Hij was wél lid van de G8 en zij voelden zich door de Westerse machten buitengesloten. Zij kregen entree, hij kreeg status.in 2009 begon het pas echt. Na de inval in Georgië kon Rusland alternatieve diplomatieke podia en coalities goed gebruiken. Het Westen zakte weg in de krediet- en eurocrisis en Barack Obama trad aan. Daarmee leek de tijd rijp voor een gedurfd alternatief en rivaliserende aspiraties. De vier BRIC-staten kondigden de start van een nieuwe wereldwijde reservevaluta aan die 'divers, stabiel en voorspelbaar' zou zijn.China verbond Zuid-Afrika eraan zodat het 'BRICS' ging heten en de grootste economieën van de niet-Westerse continenten verenigde. Maar de concrete uitwerking in nieuwe mondiale instellingen bleek moeizaam en traag. De Nieuwe Ontwikkelingsbank, het vermogen daarvoor en het idee van een mondiale munt als concurrent voor dollar en euro werden al snel een strijdperk, waarin China domineerde.De nieuwe leider Xi draaide er niet omheen. Los van die bank - die in Shanghai moest komen! - begon hij zijn strategische droom van de Zijderoute buiten de BRICS om te realiseren. Vervolgstappen tegen Westerse dominantie klonken ambitieus - BRICS Cable voor onderzeese cybercommunicatie netwerken, een BRICS 'Erasmus' en R&D-alliantie - maar het bleven maquettes.De Covid-pandemie trof de nieuwe alliantie zwaar. Ze bleek een papieren tijger en premier Modi van India claimde nadrukkelijker een leidende rol, ook tegenover XI. Zuid Afrika sloeg een eigen pad in. Het nodigde tientallen naties uit, te participeren als een schil van belangstellenden zonder veel impact. De Saoedi's en Argentinië haakten al snel af. Gretig was vooral het geïsoleerde Iran.Nu het afgelopen week Poetins beurt was om gastheer te zijn, zag hij dit als buitenkans voor zijn zwaar gehavende rol en positie in de wereldgemeenschap. De keuze voor Kazan in Tatarstan was een mooie schaamlap voor wie feestjes in het Kremlin toch wat al te opzichtig zou vinden.Modi en Xi gebruikten de topconferentie voor hun bilaterale problemen. Na vijf jaar ijstijd bereikten ze een soort wapenstilstand in hun grensconflict op de gletsjers van de Himalaya.Poetins voorzet van een alternatief betalingssysteem dat het Westerse SWIFT zijn monopolie zou ontnemen klonk leuk: 'BRICS Pay'. Maar het land dat via Alipay zijn eigen burgers en buitenlandse gasten tot vazallen maakt, gaf niet thuis. Poetins verklaring na afloop was fascinerend.Vooral de 'sideshows' bepaalden de sfeer en uitkomsten van Kazan. Poetin zat voor, maar heerste niet. Er was wel een soort Olympiade met veel medailles, maar tijdens de top moest de Centrale Bank in Moskou ingrijpen om de roebel niet te laten klappen. Reken maar dat vooral Xi die coïncidentie nauwkeurig noteerde.De EU kreeg van zowel Erdogan als Servië's Aleksandar Vučić een impliciete waarschuwing mee uit Kazan. We zijn loyale partners, maar we hebben ook alternatieven als jullie ons niet laten meedoen. EU-handelspartner Viëtnam deed het subtieler. Het kwam graag voor het eerst naar de BRICS, maar besloot verder tot niets.Poetins persconferentie aan het slot was er een voor de fijnproevers. De BBC ontlokte hem een ellenlange tirade over hoe het Westen Rusland kleineerde, in de hoek dreef en zijn soevereiniteit als natie ondermijnde. Hij was even openhartig als gefrustreerd.Maar waarom Kazan? De fascinerende historie en cultuur van die stad vertellen hun eigen verhaal. The owners of the basement are among the five arrested people, including the coaching centre's CEO, Abhishek Gupta, and coordinator, Deshpal Singh. All the five accused are expected to be produced in court on Monday.Days after three UPSC aspirants died when the basement of their coaching centre flooded in the National Capital, Rajya Sabha chairman allowed a short-term discussion on the matter after the question hour. Significantly, the college is run by the Catholic Church.A passenger train carrying about 800 parrengers collided with a Kamaz truck, killing at least two and injuring up to 100 people on Monday, Russian media outlets reported, according to Reuters. As per the report, eight carriages were derailed, some of the carriages lay twisted and battered beside the railway track, they said. They're blaming the United States for all of their failures while demanding more weapons from the United States than the country had. Much like Ukraine. Meanwhile, Russia is calling out Israel for attacking Iran in Syria on a base which Russian soldiers frequent. Russia has also been hit in Tatarstan by "Ukraine" which is a proxy of the west. Russia is accusing France of getting ready to deploy their own troops in Ukraine. This is a full scale scripted world war. The US is accusing Russia of committing "Havana Syndrome" on soldiers in the United States with Direct Energy Weapons (DEWs). Elle retrace l'histoire de gangs d'adolescents qui pullulaient dans la ville de Kazan, au Tatarstan, à la fin des années 80, à la veille de la chute de l'URSS.
