L'Afrique du Sud tente de lutter contre la diminution de ses troupeaux de moutons. La finesse de la laine sud-africaine fait la fierté du pays, mais comme en Australie, autre grand pays d'élevage, la viande et la laine ne sont plus assez rémunérateurs. La situation n'est pas aussi alarmante qu'en Australie, mais en Afrique du Sud aussi, le déclin du cheptel et de la production de laine préoccupe les acteurs de la filière. « L'éleveur est sous forte pression financière » et le défi est de faire en sorte qu'ils n'abandonnent pas, explique James de Jager PDG de Segard Masurel South Africa. À cela s'ajoute l'expansion de l'industrie minière dans le nord du pays qui a réduit les terres disponibles, les vols de bétail et la tentation de faire aussi de l'agriculture ou d'élever des moutons uniquement pour leur viande. « Le nombre d'éleveurs n'a pas forcément chuté, mais les pratiques agricoles ont changé », explique le négociant, venu, ce mois de mai 2025, participer au 94e congrès de la Fédération lainière internationale (IWTO) à Lille, au nord de la France.En l'espace de 20 ans, la production nationale de laine a chuté de 60% : elle est passée d'un peu plus de 100 millions de kg de laine à 42 millions aujourd'hui. Les acteurs de la filière locale pensent avoir atteint un point bas « parce que la chute s'est stabilisée depuis à peu près cinq ans », relève James de Jager et aussi parce que « la spécificité de l'Afrique du Sud est de compter, en plus des grands élevages, de petits producteurs qui n'ont que deux, cinq ou vingt moutons », explique Isak Staats directeur de BKB et courtier en laine, « des éleveurs qui ont besoin du revenu lié à la laine et sur lesquels la filière compte s'appuyer ».Une demande textile trop faibleLa laine est un marché de niche et représente moins de 1% des fibres utilisées, mais la laine n'en est pas moins tributaire de la bonne santé du secteur de l'habillement. Un secteur en berne, la demande en textile n'est pas bonne en Europe, et pas meilleure en Chine. Or le pays achète 80% de la laine sud-africaine pour la laver, avant de réexporter ce qui n'est pas utilisé dans les usines chinoises.Pour réduire les risques, les producteurs sud-africains cherchent donc à s'ouvrir de plus en plus à d'autres marchés, comme la République tchèque, la Bulgarie et l'Uruguay. Augmenter les exportations vers l'Inde est aussi un objectif, mais l'Afrique du Sud paye pour l'instant des droits à l'importation de 2% qui rendent la laine difficilement compétitive.Se distinguer sur le marché internationalDepuis des années, le pays est engagé pour une laine durable, produite selon des pratiques dites « régénératives », qui réponde aussi aux normes de bien-être animal, mais également aux dernières exigences sociales et environnementales en vigueur.L'Afrique du Sud a mis l'accent sur la collecte de données, pour une traçabilité de la ferme, à la laine exportée. « On sait d'où vient la laine, qui l'a achetée aux enchères et où elle est exportée, notamment grâce au numéro d'identification donné à chaque producteur », explique Deon Saayman, PDG de Cape Wools, l'organisation qui chapeaute l'ensemble de la filière. En waren wij in Nederland vooral slachtoffers in die oorlog — of ook daders? Die vragen dringen zich op als we kijken naar wat vaak een 'vergeten' of 'verzwegen' oorlog wordt genoemd: de strijd van Nederland tegen Indonesië, dat onafhankelijk wilde worden. Sterker nog, we noemden het zelfs geen oorlog, maar 'politionele acties'. Het officiële verhaal was dat we slechts de orde herstelden in 'onze' kolonie. Het is belangrijk om het hier eens over te hebben. Wat moet je weten over deze geschiedenis? Welke parallellen zijn er met vandaag? En wat was de rol van geestelijken — priesters en predikanten — in deze strijd? Een onderbelicht aspect, maar van groot belang. Historicus Koos-Jan de Jager promoveerde op dit onderwerp en schreef het boek Oorlog zonder genade. Hij is docent aan de Christelijke Hogeschool Ede.
