Ngày 25/12/1991, bằng những lời lẽ này, Mikhail Gorbatchev, tổng thống Liên Xô lúc bấy giờ đã đặt dấu chấm hết cho Đế chế Xô Viết, đại cường thứ hai trên thế giới sau Đệ Nhị Thế Chiến. Ba mươi mốt năm sau, ngày 30/08/2022, Mikhail Gorbatchev ra đi ở tuổi 91, để lại một di sản gây nhiều tranh cãi. Tại phương Tây, giải Nobel Hòa Bình được ca tụng vì đã chấm dứt Chiến Tranh Lạnh và cùng lúc, dù không muốn, đã kết thúc chế độ Cộng sản Liên Xô. Nhưng cũng vì những lý do này mà ông lại bị một bộ phận người Nga ghét bỏ, lên án ông là « kẻ đào mồ chôn Liên bang Xô Viết » khi « bán Tổ quốc cho Hoa Kỳ ». Sinh ngày 02/03/1931, Mikhail Gorbachev – xuất thân từ một gia đình nông dân – tốt nghiệp ngành Luật học trường đại học Lomonossov ở Matxcơva, và có bằng kỹ sư nông nghiệp, bắt đầu sự nghiệp chính trị tại vùng Stavropol, được bầu chọn làm tổng bí thư Đảng Cộng sản Liên Xô, khi mới có 54 tuổi. Ông trở thành lãnh đạo Liên Xô trẻ tuổi nhất, vào thời điểm đất nước rơi vào trì trệ trên mọi mặt từ kinh tế, văn hóa, cho đến chính trị do tình trạng quan liêu, tham nhũng. M. Gorbachev cũng ý thức được rằng cần phải cải tổ đất nước sâu rộng trên nhiều phương diện. Ngay khi lên cầm quyền, ông tiến hành một loạt các thay đổi từ đối ngoại, cho đến kinh tế, chính trị, và xã hội, để lại ba dấu ấn cho đến giờ vẫn gây nhiều tranh cãi : Một chính sách ngoại giao mới, một « Perestroika » (Tái cấu trúc) và một « Glasnost » (nghĩa là Minh bạch). Giảm kho vũ khí : Gorbachev « bán mình » cho Mỹ ? Libération[2] trong một bài viết về chân dung nhà lãnh đạo Xô Viết sau cùng nhắc lại vào năm 1985, khi quan hệ căng thẳng giữa Hoa Kỳ và Liên Xô lên đến đỉnh điểm, cả nền kinh tế của Liên Xô được yêu cầu đáp ứng cho một mục tiêu duy nhất : Không để cho Mỹ qua mặt trên phương diện vũ khí. Nếu như Washington dành 6% GDP cho quốc phòng thì tại Liên Xô, tỷ lệ này ở mức 15% thậm chí là 30%, theo như một số thẩm định. Đối với vị tân lãnh đạo Xô Viết thời đó, mức chi này quá lớn, đè nặng lên nền kinh tế quốc gia, và điều này còn là một mối họa cho các dự án cải cách, trong khi bản thân ông cũng không tin có đối đầu hạt nhân với Mỹ. Do vậy, ông muốn chấm dứt cuộc chạy đua vũ trang và « cuộc chiến các vì sao » điên rồ của Ronald Reagan. Một loạt các tiến trình bình thường hóa quan hệ quốc tế được đưa ra : Tái lập đối thoại với phương Tây, nối lại quan hệ với Trung Quốc, rút quân khỏi Afghanistan, và nhất là đơn phương dỡ bỏ một phần kho vũ khí khi ký kết Hiệp ước Lực lượng Hạt nhân Tầm trung INF với Mỹ năm 1987, dẫn đến việc triệt thoái toàn diện binh sĩ Liên Xô tại Đông Âu, sự sụp đổ của bức tường Berlin và hợp nhất nước Đức năm 1990. Những quyết định đó được phương Tây cho là đã « mang lại hòa bình » cho thế giới, nhưng tại Nga, ông bị phe hiếu chiến cáo buộc « phủ phục » trước Hoa Kỳ - kẻ thù truyền kiếp của Liên Xô – đặt dấu chấm hết cho một thế giới lưỡng cực do hai siêu cường thế giới giăng ra. Một sự sỉ nhục, « một thảm họa địa chính trị của thế kỷ XX », theo như tuyên bố của tổng thống Nga Vladimir Putin trong một bài diễn văn. Nhà sử học Taline Ter Minassian[3], trường INALCO, giám đốc Đài Quan sát các nhà nước hậu Xô Viết, nhắc lại : « Ông Putin cho rằng Gorbachev quá ngây thơ trước phương Tây. Lẽ ra, để đổi lấy việc tháo dỡ các hệ thống tên lửa và cuối cùng là toàn bộ hệ thống phòng thủ của Liên Xô, ít nhất ông ấy phải được một sự bảo đảm bằng văn bản, điều mà Gorbachev đã không làm được. Theo đó, bằng văn bản, phương Tây phải bảo đảm rằng NATO – Hiệp ước Bắc Đại Tây Dương sẽ không bao giờ tìm cách mở rộng đến các nước cộng hòa cũ của Liên Xô, những điều mà trong những năm 90, sớm xuất hiện như Nga gọi là những quốc gia gần gũi. Nhưng vì Gorbachev không cẩn trọng và có lẽ quá say sưa với mối quan hệ đặc quyền của mình với phương Tây, quá tin tưởng vào những lời hứa không bằng văn bản, những lời hứa mà phương Tây cuối cùng đã không giữ, vì sau này một số quốc gia từng là thành viên của Liên Xô trước năm 1991 nay nằm trong khối NATO. » Perestroika, Glasnost và những thất bại của cuộc cải cách Và trong khi Gorbachev « chạy đôn chạy đáo » ở bên ngoài, những đường ranh giới của Liên Xô bắt đầu rạn nứt dưới áp lực của nhiều nước Cộng hòa thành viên Liên bang Xô Viết, một vùng lãnh thổ đa quốc gia, đa tôn giáo và đa sắc tộc, trải dài trên 11 múi giờ và sự gắn kết được thực hiện dưới sự cưỡng ép. Rồi chúng tôi đã đánh giá thấp khúc mắc của những sắc tộc hình thành nên Liên Xô. Do vậy, lẽ ra nên đổi mới hiệp ước Liên bang trước. Và điểm thứ ba là phải giảm ngay ngân sách quân sự từ 10-15% để lấy tiền mua thực phẩm cho người dân. Chính vào lúc người dân phải xếp hàng nhiều giờ để có nhu yếu phẩm là lúc mà người dân nói rằng có điều gì đó không ổn với ông Gorbachev. » Nếu ở bên ngoài ông được phương Tây ca tụng vì sự cởi mở và động thái hạ nhiệt, thì ở trong nước ông bị chỉ trích mạnh mẽ. Cho đến cuối đời, Gorbachev vẫn bị một bộ phận dân Nga không tha thứ vì những hệ quả do chính sách « Perestroika » nổi tiếng của ông gây ra. Perestroika – tức Tái cấu trúc – có mục tiêu cải cách sâu rộng về việc điều hành kinh tế đất nước, hình thành một nền kinh tế thị trường phi tập trung hóa, nhưng vẫn luôn dưới sự chỉ đạo của đảng Cộng sản. Nhưng ý định này của ông vấp phải sự phản đối từ các bí thư chi bộ đảng ở các vùng, xem đấy như là một mối đe dọa cho quyền kiểm soát về kinh tế mà họ đang nắm ở địa phương. Để áp đặt các chương trình cải cách, Gorbachev đã thanh lọc nội bộ, cho thay thế gần một nửa các thành viên của Ban Chấp hành Trung Ương Đảng Cộng Sản và để gạt trừ những « kẻ bất kham », vị lãnh đạo Xô Viết sau cùng còn dùng đến một thứ vũ khí, được đặt tên là « glasnost », có nghĩa là « Minh bạch ». Đây cũng chính là giai đoạn thứ hai trong chương trình « Perestroika » của ông. Theo đó, người dân được quyền nói về những chủ đề cấm kỵ của lịch sử và tố cáo những sai lệch trong vận hành của hệ thống Xô Viết. Điều này mở rộng không gian cho nhiều tác nhân bị tước đoạt tự do ngôn luận. Trên thực tế, theo nhận định của trang mạng Conflit[5], chiến lược của M. Gorbachev là mở một chiến dịch thông tin giả, làm cho thế giới tin rằng có một sự phân hóa sâu sắc trong nội bộ đảng Cộng sản Liên Xô, giữa một bên là phe « cải cách » và bên kia là những thành phần bảo thủ. Sự phô bày này lại không tương ứng với thực tế là có sự chia cắt từng nấc thang cao cấp của đảng thành nhiều phe phái và nhóm lợi ích khác nhau. Và chiến lược « Glasnost » này còn mang tính biểu tượng khi trong