« Où sont les hommes ? » Cette question qu'on pouvait se poser dans les cafés et restaurants des grandes villes russes l'année dernière à la même époque s'est presque évanouie. Aujourd'hui de nombreux jeunes hommes ainsi que leurs proches sont rentrés en Russie, faisant le plus souvent profil très bas. On ne sait en tout cas pas combien ils sont à être rentrés... ni ce retour est forcément définitif. Il y a un peu plus d'un an, ils commençaient à peine à s'installer en Arménie, en Géorgie, ou dans un pays d'Asie centrale pour fuir la mobilisation partielle, parfois avec leurs proches. Ils ne sont pas tous rentrés en Russie ces derniers mois, mais chez ces revenants, le même état d'esprit : « Entre deux maux, il faut choisir le moindre ». La formule est de Sergueï, salarié du secteur des nouvelles technologies de 37 ans, qui de ces six mois passés en Nouvelle-Zélande revient avec cette conviction : l'exil, ça n'est pas pour lui. « Au début, j'ai fait tout ce que j'ai pu pour m'intégrer. Mais j'ai fini par réaliser que je n'avais pas d'avenir en Nouvelle-Zélande. Peut-être que si j'étais parti avec suffisamment d'argent, par exemple pour m'acheter une maison, j'aurais vu les choses différemment. Au fil des mois, j'ai amélioré mon anglais, mais j'ai aussi commencé à douter, à me poser des questions. Et puis on m'a offert un très bon travail à Moscou, et tous mes doutes se sont envolés ». Le retour est pour lui une forme de soulagement : « En Russie, explique Sergueï, les gens voient bien que la vie suit son cours, ils sont moins nerveux à propos de ce qu'il se passe. Tout le monde finit par se dire qu'après tout ce n'est pas la fin du monde ».« Ce qu'il se passe » : ce salarié dans le secteur des nouvelles technologies n'ira pas plus loin que ces mots pour décrire ce que le Kremlin persiste à appeler « une opération militaire spéciale » et ses conséquences terribles. Pourtant, sous la surface d'un pays indifférent, qui vaque à sa vie quotidienne loin des bombes et des drones russes qui quotidiennement sont lancés en Ukraine, Arseny, assis à une table d'un café de la capitale, fait un autre constat depuis son retour il y a quelques mois : « Pour moi le niveau de propagande a encore augmenté, et j'ai aussi le sentiment que la société est devenue bien plus polarisée. Certaines personnes sont désormais bien plus en faveur de la Russie et de ce qu'elle fait, d'autres vraiment encore plus contre. »Rentré après des mois passés entre la Tanzanie, le Kazakhstan et la Thaïlande, lui aussi à cause du mal du pays, et lui aussi avec à la clé une offre de travail alléchante dans un pays qui manque de bras et de cerveaux, à 34 ans cet artiste ne repartirait que pour une seule raison : « Si se profilait la menace d'une nouvelle mobilisation. Mais tout le monde nous a promis qu'il n'y aurait pas de nouvelle vague, et c'est en effet ce qu'il se passe. On entend qu'il y a beaucoup de volontaires qui vont au front, donc j'imagine qu'il y a suffisamment de personnes là-bas maintenant. »À lire aussiGuerre en Ukraine: les combats se poursuivent le long du Dniepr avec une avancée de KievC'est exactement le pari que fait le Kremlin : que la guerre soit dans l'arrière-plan officiel le plus lointain possible de la vie quotidienne, que la population se remette du choc de la mobilisation partielle décrétée en septembre 2022. Les journaux télévisés des télévisions d'État qui au début du conflit le présentait comme une épopée, et singulièrement le siège de Marioupol, ont cet automne relégué les informations militaires en toute fin de leurs éditions. Le calendrier officiel 2024, celui qui traditionnellement présente Vladimir Poutine dans toutes ses activités, ne le montre pas une seule fois à la rencontre des militaires, lors d'un conseil de sécurité, ou bien lors d'une visite du QG des opérations en Ukraine à Rostov. Le chef de l'État en pré-campagne présidentielle (il devrait se déclarer mi-décembre), y est même montré