Access to land for hunting, fishing, and gathering are foundational provisions in so many treaties between tribes and the federal government, but individual hunters and anglers are frequently challenged when out exercising those treaty rights. The legal justifications were settled decades ago following landmark rulings such as the Boldt Decision in Washington State and, more recently, in the 9th Circuit Court of Appeals judgement in favor of tribal hunting access on ceded lands in Idaho. We'll review some of the history of hunting rights and how those continue to be scrutinized. (Fremont County, WY) - One of the items voters will see on the ballot for tomorrow's (August 20) Primary Election is the Senior Citizen Service Formation / Mill Levy Propositions for both Lander and Riverton. If passed for either Lander and/or Riverton, a Senior Citizen's Service District would be set up that the two mills would fund. Jane Nolde, the Executive Director for the Lander Senior Center, explained to County 10 that the Senior Center mostly utilizes matching grants for local funding, and that grants are getting "smaller and smaller." The hope is that the mills would provide a more "permanent" source of funding for the services they provide, Nolde shared. "We think the Senior Center is vital to the City of Lander," Center volunteer Charlie Smith commented. "We provide a variety of services. It's pretty extraordinary." Nolde and Smith went on to share what some of those services are, which range from health and wellness programs at the Center, to providing 200+ meals a day served at the Center or delivered throughout town. They also shared that the Center provides transportation not just for senior citizens, but community members as well. If the proposition passes, a maximum of two mills ($2 per $1,000 of assessed property value) will be imposed on taxable properties. This means the yearly tax increase for a property assessed at $100,000 is $18 per year, (or $36 for $200,000; $54 for $300,000; $72 for $400,000; $90 for $500,000) for both in Riverton and Lander. County Assessor Tara Berg told County 10 that each entity will have to submit a yearly budget, and "the request for county funding cannot calculate to more than two mills." Berg explained that "using the 2024 certified values, which for both are the school district boundaries of Lander and Riverton, the total monies could be: Riverton - $478,809 and Lander - $571,650." Welcome to the start of the high school football playoffs week in Ohio. Friday night's WCPO 9 Game of the Week features Mason (5-5) at Lebanon (7-3) in a Division I first-round matchup with plenty of familiarity. Lebanon coach Micah Faler was previously the Mason head freshman football coach for two years and the varsity quarterbacks coach and passing game coordinator for three years. He was also the head eighth grade coach at Middle Middle School for five years. The two programs have scrimmaged each other the past two preseasons. This will be the first game between the two since Mason defeated Lebanon 34-16 in the first round of the 2020 playoffs. Lebanon and Mason won their respective regular-season finales Oct. 20 and this figures to be a tightly-contested matchup of Nos. 8 and 9 seeds. I had the incredible opportunity to sit down in the studio with Retired NFL QB, Program Ambassador for Transcend Recovery Community, coordinator for the nfl legends program and ESPN Analyst, Ryan Leaf. Ryan Leaf spent his college career with the Washington State Cougars, where he was a finalist for the Heisman Trophy after his junior year. He was selected as the second overall pick by the San Diego Chargers in the 1998 NFL Draft behind Peyton Manning, he played for the San Diego Chargers and the Dallas Cowboys between 1998 and 2001, and also played for the Tampa Bay Buccaneers and the Seattle Seahawks. Ryan's career took a turn when a video went viral of him arguing with a reporter in the locker room but this was just the beginning. Ryan shares so openly how this one event, altered the course of not just his career but his life. Ryan is remarkably self reflective and insightful. He talks about his challenges on and off the football field from battling addiction, going to rehab to serving time in prison, and how being of service to other inmates created a turning point in his life. He is vulnerable and courageous as he holds nothing back. His story of redemption and commitment to a life lived well is something all of us will learn from. I had the incredible opportunity to sit down and talk to David Smith, a Nike Athlete, Speaker, Writer and Coach. He was born with a club foot and underwent repeated medical surgeries to break and reset the foot. David's doctors even considered full amputation. In 2010 he was taken into emergency surgery when a cervical tumor was discovered. The surgery caused temporary paralysis and involved the removal of three vertebrae and rebuilding the spine. David has competed internationally in several sports including GB Rowing, and British Cycling. He has over come tremendous adversity.
