With the conclusion of the Chinese Communist Party's 20th National Party Congress last week, Xi Jinping has now secured a precedent-breaking third term as general secretary. The Congress was also notable for Xi's moves to replace the Politburo Standing Committee with a slate of his most committed loyalists, cementing his authoritarian grasp on power. Against the backdrop of these events, E.U. leaders met last week in Brussels to discuss their approach to Beijing, raising concerns over Europe's continued dependence on China for technology and raw materials. How has the war in Ukraine impacted European attitudes and policies toward China? Will German Chancellor Olaf Scholz's planned visit to the PRC this week pose a risk to future European cohesion on China? Bonnie Glaser and Dave Shullman join Andrea Kendall-Taylor and Jim Townsend to unpack the party congress and what a third term for Xi means for Europe.  Bonnie Glaser is director of the Asia Program at the German Marshall Fund of the United States. She was previously senior adviser for Asia and the director of the China Power Project at the Center for Strategic and International Studies, while also serving as a nonresident fellow with the Lowy Institute in Sydney, Australia, and a senior associate with the Pacific Forum.  Dave Shullman is senior director of the Global China Hub at the Atlantic Council, where he leads the council's work on China. He has served as one of the US Government's top experts on East Asia, most recently as Deputy National Intelligence Officer for East Asia on the National Intelligence Council, where he led the IC's strategic analysis on East Asia.

Summary Volko Ruhnke (Website; Twitter) joins Andrew (Twitter; LinkedIn) to discuss his life and career in the CIA as an analyst and designer of board games. He is a former World Board Game Champion. What You'll Learn Intelligence Designing board games to teach CIA analysts Moonlighting as an award-winning board game designer while working at CIA Similarities and differences between intelligence analysis and board-games  The difference between role-play games and board-games in training national security professionals Reflections Humans are good models of humans  Volko's journey from Virginia to the CIA via William & Mary and the U.S. Army And more… Episode Notes  Volko Ruhnke is a helluva interesting guy. He grew up as an avid board gamer raised on stories of the French and Indian War, which led him to design the 2001 winner of the best pre-WWII boardgame Wilderness War. His time at the CIA after 9/11 then led him to design the 2010 winner of the best post-WWII boardgame Labyrinth, where players were immersed in the operational and ideological aspects of the Global War on Terror. It doesn't stop there, though, he has also designed a series of counter-insurgency games such as Andean Abyss, which focused on 1990's Columbia, and Fire in the Lake, a multi-faction treatment of the Vietnam War. While teaching a new generation of intelligence analysts, Volko combined both of his passions to help them understand the complexity and open-endedness of the real-world via board games. As an analyst himself, Volko looked at the Soviet & Russian military and counter-proliferation, before going on to be Deputy National Intelligence Officer for Science and Technology at the National Intelligence Council, and then on the Presidents Daily Brief (PDB) staff to brief cabinet level officials.  And… Volko is now a commercial board game designer, and you can get quite a few of his games here – but not all of them. One day historians, one day… Quote of the Week "Games allow you to get inside and operate the machine yourself and do experiments and pull a lever or push a button and see what happens. And because it's happening on the tabletop, rather than say, in a computer program, you, you can understand it very well. You can see exactly why what just happened. So, I became among others, a promulgator of, of that particular medium for teaching as well as for analysis." - Volko Ruhnke Resources SpyCasts Intelligence Analysis in the 21st Century - Mark Lowenthal Modern Intelligence Analysis: From Art to Science? Dr. Terry, who served as a CIA analyst, Deputy National Intelligence Officer, and NSC Director, provides her assessment of the Trump-Kim Summits and how the Biden Administration will approach the Kim regime. She also breaks-down the vertical of power in North Korea and outlines why Kim Jong Un and his family have maintained power since the country's inception. Dr. Terry also recounts her conversations with defectors to illustrate the extent of North Korea's repressive system and how this prevents the North Korean people from altering their political situation. The conversation concludes with an analysis of the North Korean nuclear threat and the potential for meaningful denuclearization.