dans ses activités « classiques », comme la chasse en Sibérie. Comme avant le 24 février 2022, comme s'il ne s'était rien passé depuis.Ce cadre d'une vie vantée comme « normale », est pourtant loin de suffire à tout le monde, et singulièrement pas à Tatiana (Ndlr : le prénom a été changé à la demande de l'intéressée). À 35 ans, cette salariée du secteur des nouvelles technologies est revenue pour mieux repartir. « Je ne suis pas d'accord avec ce que la Russie fait en Ukraine, avec cette agression militaire, et c'est devenu de plus en plus difficile d'exprimer ma position publiquement » dit-elle. « Les lois sont devenues très dures. De plus, je pense que les conditions de vie vont s'aggraver et que l'économie va devenir instable. Alors, au lieu de partir sur un coup de tête comme je l'ai fait il y a un an et demi, quand tout cela m'a coûté beaucoup d'énergie et beaucoup d'argent, cette fois, je planifie et je prépare mon départ ».Tatiana ne sait pas encore si de sa future vie d'exilée elle fera une vie de militante, mais elle a bien entendu le pouvoir menacer de manière répétée ceux qui à l'étranger prennent publiquement position contre le Kremlin et sa politique. La semaine dernière, dans une interview accordée à la chaîne YouTube MGIMO 360, (Ndlr : MGIMO est l'université de relations internationales de Moscou, la plus réputée de Russie) le porte-parole du Kremlin déclarait : « La patrie est toujours ouverte à tous, sauf aux ennemis. N'oubliez pas que parmi ceux qui sont partis, certains collectent de l'argent pour les forces armées ukrainiennes, prennent la parole lors de divers événements sociopolitiques et disent du mal de notre pays. À bien des égards, ils calomnient la Russie. Il sera impossible pour ces gens de revenir ici. Je ne parle même pas forcément des lois qui s'appliqueront à eux, mais des gens qui ne les accepteront pas ».Question d'image ? Commentant le départ des Russes après le début de la mobilisation partielle, Dimitri Peskov s'est aussi posé en désaccord avec le fait qu'une partie importante des jeunes ait quitté le pays. « Tant de gars sont allés au front en tant que volontaires, dans différentes unités. Tant se sont mobilisés et se battent désormais. Ils sont nombreux à être restés ici ».Le mois dernier, le président de la Douma Viatcheslav Volodine menaçait d'accuser de haute trahison à leur éventuel retour les Russes ayant pris position contre les décisions des autorités. « Nous devons choisir l'endroit où il est préférable de les envoyer immédiatement », a-t-il dit, proposant ensuite de les exiler « dans les territoires où notre climat est plus constant, là où il n'y a pas d'été ».Dans la région du Tatarstan, un projet de loi élargissant le champ d'application du Code des infractions administratives de la Fédération de Russie est en débat. Book Description In recent decades Russia has played an increasingly active role in the Middle East as states within the region continue to diversify their relations with major external powers. Yet the role of specific Russian regions, especially those that share an ‘Islamic identity' with the GCC has been overlooked. In this book Diana Galeeva examines the relations between the Gulf States and Russia from the Soviet era to the present day. Using the Republic of Tatarstan, one of Russia's Muslim polities as a case study, Galeeva demonstrates the emergence of relations between modern Tatarstan and the GCC States, evolving from concerns with economic survival to a rising paradiplomacy reliant on shared Islamic identities. Having conducted fieldwork in the Muslim Republics of Tatarstan, Bashkortostan and Dagestan, the book includes interviews with high-ranking political figures, heads of religious organisations and academics. Moving beyond solely economic and geopolitical considerations, the research in this book sheds light on the increasingly important role that culture and shared Islamic identity play in paradiplomacy efforts.

