It had the vibe of a Cold War-era summit and it came at the lowest point in U.S.-Russian relations in decades. When U.S. President Joe Biden met Kremlin leader Vladimir Putin in Geneva, Russia's cyberattacks, election interference, human rights abuses, and aggression against its neighbors were all on the agenda. Both leaders laid down their so-called red lines and Putin predictably played his usual game of whataboutism. On this week's Power Vertical Podcast, host Brian Whitmore discusses the summit and its aftermath with former U.S. Assistant Secretary of State David Kramer and Deutsche Welle columnist Konstantin Eggert. The Geneva Summit: frankly, as good as one could expect, with Biden offering a shrewd carrot and stick - Russia can feel itself more like a great power, if it plays more by the rules. No step-change breakthrough, but a decent start.Worse news about the spread of COVID-19 in Russia, and again Putin and the government has gone AWOL, forcing Moscow mayor Sobyanin to take the lead. Why does this happen? The Baunov article I mentioned is here; you can also read something I wrote about the importance of emotions in handling Putin (I should take full credit for everything that went well in Geneva...) here and an encouraged after-action report by Anna Arutunyan here. You can also follow my blog, In Moscow's Shadows, and become one of the podcast's supporting Patrons and gain question-asking rights and access to exclusive extra materials right here.

The comparison could not be more night and day, as a lucid and meticulously prepared Vladmir Putin cited distorted facts about American domestic unrest extemporaneously... and President Joe Biden had to read his opening statement from a teleprompter and only take questions from a pre-approved list of selected friendly reporters in Geneva, Switzerland.

Simon's breaking news coverage on Wednesday afternoon for Eddie Mair's drivetime programme on the UK's LBC.
US President Joe Biden met face-to-face with Russian President Vladimir Putin on Wednesday in Geneva.Earlier this week, Biden called Putin a "worthy adversary." Biden has also called Putin a "killer," to which Putin responded, "It takes one to know one."Related: Alexei Navalny's top strategist talks about his current situationDespite tensions in the lead-up to the summit, however, the two leaders were overly cordial in their remarks following their meeting in Geneva on Wednesday. Speaking through an interpreter, Putin stressed there was no hostility between the two leaders. Related: Russia's vote at UN could cut off humanitarian aid to northwest Syria"This was a productive meeting. It was fruitful. It was to the point. And it took place in an atmosphere that was actually enabling," Putin said. Putin repeatedly mentioned how the US and Russia face the same threats from cyberattacks to climate change.Related: Biden at NATO: Ready to talk China, Russia and soothe alliesNeither side made any threats, Biden said. And while they have their clear differences, the two leaders laid the groundwork for future cooperation. "This is not a kumbaya moment, as we used to say back in the '60s in the United States, like 'let's hug and love each other.' But, it's clearly not in anybody's interest — your country or mine — for us to be in a situation where we're in a new Cold War," Biden said. Rose Gottemoeller, lead US negotiator for the New Strategic Arms Reduction Treaty (New START) joined The World's host Marco Werman to offer insight into the meeting between the two presidents. She was on the team that briefed Biden for his meeting with Putin. Related: How Joe Biden could increase pressure on Vladimir PutinMarco Werman: So, you heard the two press conferences that both men gave. Did both leaders get what they came for? Rose Gottemoeller: It sounds like it, frankly, although, you know, the stance of the two was so different. You know, Putin was definitely being the master propagandist that he is and throwing everything back at the United States, everything wrong in Russia was the fault of the United States. And frankly, you know, I'm used to that. His Soviet predecessors did the same, but that was not the kind of thing we were hearing from Biden. What I liked about Biden was the way in which he subtly, you know, he didn't issue any threats, just as you said a moment ago.But he's subtly indicated that there are some things that Putin ought to think about. He said, "I just made some simple assertions," such as does he really want a Cold War with us when he's facing a 1,200-mile border with China and China is surging economically and militarily? Now, of course, Putin would never admit that he's concerned about China or Xi Jinping, but, you know, maybe that got him thinking. So, in other words, I thought there was a certain subtlety in Biden's approach, certainly as conveyed during his press conference compared to what we were hearing from Mr. Putin.I'm curious, what advice did you give President Biden? Did you see any of your advice come into play today? Well, I don't want to, as they say, in any way, endanger the confidentiality of those exchanges. But I will say that Biden seemed to me, even going into that meeting, very well prepared. He'd known about Putin's behavior for a long time. He'd met with them in the Kremlin when he was vice president. And furthermore, his negotiating skills were well-honed in all his years in the Senate. So, I think he was he was well-prepared for the meeting, but it was good as far as I was concerned. He was very interested in the strategic stability agenda. And so, I talked to him about that. And it was very good that, to me, it was front and center again in the remarks that both Putin and Biden made about what had transpired. There are so many disagreements and areas of confrontation between Russia and the US. Did Biden make any headway on human rights, for example, the case of Russian political prisoner Alexei Navalny? Not seemingly. I mean, again, all the remarks of Putin were not taking any blame whatsoever for human rights violations in the Russian Federation or in any way indicating he was ready to make anything right. But I liked the way Biden put it. He said, you really have to just understand that what I was trying to do was get across three things. I identify our practical work areas, remark directly, comment directly on issues that are important to us and make very clear the priorities and values that the United States and those last two really get to the issues of human rights, and Alexei Navalny. And I think he left Putin in no uncertain terms as to what the US views are of the Navalny case. And, you know, the remarks about, "Well, what would happen if Navalny died in jail? You need to think about that, President Putin, if you want your country to be in any way able to work with the rest of the world." Another area of confrontation is cybersecurity. The US alleges that Russia was behind several ransomware attacks on the US. From what you heard today, is this an area where the US and Russia can make progress? I hope so. The fact that they are going to really get down to substantive discussions, we have had working groups working on issues like, you know, cyberconfidence-building and so forth for many years. So, the two communities — the technical communities — know each other in the United States and Russia. I do think there's a potential to make progress here. Evidently, according to Biden, we handed over a list of our particular no-go zones where we would like to see a kind of sanctuary established for not attacking with cyberweapons in both countries. And I think that's important. That has to do with protecting critical infrastructure, which, again, is something that Putin should be concerned about in the Russian Federation. So, I think we've got the technical wherewithal. We've got the right people now. Can we make progress on the specifics? And both men seem to indicate it was a high priority. They wanted to see progress in this area. From what we've seen today, is President Putin a leader that Biden in the US can actually work with?I think that it will be necessary to work with him on areas where we have a mutual interest. And again, I think that Biden has it right when he said it's not about trust, but it's about our self-interest — the US self-interest. And he got that point across very squarely, I thought, in his press conference. I'm sure it's the same point that he made to Putin directly. This interview has been edited and condensed for clarity.

"GCSP & Swiss Security Policy: Building Expertise, Confidence and Communities" is episode 15 in the 2021 GCSP Podcast Series. Col Christian Bühlmann interviews Ambassador Teddy Winkler. To mark the 35th anniversary of the GCSPs flagship course – founded as SIPOLEX, later the International Training Course in Security Policy (ITC), and now the Leadership in International Security Course (LISC) - we spoke with Ambassador Theodore Winkler, the GCSP's first Director, whose role was crucial in founding the course. Ambassador Winkler shared his insights on the origins of the course, in the wake of the 1985 Geneva Summit, its role in contributing to Swiss Foreign policy, as well as expectations for the upcoming summit between Presidents Biden and Putin.
President Joe Biden and Russian President Vladimir Putin are set to meet in Geneva on June 16. Tensions between the United States and Russia are high in the aftermath of Russia's involvement in Belarus' hijacking of a commercial airliner and a string of devastating cyberattacks. Will the summit lead to progress, or will personal animosity and geopolitics continue to mire the bilateral relationship?Joining Doug for his first episode as host are Andrew Weiss and Alex Gabuev. Bringing both American and Russian perspectives, Andrew and Alex unpack what to expect from the summit.