kỳ Đại hội Đảng lần thứ XIX (tháng 6-7/1988), các cuộc thảo luận lần đầu tiên được phát trực tiếp trên truyền hình. Nhưng « Perestroika » cũng còn đồng nghĩa với khủng hoảng kinh tế, với những dãy cửa hàng trống rỗng, hàng người dài chờ lãnh nhu yếu phẩm bị khan hiếm trầm trọng, lạm phát tăng vọt, các công trường ngưng hoạt động, giao thông suy yếu… dẫn đến những tiếc nuối từ nhiều người dân Nga, vẫn luôn hoài niệm về một « thời kỳ Liên bang Xô Viết vẫn tốt hơn, nước Nga hùng mạnh, người dân có sưởi mùa đông miễn phí, được cấp nhà ở miễn phí và nhất là không có thất nghiệp », theo như giải thích của giáo sư sử học Taline Ter Minassian trên đài France Culture. Perestroika : Bài học kinh nghiệm quý giá cho Trung Quốc Chuyện gì đến phải đến. Những cải cách kinh tế - chính trị và xã hội, tuy không phải là để phá hủy đất nước như ông luôn khẳng định, đã vượt ngoài tầm kiểm soát, và đã nhanh chóng làm xói mòn tính chính đáng của đảng Cộng sản Liên Xô. Việc toàn bộ hệ thống chính trị Liên Xô bị « thanh lý » và Liên bang Xô Viết bị tan rã, dẫn đến cuộc đảo chính năm 1991, buộc ông phải từ nhiệm, mở đường đưa Boris Yeltsin lên cầm quyền và sau này là ông Vladimir Putin, đồng thời làm thay đổi hoàn toàn bản đồ châu Âu với sự ra đời của nhiều quốc gia mới, vốn là những nước Cộng hòa trong Liên bang Xô viết. Mikhail Gorbachev có Công hay là Tội, lịch sử vẫn sẽ tiếp tục phán xét. Nhưng có một điều chắc chắn Perestroika đối với Trung Quốc là một bài học quý giá: sai lầm của ông Gorbachev là đã tiến hành « cải cách chính trị trước khi cải cách kinh tế », ngược lại với những gì Bắc Kinh thực hiện từ năm 1970 và nhất là sau biến cố Thiên An Môn. He was born in 1807 into Russian aristocracy — his father was a wealthy provincial gentleman. From a very early age he felt strongly called to monastic life, but at that time it was almost unheard of for a nobleman to take such a path, and Dimitri (as he was called in baptism) entered the Pioneer Military School in St Petersburg. There he distinguished himself, and even attracted the attention of Grand Duke Nicholas Pavlovich, an event which would profoundly affect his later life. There he continued the large body of spiritual writings for which he is well known. His printed Works fills five volumes; of these, at least two major works have been translated into English: On the Prayer of Jesus and The Arena: an offering to contemporary monasticism. Both are gems of spiritual writing, profitable to every serious Orthodox Christian. St Ignatius reposed in peace in 1867. He was glorified in 1988 by the Moscow Patriarchate, during the millennial celebrations in that year. Saints Andrei Rublev, Xenia of Petersburg, Theophan the Recluse and others were glorified in the same observances.

Eduard Korniyenko was born in Stavropol, Russia, in 1974 and became a professional photographer in 2000. In 2002 he joined the Russian Union of Journalists and he is currently a full-time photo-correspondent for the regional news agency Pobeda26 and a REUTERS Contractor Photographer. His work as a photojournalist has focused on developments in the Northern Caucasus, which has experienced ethnic and intercultural conflict and political and economic instability.