Johnny Gandelsman — This Is America – An Anthology 2020-2021 (In a Circle Records) Jump to giveaway form New Classical Tracks - Johnny Gandelsman by “I was born in Russia into a family of musicians. Both of my parents are musicians. My only sibling, my older sister, is a violinist as well,” says violinist Johnny Gandelsman, who has been living in Brooklyn since 1999. “I've been playing since I was 5 years old, and my family moved to Israel when I was a kid. Then I came to the United States to go to school and have been living here ever since.” You might recognize Gandelsman as one of the violinists with the ensemble Brooklyn Rider. He also has played in the world music collective Silk Road Ensemble. Most recently, he has been commissioning new works for his three-CD solo project, This Is America – An Anthology 2020-2021. “This is a project that was born a few months into the height of the pandemic. I was just trying to think if there was anything I can do about the situation in the world. One thing that occurred to me was to commission new works from American composers,” he said about his inspiration for the project. “I wanted composers who live here and to ask them to reflect on the times.” Can you talk about the composers, pieces and themes we hear in the project? “One piece that comes to my mind is a work by a composer from Tatarstan, Adeliia Faizullina. Her piece is Dew, Time, Linger. When the pandemic struck, she was a student in Los Angeles studying composition. Her piece captures this incredibly beautiful feeling of isolation. She finds really beautiful ways to depict silence, such as a drop of water in the sink or a gust of wind. “I asked Rhiannon Giddens to write a piece. She created New to the Session. It was about her experience attending music sessions where people come together and play tunes. And her experience was that she was a beginner in that world. It's this succession of fiddle tunes, which are full of joy. “The opening piece is by Clarice Assad. It's simply titled O, which represents oxygen. That seems to encompass so much of what we were experiencing, people struggling to breathe, just being able to breathe and maybe a sigh of relief if you did feel safe.” Can you talk about O? “We were struggling to breathe. She also mentions the killing of George Floyd as forcibly denying his breath. It was not planned that way, but the piece that closes the album set is Breathe, by Kojiro Umezaki. His work also deals with the same themes, but a very different way of expressing it. Schon damals sei es ihm darum gegangen, den Menschen nicht die Welt erklären zu wollen, sondern die Neugierde dafür zu wecken, den Phänomenen selbst auf den Grund zu gehen, indem man sie erlebt, ausprobiert und hinterfragt. Ein grosses Haus wie das Technorama zu leiten, habe ihn schon immer fasziniert, sagt Künnemann im Gespräch. Troops from Russia's Far East were apparently involved in the horrific massacre at the Kyiv suburb of Bucha. But indigenous leaders from Siberia and the Russian Arctic are breaking with Moscow over the Ukraine war. Rumblings of separatist sentiment are now heard from Yakutia (Sakha), Khabarovsk, Kalmykia, Kamchatka, Tatarstan, Tuva, the Altai Republic, and the entirety of Siberia. China, which controlled much of what is now the Russian Far East until the 1850s, has its own expansionist designs on the region. Frederick Engles called for the "destruction forever" of Russia during the Crimean War, but it may collapse due to its own internal contradictions rather than Western aggression. The Birger family fled by horse and wagon, by foot, and then by train—until weeks later, they arrived in Tatarstan. Living in wretched poverty, Samuel's grandmother starved to death while he and his three younger brothers foraged for jobs and food on collective farms. To mark Sofia Gubaidulina's 90th birthday, Donald Macleod and Gerard McBurney explore five different aspects of her progressive and distinctive music. Gubaidulina has been living in Germany since 1992 and is still busy composing today. When she was born in 1931 in Tatarstan, the Soviet Union was under Stalinist rule. Up until her emigration, she worked as a composer under the strictly regulated conditions