ‘working hypothesis' the assumption that there was a God, a God that I will describe below, and to see how I got on with this picture of God. Perhaps evidence would accumulate that would lead me to decide that the hypothesis was wrong, that there was no God, or that God was very different from what I had imagined."

Temporarily (?) out of order   Borussia Moenchengladbach NUUUUULL - Freiburg SECHS ... seven days after cruising to a four nil win against puny Fürth, our current squad lose the prestigious derby against a limited but hard-working Cologne team in the final fifteen minutes after suffering a nervous breakdown and conceding three goals. The weekend after that, they go ahead and ruin Christmas, the whole season and maybe even more with a historical nightmare day at the office wherein they concede six highly avoidable, bordering on slapstick, goals at home in 36 minutes against a worthy but unspectacular opponent.   How could such a talented bunch of young men playing for probably the best club in the world fall apart like that a mere five weeks after destroying Bayern Munich 5:0 (see Vollraute Abroad no. 84)? Was it a freak accident, or rather a bone-chilling harbinger of developments to come? Is there a pattern there? Whose fault is it anyway? Where did it all go wrong?   The circumstances may be beyond our control, but you can count on us (Manuel, Alexis, Kurtz, George Best) to gaze unflinchingly into the abyss and come up with an explanation more elaborate than "the horror, the horror".   Sorry, no legendary goal this podcast.