This event is sponsored by The Global Impact Discussion: US-East Asia Lecture Series. About the book: When Kim Jong Un became the leader of North Korea following his father's death in 2011, predictions about his imminent fall were rife. North Korea was isolated, poor, unable to feed its people, and clinging to its nuclear program for legitimacy. Surely this twentysomething with a bizarre haircut and no leadership experience would soon be usurped by his elders. Instead, the opposite happened. Now in his midthirties, Kim Jong Un has solidified his grip on his country and brought the United States and the region to the brink of war. Still, we know so little about him—or how he rules. Enter former CIA analyst Jung Pak, whose brilliant Brookings Institution essay “The Education of Kim Jong Un” cemented her status as the go-to authority on the calculating young leader. From the beginning of Kim's reign, Pak has been at the forefront of shaping U.S. policy on North Korea and providing strategic assessments for leadership at the highest levels in the government. Now, in this masterly book, she traces and explains Kim's ascent on the world stage, from his brutal power-consolidating purges to his abrupt pivot toward diplomatic engagement that led to his historic—and still poorly understood—summits with President Trump. She also sheds light on how a top intelligence analyst assesses thorny national security problems: avoiding biases, questioning assumptions, and identifying risks as well as opportunities. In piecing together Kim's wholly unique life, Pak argues that his personality, perceptions, and preferences are underestimated by Washington policy wonks, who assume he sees the world as they do. As the North Korean nuclear threat grows, Becoming Kim Jong Un gives readers the first authoritative, behind-the-scenes look at Kim's character and motivations, creating an insightful biography of the enigmatic man who could rule the hermit kingdom for decades—and has already left an indelible imprint on world history. About the speaker: Dr. Jung H. Pak is a senior fellow and the SK-Korea Foundation Chair in Korea Studies at the Brookings Institution. Prior to Brookings, she held senior positions at the Central Intelligence Agency and the Office of the Director of National Intelligence, where she led the U.S. Intelligence Community's strategic analysis of North Korea as the Deputy National Intelligence Officer. Dr. Pak is the author of Becoming Kim Jong Un (April 2020), which traces and explains Kim's ascent to the world stage and draws from her deep knowledge and experience as an intelligence officer. Dr. Pak is a Phi Beta Kappa graduate of Colgate University, where she served as a trustee from 2009-2015. She received her PhD in United States history from Columbia University and studied in South Korea as a Fulbright scholar.

John Kiriakou is a former CIA counterterrorism officer, who in 2007 became the first U.S. Government official to publicly confirm and describe CIA use of waterboarding on al-Qaeda prisoners, which he described as torture. In January 2013, Kiriakou was sentenced to 30 months in prison and was released after serving more than 23 months. Since then, he has become a tireless writer and speaker on whistleblowing, torture, and civil liberties. Kiriakou is the sole U.S. Government official to have been jailed for any reason relating to CIA torture – a victim of the Obama administration's unprecedented crackdown on government truth-tellers. When President Obama openly acknowledged at a White House press conference on August 1, 2014, “We tortured some folks,” John was in prison for having said essentially the same thing seven years earlier. Elizabeth Murray served as Deputy National Intelligence Officer for the Near East in the National Intelligence Council before retiring after a 27-year career in the U.S. government. She is a member of Veteran Intelligence Professionals for Sanity (VIPS), and of Sam Adams Associates. She writes for Consortium News. Murray and Kiriakou will be speaking at No War 2016. Much of our knowledge about North Korea comes from a limited number of sources: documents made public by foreign governments, defector testimonies, correspondents in neighboring countries, and ultimately North Korea’s official news agency. But what about intelligence agencies? How do they manage to gather intelligence – and how much do they actually know about North Korea? For this interview, we had the privilege to host Dr. Sue Mi Terry who provided us with a unique look into the U.S. intelligence community and its attempts to deal with North Korea. Dr. Terry is a Senior Research Scholar at the Columbia University Weatherhead East Asia Institute and founder of Peninsula Strategies Inc., an advisory firm specializing in Korean issues. She has also served as the National Intelligence Fellow in the David Rockefeller Studies Program at the Council on Foreign Relations in New York. Prior to her academic and consulting career, Dr. Terry served as Deputy National Intelligence Officer for East Asia at the National Intelligence Council, and also served as Director for Korea, Japan and Oceanic Affairs at the National Security Council during the George W. Bush and Barack Obama administrations. Earlier in her career, she served as Senior Analyst on Korean issues at the CIA Directorate of Intelligence, where she was a top-rated Korean linguist. Dr. Terry earned her PhD in International Relations from the Fletcher School of Law and Diplomacy at Tufts University. She holds a Master’s in International Law and Diplomacy from the Fletcher School and a Bachelor of Arts in Political Science from NYU.