determined by Soviet cultural policies. This week, we get an insight into the life of a composer behind the Iron Curtain, as Gubaidulina developed her own creative path, un-swayed by any hint of ideological pressure. Deputies in the Tatarstan State Council have voted against proposed federal legislation that would force all regional heads across the country to adopt the same title, abolishing Tatarstan's own "presidency." Tatarstan is Russia's last holdout that still calls its regional head of state "president" -- a fiercely guarded totem of local independence. The federal government in Moscow has spent more than a decade pursuing greater centralization and trying to pressure and persuade officials in the republic to drop the title so that the Kremlin alone can claim it. In contemporary Russian politics, it's only mild hyperbole to compare the vote in the State Council to separatism. The Russian State Duma is set to consider a new draft law aimed at lifting the two-term limit for the heads of Russia's regions. This piece of legislation is almost certain to make it through parliament. Moreover, it will give the president more power to influence regional leaders, allowing him to reprimand them, issue warnings for poor performance, and, eventually, fire them (that said, a similar "no confidence" mechanism exists already). Regional leaders will also be given standardized titles, meaning positions like the "President of Tatarstan" will have to be renamed. What is the point of all these changes? On this episode, I share stories of God's miraculous intervention while I battled deep depression during my time teaching in the Republic of Tatarstan, Russia. God had called me to Russia at age twelve, and since then, it had been a place of awe and purpose, of romance and transcendence. But my fifth time there, I was surprised and disillusioned when my joy was smothered by depression. But God pierced the darkness, illuminating my path through Tatarstan with the continual revelation of His care for me through specific, truly divine interventions. Un afrontament amb arma de foc va succeir ahir al matí al barri de l'Alt Vernet de Perpinyà, a prop de l'estadi Gilbert Brutus. Els fets van implicar diversos individus de dos bàndols diferents. Un dels implicats portava la cara tapada i anava armat d'una pistola automàtica de guerra. Quan la policia va arribar al lloc dels fets els individus havien fugit. Gràcies als testimonis i a les imatges de videovigilància un home va ser arrestat. Es tracta de l'agressor que anava armat. Aquest document estableix els criteris d’implicació per les viles que signin la carta. Concretament es vol potenciar la sensibilització, proposar mesures de prevenció com ara imtegrar el zero plàstic en els esdeveniments municipals; finalment també es vol fomentar la recollida de deixailles i la tria selectiva.

Olga works on mobility, migration, media, and political transformation. Here is an older, perhaps wiser version of Nambavan. He has appeared on the BSWC radio program here, here, here, here, and here. He also has a track in the One-a-Day feed that was posted February 20, 2007. Ok, we really like the guy.This tune is from a WM Recordings release from May 20, 2011 called Modnay Discoteka. Nambavan is Linar Bilalov. He is originally from Kazan, the capital of Tatarstan (also known as the "Third Capital of Russia"). We found his origin story on his website:...a bright young man with a passion for Rodchenko, Bauhaus and '70s gay disco, thrust into a vortex of small-town degradation. He christened himself Nambavan (a corruption of Number One) and recorded a couple of albums' worth of aggressive minimal techno with crass, no-holds-barred lyrics. "Chechnya on the Dancefloor," "So Many Men, So Little Time," "I Passed Your Girlfriend Around," "Babu Po Ebalu!!!" were all shock value and no hidden message. The music, however, was quite remarkable for something recorded on a home computer with a cheap guitar and a karaoke mike. His ear-scarring barrage of raw hate and stories of abuse spread over the Web like fire through a city dump. A gig in Berlin and a dozen good reviews later, Linar decided that simply singing from the dark corners of a thug's skull was not enough.