International Geneva and the Biden-Putin Summit is episode 14 in this GCSP podcast series. Dr Paul Vallet interviews Ms Alexandra Matas, Head of Effective Governance at the GCSP. Welcome to the Geneva Centre for Security Policy weekly podcast. I'm your host, Dr Paul Vallet, Associate Fellow in the Global Fellowship Initiative. For the next few weeks, I'm talking with subject matter experts to discuss issues of peace, security and international cooperation. Thanks for tuning in. Early last week, it was confirmed that the presidents of the United States and of the Russian Federation Joe Biden and Vladimir Putin will hold their first summit meeting since Biden's inauguration here in Geneva on June 16. This has been hailed in Switzerland as a new occasion for Geneva to play an important role in US-Russian relations, as it often has in the past. The current state of tension between the two powers and the many issues of global scale, which they need to discuss, especially on arms control and counter proliferation, also mean that the Geneva Summit will be closely watched by international observers. It is also worth recalling that the 1985 Summit held also in Geneva between Mikael Gorbachev for the USSR and Ronald Reagan for the United States, served as another epiphany for Swiss diplomacy, and was the origins of the launch of the International Training Course around which the GCSP itself would be formed a decade later. Our podcast will discuss this in a forthcoming edition. To discuss the importance of this forthcoming summit. I'm joined today by Ms Alexandra Matas, the Head of the Effective Governance cluster at the GCSP. Alexandra Matas, who is originally Russian, trained in both Public Relations and International Affairs at the Russian State University of Physical Education, Sports and Tourism and at the Geneva Graduawte Institute of International and Development Studies, and she joined the GCSP staff full time in 2011. She has coordinated the activities of the programmes on Security and Law and WMD and disarmament respectively. She's been a short course coordinator, and more recently, the course director in Effective Governance in either English or French language courses for state officials from different countries. She also designs dialogue events in Geneva and internationally on the topic of European Security, OSCE conflict prevention mechanisms, and post war reconstruction in Syria. Her research interests include the European security architecture, Russia and the post-Soviet states. She joins us in the midst of a busy agenda this week. So we're very fortunate to have her as a guest. Welcome to the podcast, Alexandra.
In the final episode of the series, Usha takes a closer look at the people behind the nuclear arms race. At the 1955 Geneva Summit, the superpowers tried to manage the dangers of the Cold War through face-to-face diplomacy, dealing with each other as people rather than as faceless nuclear arsenals. Yet Khrushchev's frosty reception of Eisenhower's Open Skies proposal showed just how far the two sides still had to go. Usha interviews several experts who stress that, decades later, empathy and respect are still critical -- and, right now, conspicuously absent -- elements of U.S.-Russia nuclear diplomacy. Meanwhile, in the secretive atomic communities built for plutonium production, the human toll of nuclear competition was becoming painfully clear. From Eisenhower and Khrushchev to factory workers in the atomic cities to morally conflicted scientists like Andrei Sakharov, every human being with a role in the nuclear Cold War had to wrestle with the physical and emotional costs, the moral dilemmas, and the irresolvable contradictions of this most terrible weapon. Guests: Alexandra Bell, Dr. Anya Fink, Dr. Kate Brown, Dr. Olga Oliker

This discussion is a part of IWP's China series. About the Lecture: The Chinese Communist Party has ruled China for decades, bringing untold disaster upon the Chinese people. Why is it so tenacious, and why do democratic nations continue to engage with it? With decades of experience facing off against communist authorities, human rights activist Chen Guangcheng illuminates the structure of the party-state system in China and its disastrous impact on both Chinese citizens domestically and democratic nations abroad. About the Speaker: Chen Guangcheng, known to many as "the barefoot lawyer," was born and raised in a poor, remote village in Shandong, China. Blind since infancy and barred from school until his late teens, he nonetheless taught himself law as a young adult and became a committed advocate for the poor, disabled, and persecuted. His work drew the ire of the authorities, leading to over seven years of harassment including repeated house arrests, detention in black jails, and over four years in prison. After twenty months of brutal isolation in his own home, on April 20, 2012, he made a dramatic escape that caught the attention of international media. The American embassy in Beijing secured his temporary safety before high-level diplomatic negotiations enabled his exodus to the US. Since beginning his advocacy work, Mr. Chen has been the recipient of numerous awards including Time Magazine 100 Most Influential List (2006), The Ramon Magsaysay Award (2007), The Lantos Human Rights Prize (2012), the UK Parliament's Westminster Award (2013), and the Geneva Summit for Human Rights and Democracy Courage Award (2014). Chen is a frequent media commentator as well as guest speaker at conferences and events around the world. He has established a not-for-profit foundation to further human rights in China, and serves as Visiting Fellow at the Catholic University of America, Distinguished Senior Fellow in Human Rights at the Witherspoon Institute, and Senior Distinguished Advisor to the Lantos Foundation for Human Rights and Justice. Mr. Chen's memoir, The Barefoot Lawyer: A Blind Man's Fight for Justice and Freedom in China, was released by Henry Holt Publishers in 2015 and has since been translated into eight languages worldwide.
