Almost a quarter century ago, South Korean President Kim Dae-jung traveled to Pyongyang to meet North Korean leader Kim Jong Il for the first-ever inter-Korean summit, a watershed moment in ties between the longtime adversaries. Months later, Kim Dae-jung received the Nobel Peace Prize for his efforts to promote reconciliation with the DPRK and for his work for democracy and human rights in the ROK. But in the years that followed, it was revealed that Seoul had sent hundreds of millions of dollars in secret payments to North Korea, ostensibly to convince Pyongyang to agree to the summit, and a new book argues that the real total may have been as high as $3 billion. This week, veteran journalist Donald Kirk joins the podcast to discuss his book about how Kim Dae-jung arranged the secret payments and may have financed North Korea's nuclear program in the process. He talks about the South Korean activist's ambition to win the Nobel Peace Prize and how the payments were routed through the company Hyundai Asan. North Korea claimed it successfully launched a rocket carrying a military spy satellite late Tuesday night. NK News Deputy Managing Editor Alannah Hill joins the podcast to discuss the DPRK's warning about its plans ahead of the launch, as well as the return of the North Korean men's soccer team to international competition.  Then, former CIA analyst Sue Mi Terry sits down in the studio to discuss “Beyond Utopia,” a documentary film she produced about an underground network helping people to escape North Korea. The film uses real footage shot inside the DPRK and in transit countries to tell the story of North Koreans attempting to defect from the country, as well as the people who help to facilitate these dangerous escapes. For this episode we're taking a look at one of the world's most intractable geopolitical issues - North Korea - as the second of our collaborations with the Centre for Security, Strategy and Diplomacy at the Brussels School of Governance. South Korea's president Moon Jae-in has just been in Washington for talks with President Biden, in part to discuss how to deal with the long-isolated country. And in its first comments reacting to that meeting, Pyongyang has signalled it was not best pleased - warning that what it called the U.S.'s hostile policy against the North could lead to an “acute and unstable situation” on the Korean Peninsula. The last few years have of course seen plenty of drama, but little resolution around the North Korean issue - Donald Trump's historic talks with Kim Jong Un being a prime example of both phenomena. So has there been any real progress on the Korean Peninsula?  What is the best and most realistic way forward now? Is it time, for example, to give up the goal of fully denuclearising North Korea? This week we are joined by CSDS's Korea Chair, Ramon Pacheco Pardo, who is also an associate professor at King's College, London. Much of our knowledge about North Korea comes from a limited number of sources: documents made public by foreign governments, defector testimonies, correspondents in neighboring countries, and ultimately North Korea’s official news agency. But what about intelligence agencies? How do they manage to gather intelligence – and how much do they actually know about North Korea? For this interview, we had the privilege to host Dr. Sue Mi Terry who provided us with a unique look into the U.S. intelligence community and its attempts to deal with North Korea. Dr. Terry is a Senior Research Scholar at the Columbia University Weatherhead East Asia Institute and founder of Peninsula Strategies Inc., an advisory firm specializing in Korean issues. She has also served as the National Intelligence Fellow in the David Rockefeller Studies Program at the Council on Foreign Relations in New York. Prior to her academic and consulting career, Dr. Terry served as Deputy National Intelligence Officer for East Asia at the National Intelligence Council, and also served as Director for Korea, Japan and Oceanic Affairs at the National Security Council during the George W. Bush and Barack Obama administrations. Earlier in her career, she served as Senior Analyst on Korean issues at the CIA Directorate of Intelligence, where she was a top-rated Korean linguist. Dr. Terry earned her PhD in International Relations from the Fletcher School of Law and Diplomacy at Tufts University. She holds a Master’s in International Law and Diplomacy from the Fletcher School and a Bachelor of Arts in Political Science from NYU.
