Over the past decade or so, white supremacist groups with names like the Patriot Front and the Atomwaffen Division have been quietly recruiting new members online, spreading propaganda and conducting paramilitary training exercises across North America. One of these groups is called The Base and, in the summer of 2019, Scott Payne wanted to become a member. But Scott wasn't a neo nazi or a rightwing extremist. He was an undercover FBI agent. Over the course of 28 years in law enforcement Scott has infiltrated biker gangs, posed as a hitman, and ingratiated himself with drug dealers. Now he's taking us inside that world, with a memoir called Codename: Pale Horse, and the second season of the CBC podcast White Hot Hate, both of which he worked on with journalist Michelle Shephard.Feedback for us? How do ordinary people become dangerous extremists? Former FBI agent Scott Payne infiltrated America's most violent hate groups and reveals their playbook. What We Discuss with Scott Payne: Scott Payne worked as an undercover FBI agent infiltrating various extremist organizations, including white supremacists like the KKK and accelerationists such as The Base, which aimed to trigger societal collapse and establish a white ethnostate. Accelerationist groups differ from traditional white supremacist organizations in that they don't believe in political solutions, but train for violence and "Boogaloo" (race war), preparing with tactical gear and weapons while planning attacks on infrastructure and targeted individuals. During his undercover work, Scott encountered disturbing rituals and behaviors, including a goat sacrifice during which members drank blood and took LSD as part of a neo-pagan ceremony associated with white supremacist ideology. White supremacist recruitment often targets vulnerable individuals from broken homes who are seeking belonging and connection, with online platforms like Telegram and Gab serving as recruitment grounds where extremist content can radicalize disaffected youth. Deescalation and communication skills proved to be Scott's most valuable tools throughout his career. His experience shows that even in hostile environments, the ability to talk through situations and remain calm under pressure is often more effective than physical confrontation — a skill anyone can develop and apply to their own difficult interactions. What We Discuss with Scott Payne: Scott Payne worked undercover for the FBI infiltrating The Outlaws motorcycle gang, forming relationships with dangerous criminals over an 18-month period to gather evidence on crimes including drug trafficking, stolen vehicles, and potential connections to murder. Scott's undercover work involved serious personal danger, including a harrowing experience where he was strip-searched in the basement of the gang's clubhouse while wearing recording devices that could have gotten him killed if discovered. The psychological toll of undercover work is significant — Scott describes forming genuine friendships with targets that he ultimately had to betray, as well as physical and mental exhaustion that led to a breakdown during the operation. The FBI has developed safeguards for undercover agents' mental health, including psychological assessments and contact agents who provide support and maintain the agent's connection to their real identity during long undercover operations.
